SAN DIEGO (KGTV) -- A man who recently returned from Iran is under self-quarantine at his parents' home in Rancho Bernardo. The traveler, who declined to give his name, lives in San Francisco. He said it would be easy to expose other family members at his home, but his parents have a detached unit where he can isolate himself. He said he contacted his healthcare provider for guidance before returning to the United States, but was directed to the CDC website. "The onus shouldn't be on me. There should be some kind of response, from the government or some kind of authority. I just feel they should be a lot more proactive. I feel it's going to hit us like a tsunami, " said the man. He was in Iran, where at least 200 people have died from COVID19, for the last few months taking care of his family business. He's been out of the country for eight days. He says he isn't showing any symptoms, but he still wants to be tested. "Per CDC guidelines, they said if you're not showing symptoms, you don't need, and the word was "need," you don't need a test, you should just self-quarantine until the 14 day period has passed. Need is one thing, I said I want to test, I said wouldn't you want to test, if you're a carrier you want to know." It's up to an individual's doctor or healthcare professional to recommend someone for testing, but the CDC has the final say. SAN DIEGO (KGTV) - A plan to essentially force 16 Lemon Grove teachers to resign was approved Tuesday night in a 3-2 vote. The Lemon Grove School District informed the teachers that it would move in a different direction at the end of this school year. The teachers were at the district for two years, the end of their probationary period. Any more time and they would become permanent. The district says it will replace those positions with new teachers for next year. "Our governing board believes that each child deserves the very best," the district said in a statement. "We will continue to provide that to you in Lemon Grove School District.""Why aren't we maintaining the teachers that have been here and have built relationships with our children? Built relationships with our parents? With our community," parent Rosa Carney said. Angela Vento, who has four children in the district, said her 9-year-old son Joshua was upset when he found out his teacher would be let go."She's always there for him," Vento said. "He has epilepsy and she helps him through that."Two teachers who asked to remain anonymous said the district gave them a choice of resigning, or being terminated with a non-renewal status. SAN DIEGO (KGTV) - A plan that has the potential to triple Mission Valley's population by 2050 will be voted on by the San Diego City Council Tuesday.The city will vote on the final draft of the proposed Mission Valley Community Plan. It replaces the last plan that was written back in 1985. Supporters say it will help address the region's housing crisis. "One of the biggest problems we've had in the city is our community plans haven't been updated in decades. So, whenever developers come in and want to build housing they have to get conditional use permits and that takes sometimes over years to get accomplished, and that drives the cost of housing up," said councilman Scott Sherman whose district includes Mission Valley.Currently, Mission Valley is zoned mixed-use and residential. The new plan would rezone it to almost all mixed-use. Developers would be able to build up to 145 housing units per acre, instead of 73 units per acre. "Apartments and condos, density around mass transit, that's the whole idea, we need housing so let's make it more dense around transit oriented hubs, cause we have the trolley that runs right through Mission Valley," said Sherman. People who work in Mission Valley are worried that traffic will be a nightmare in an area already known for gridlock. "It's already congested as it is, so to build more, where?" asked Eni O'Donnell. "It depends on how well they plan integrating it all in, if you bring in 50,000 people overnight, then obviously, that's not going to work," said Archie Kordestani who lives in Civita. The plan includes several new bike and pedestrian bridges, connectors to help with traffic, and more transit stops along the trolley's green line. "Busing, biking, trolleys, I think these are the ways to go," said Kordestani.The project also includes 160 acres of park space and two schools. Toni Atkins' downtown San Diego office Friday morning, and joined forces to call for help.Members from the Alliance of Californians for Community Empowerment gathered to tell Atkins to support Assembly Bill 1436, which would extend the eviction moratorium until April 1, 2021. They say it's the only way to protect people who haven't been able to pay rent because of the coronavirus pandemic.Meanwhile, a car rally organized by UDW/AFSCME Local 3930 demanded a new tax on California billionaires to help pay for child care and shore up holes in the state's education budget.The groups were unaware of each other's planned protests until they both showed up at Atkins' office at the same time. But they say their combined voices should help get her attention."This tax would help those families who need quality childcare, affordable childcare, so we are supporting the children," said Miren Algorri, a child care provider who supports the tax. "This is not about the rich, this is about the children, the future, not only of this community, but of California, the nation.""We need protection," said Patricia Mendoza, a mother of two who faces eviction if the current moratorium runs out. "Where are we going to go? What's going to happen to me, what's going to happen to my future? I don't want to have to tell my kids we're going to be homeless. SAN DIEGO (KGTV) - A Point Loma family is trying to raise awareness of what they call a “dangerous” intersection, after cars have slammed into their house.The home the Cohen family began renting this year sits at the intersection of Nimitz Blvd. and Evergreen St., and has been hit twice since they moved in.According to San Diego Police, officers have responded to collisions at that intersection at least twelve times in the last five years.“I went to go wake up my mom and told her that we should probably get out of here because there's a car going into our kitchen,” said 12-year-old Max Cohen, speaking about a crash that happened the week the family moved in back in January. “You look out the window and see cars speeding down the road and not stopping at all on this turn.”Before they started renting, the Cohen’s weren’t notified that the home had a certain reputation for being hit. 10News reached out to the homeowner, who says that information was also not disclosed to him before he purchased the house this year. The City of San Diego tells 10News it is aware of the history of the intersection. Over the years, many cars have slammed into the house on Nimitz Blvd, sometimes resulting in serious injuries to the occupants in the home.A City spokesperson said upgrades to improve safety have been made, based on studies and evaluations by the City’s traffic engineering division.The following statement from the City of San Diego outlines the safety upgrades:“In the recent history, the City has evaluated the area and updated the intersection to include guardrails, a flashing beacon with a “curve” warning sign and a dedicated bike lane. The approaching lanes have been reduced from to one lane from two lanes and the signal at the approaching intersection has been modified to remain red between midnight and 4 a.m. to direct vehicles to stop before the intersection –- In other words the light remains red during the hours of 12 a.m. to 4 a.m. until a vehicle is detected.”But, the Cohen family said these changes are clearly not working.“It might not hit the house as much as it could, but it still does, which it shouldn’t at all,” said McKensey Cohen, whose bedroom was hit by a car in October. “Since then we've just been on edge about everything. We can hear the street for miles.”The family said they have contacted the City’s code enforcement department to come check the stability of the home, specifically McKensey’s bedroom, but they have not received a visit.The family hoped to move out the day of the last crash, but they had to postpone the move.
