UPDATE - The Escondido City Council voted 5-0 Wednesday to approve the moratorium on carwashes. Escondido has too many car washes. That's a conclusion the City Council may make on Wednesday, when it may place a moratorium on new car washes in the city.A city report says there are now 28 car washes in Escondido, with more in the planning stages. Instead, the report says the city prefers businesses that create higher paying jobs, more sales tax revenue, and are less intrusive on the surrounding environment. "Escondido has the most permissive policy towards car washes compared to other agencies in North County," the report says. "Currently, there are no special use regulations established for carwash facilities."The moratorium would give the city 45 days to come up with those rules.The issue is coming to light because Neil Capin wants to redevelop an old skating rink at 864 N. Broadway into an express wash. But that's right across the street from a 24-hour mostly manual carwash, with one automated wash. Capin said it should not matter what's across the street, noting that there are plenty of coffee shops and fast food restaurants near each other.Others say the city has too many car washes as it is."I'd rather drive another mile and not have them on every corner," said Ryan Carlson, who was washing his truck at the 24-hour facility on Broadway. Plus, not all car washes are the same. At Soapy Joe's on East Valley Avenue, V.P. (KGTV) — A former North County school security guard was arrested this weekend, accused of sending inappropriate pictures to children online.Steven Lloyd Duncan, a former security guard from 2003 to 2014 at Valley Center High School, was arrested on Dec. 10 by the Internet Crimes Against Children Task Force (ICAC). He has been charged with multiple counts, including obscene material of a minor and luring a minor, according to his arrest log.Investigators say Duncan had communicated with and sent photos to underage children and received photos from children. Valley Center Pauma Unified School District (VCPUSD) said in a statement they have been informed told "none of the identifiable victims are from our community." Anyone who thinks they've been a victim or knows anyone who may have been a victim is asked to contact the ICAC at 858-715-7100.VCPUSD says they are cooperating with ICAC's investigation:"The safety of our students and staff is a top priority. We respond and react immediately to any reports of this nature. In partnership with the (ICAC), VCPUSD advises parents to be aware of their children's online activity. We recommend parents use parental filters on smartphone and computers," the district said in part. (KGTV) - All Tribes Charter School in Valley Center has found a solution to the problem of kids paying too much attention to their cell phones in class.They've started using Yondr pouches to lock up phones at the beginning of the school day."These things are more distracting than hormones for teenage kids," says All Tribes Charter School Administrator Michelle Parada. "Attention to the cell phone is not attention to school."READ: Study: Separation from cellphone causes anxiety for someAccording to a Pew Research Survey in 2018, 95% of teenagers say they have a cell phone, and 45% of them say they're online "almost constantly." Fifteen percent say they've experienced cyber-bullying.Parada says that addiction has led to poor attention in class, declining grades and cyber-bullying.All that changed when the school deployed 120 Yondr pouches last spring.Every day, the kids turn off and lock their phones in a pouch when they arrive at school. They keep the locked pouch with them all day long. The pouches get unlocked by administrators at the end of the day.Predictably, the kids don't like it."I like having my phone, having easy access," says Senior Melani Maxcy. "And with this thing, I can't do it.""This school didn't need it really," says Willow Robinson. "Yeah, we'd post every once in a while in class, but that's when we were just sitting around and talking."Parada says it was also tricky getting parents to adjust, many of whom like to keep in touch with their students throughout the day."They're probably the biggest perpetrators of calling their kids during the day. Constantly," says Parada. "They're constantly calling, messaging or texting their kids."Parada tells parents if there is an emergency and they need to reach their student, they can still call the school office. She says administrators are usually able to reach a student within a couple of minutes.Despite the push-back, Parada says the new policy is helping. Grades and attention are up, and cyber-bullying has gone down."All of the picture taking, video taking, SnapChat, Instagram has stopped," says Parada, noting that the kids can't post if they don't have a phone. "Kids are compelled to take pictures, to take videos and start shooting them out to other people."She adds it has also cut down on disruptions in class and food deliveries to the school.A spokesperson for Yonder tells 10News that demand for the product has grown in Southern California through the last year. In San Diego, there are now four schools using the pouches: All Tribes Charter School, Caliber Beta Academy, Mark Twain High School and the San Diego County ROP.The schools pay a fee to lease the pouches and the unlocking tool.
