A sniper who targeted cars on a Georgia highway left behind a "hate-filled" document describing the Parkland high school gunman Nikolas Cruz as a hero, a sheriff said.Authorities identified the sniper as Rex Whitmire Harbour, 26, of Snellville, Georgia.He shot at cars in Gainesville on Friday, leaving three people injured before he shot himself dead, Hall County Sheriff Gerald Couch said in a statement Saturday.Harbour hid in the woods as he waited for motorists on the side of Georgia 365, Couch said. A new survey finds 20 percent of grandparents hate their grandchild's name.Online British parenting websites Mumsnet and Gransnet surveyed 2,000 parents and grandparents to learn just how closely grandparents are involved in the naming of a baby.Thirty-eight percent of parents responded saying it is none of the grandparents' business when it comes to choosing babies’ names. Just 31 percent of grandparents agree with that.Fifteen percent of parents say they have a parent or in-law who hates their baby’s name.The disagreement over a baby's name can have long-lasting effects. Six percent of parents say they have fallen out with their parents or in-laws because of the name they gave their son or daughter."Choosing a baby name is fraught enough for parents when you’re only taking into account your own views," said Mumsnet Founder Justine Roberts. A panel of three federal judges in North Carolina ruled Monday the state's congressional map is an unconstitutional partisan gerrymander that favors Republicans, and said it may require districts to be redrawn before the November elections.Republicans hold 10 of the state's 13 seats in the House of Representatives, and a redrawn map could put more seats in play for Democrats -- potentially affecting control of the House.The judges acknowledged primary elections have already occurred, but said they were reluctant to let voting take place in districts that courts twice found had been unconstitutionally drawn.The same decision was reached by the court in January, but the Supreme Court declined in June to hear the case and it was sent back for reconsideration. The Supreme Court has never ruled a partisan gerrymander to be unconstitutional, and it passed up three separate opportunities to do so in the last term.The decision Monday could result in an election-year appeal to the Supreme Court. The court is currently evenly split on ideological lines and lacks a ninth justice to tip the scale. A pair of cousins has been charged in the murder of pizza delivery driver Clarence Taper in a Milwaukee apartment. According to the criminal complaint, Mekael Kennedy, 17, from Hartford and his cousin D’Andre Kennedy, 25, of Milwaukee robbed and shot the driver on Monday, Sept. 11 when he came to make a delivery. They then took the pizza Taper was delivering into the apartment and ate it.One of his regular customers, Sheryl Cash said Taper went out of his way to help the older residents who live there. "The man, Mr. Clarence, ever since I have been ordering from them he always delivered my food. He would stand there and talk with you. He was just real nice and kind. And he didn't have to come to your door, but he would come to your door,"  Cash said.Police said on September 15, Mekael Kennedy's girlfriend placed an order to Buddy's Pizza and Steak, where Taper delivered from. Mekael Kennedy took his cousin, D'Andre Kennedy's gun, put on a hockey mask and demanded Taper's money. Mekael Kennedy told police he had his safety on and didn't know why the gun went off. According to the criminal complaint, Mekael Kennedy told the police the driver lunged at him and he didn’t know why the gun went off because he thought the safety was on.But D'Andre Kennedy said his cousin shot Taper because he tried to take his mask off.When D'andre Kennedy found out, he cleaned the gun and threw the bullets away. Mekeal Kennedy also admitted to police that he robbed a Papa John's delivery driver earlier that same week but did not hurt him because he didn't fight back."It was senseless, it was just senseless," Cash said.Mekael is being charged as an adult and faces armed robbery and murder charges. If convicted he could face up to 95 years in prison. D’Andre was charged with harboring a felon and obstructing an officer and could face four years behind bars.  1938
