SAN DIEGO (KGTV) -- A portion of City Hall in Downtown San Diego was evacuated after crews working in the building possibly disturbed asbestos.According to the city, construction crews working on the lobby possibly disturbed the asbestos around 2 p.m. Thursday. The city said in a memo that a contractor working on the sprinkler system accidentally dislodged a section of the ceiling, causing it to crash to the ground. "Immediate action was taken to isolate and contain the material,'' according to the memo. The substance hasn’t yet been confirmed as asbestos, but hundreds of people were forced to evacuate as a precaution. Crews plan to conduct air testing Thursday night with the expectation of reopening City Hall Friday morning. The City Clerk’s office remains open and is working out of a nearby location until Thursday evening so candidates running for office can meet their 5 p.m. deadline. 909

SAN DIEGO (KGTV) - A man accused of causing a flood which some tenants confused for a terrorist attack faced a judge Wednesday to enter his not guilty plea.A Deputy District Attorney argued that Francisco Morales is a danger to the community."He poses a great threat to the community as there are over 200 individuals, citizens in the community of Little Italy who cannot go home; they have essentially lost everything," she said.The judge agreed, and raised Morales' bail from 0,000 to ,000,000. Morales faces 45 counts of felony vandalism and 5 counts of assault intended to cause great bodily injury.Several residents were forced to flee from their Little Italy apartment complex Monday morning after police said Morales opened pipes and used a fire hose to flood all eight floors of the building.Water from the hose and pipes made its way down to all floors, including the basement, according to authorities. Multiple witnesses said some residents were waist- or shoulder-deep in water as they tried to leave."It was like a waterfall coming down on you of water," tenant Ryan Lange said. "When I came down to the bottom floor there were people crying, we're trapped, we're trapped we can't get out!"Some residents said Morales sprayed them with fire hoses as they evacuated the building.Officers located Morales in the lobby and arrested him on suspicion of vandalism."It seemed like somebody was trying to kill everybody in there," Lange said the pain hasn't lessened over the past two days. "I feel like it's unlive-able; it smells like musty and moldy, looks like they're going to have to redo all the carpets and the drywall."Lange lives in one of the 45 units destroyed by the flood. He said he estimates his losses around ,000, not including his car.10News learned more than 200 people and their pets were displaced from the 100-unit complex.The building was being evaluated for any potential structure damage. SAN DIEGO (KGTV) - A Mira Mesa mom she says her special needs son was bullied and robbed at his middle school during lunch.Diagnosed at birth with cerebral palsy, Justin Juanengo has surpassed many of the expected physical limitations, but remains unable to use his legs or his left arm. Michelle Juanengo and her husband adopted him at age 2."We've always been worried there would be other kids who would find him an easy target," she said.Last week her fears became a reality. At lunchtime on Wednesday at Wangenheim Middle School, she says a 7th grade classmate and several other students came up to Justin, 13, and started spinning his wheelchair and calling him names."He was nervous, scared. Didn't know where it was going to go from there. There are a lot of things that can go wrong if you're spinning a wheelchair. Were they going to roll him off somewhere?" said Michelle.Justin says it went on for minutes before his friend got the boys to stop. One of the boys then grabbed Justin's backpack and took off. According to his mother, Justin and a friend went to a classroom and found the ringleader, demanding and getting back the backpack. Inside, his wallet containing dollars was gone."Sad, feel terrible for Justin. I feel like he's had to tolerate enough with all his health limitations ... the ways he sees himself as different from other students. Why should he not have the right to go to school and feel safe?" said Michelle.Michelle says her son didn't have an aide with him, which is mandated by the state. She says she has recently learned the aide suffered a back injury last year and the substitute aide is sometimes not available."That's not good enough. He needs to have the aide. That could have prevented this," said Michelle.Another source of frustration? Justin says his bully is known for bullying and stealing from other kids, something Michelle believes should have been addressed earlier. Vice principal Miko Uhuru declined to talk about Justin's case citing privacy. He told 10News one of Justin's parents could sign a waiver, which Michelle says she didn't know about but now plans to sign."What I can says is we don't tolerate bullying. We investigate it and take is seriously," said Uhuru.Michelle says she was told the boy will be punished by the school, but wasn't given specifics. She says she and her husband are thinking about legal action against the school district to "make sure the same thing doesn't happen to other special needs students." 2499

SAN DIEGO (KGTV) - A possible theft ring may be 'fishing' for checks at local post offices.Kevin, who owns a small business, mailed out several checks to vendors at the post office in Poway on a Friday night. On the next Tuesday morning last month, he got a call from his bank, Wells Fargo. A woman had tried to cash a fake check at a bank in Los Angeles, a typed check for nearly ,500 written out to a woman's name from Kevin's business. The bank rejected it. The bank representative then asked him about two other checks that had just been deposited at other branches. The two fake checks - written out to a different woman for some 0 each - had been deposited for cash in the Los Angeles area."There's definitely anxiety. You don't know how much money has been compromised," said Kevin.Kevin is not alone. In April, 10news featured the story of Barbara Reynolds and her state tax check, stolen and altered after she dropped it off at post office in Mira Mesa. Her check was likely 'fished' out by thieves using a rodent glue trap, before being washed. A chemical solution dissolves away the ink, allowing a thief to fill in the blanks.Another theft victim told 10news the Postal Inspection Service supervisor described to him a possible theft ring that has hit post offices in Encinitas, Poway and Mira Mesa in recent months. 10news has also tracked down reports of similar thefts in Sorrento Valley and Rancho Bernardo."It's frustrating. Never crossed my mind that something dropped off at post office could be compromised," said Kevin. Kevin's bank did cover the loss of the fake checks. 10news reached to the Postal Inspection Service but haven't heard back.Experts say use the slots inside the post office and if you do use an outside collection box, drop off your mail before the final collection time. 1823
