SAN DIEGO (KGTV) — San Diego's Metropolitan Transit System (MTS) is introducing a pilot program aimed at reducing fines and plans to move to a zero-emission fleet by 2040.MTS' Board of Directors approved the pilot program recently that will give fare violators new options to pay citations and lower fines. Under the new policy starting in September:Passengers have 120 days to pay fines to MTS in-person at the Transit Store or by mail;Passengers who can't pay a fine can instead perform 3-4 hours of community service through the San Diego Food Bank, with more organizations potentially added later;Passengers can appeal a fare violation within 15 days of the citation;Only citations not paid within 120 days will proceed to criminal courts.The transportation agency says it also plans to convert 800 buses to zero-emissions, most of which will be electric, by 2040.Currently, MTS' zero-emissions pilot program includes eight electric buses, and infrastructure and hardware for 12 new charging stations. SAN DIEGO (KGTV) — San Diego Unified School District turned off drinking water at three schools Friday after test results showed elevated levels of lead.In a letter to parents, the district said lead levels above the district's 5 parts per billion (ppb) standard were discovered in fountains at Encanto and Birney Elementary schools. The fountains had also recently received new lead filters to address lead in drinking water.It's not clear how many fountains at the two schools tested above the 5 ppb limit. 516

SAN DIEGO (KGTV) -- San Diego residents will have their chance to weigh in on the county's .4 billion budget for the fiscal year 2020-21, during two virtual public hearings this week.The proposed budget includes 0 million dedicated to testing, medical supplies, food distribution, and other needs related to the COVID-19 public health crisis. The budget also calls for the establishment of a new office of Equity and Racial Justice.Another million is earmarked for technological resources related to behavioral health services, including telehealth, electronic health record upgrades, outreach and engagement, workforce recruitment, and retention.The proposed spending plan is 9 million -- or 2.5% -- larger than the last fiscal year's budget.Residents can share their opinions on how they believe the money should be distributed on Monday at 9 a.m.There is another public meeting scheduled on August 12th at 5:30 p.m.County supervisors will vote on formally adopting the budget during their August 25th meeting.The public health crisis has pushed back a formal approval of the budget, which usually happens in June. 1136

SAN DIEGO (KGTV) - Saturday, San Diego's crown jewel, Balboa Park, turns 150 years old.San Diego will celebrate the founding of the iconic park on May 26 during the second annual Fiesta Botanica. The historic day will be marked with a parade, kids activities, park tours, butterfly and ladybug releases, and much more.Live performances are also planned at the park's Botanical Garden and Spreckels Organ Pavilion.In 1868, the City of San Diego moved to set aside 1,400 acres of land for the area then known as "City Park." SAN DIEGO (KGTV) -- San Diego State University reported at least 13 new cases of COVID-19 on Monday. The total of positive cases among students since the first day of school is now up to 20. The university says the most of the students that tested positive live off campus. Only three of the students were living on campus. Two of the students are in isolation on campus. The third student is isolating somewhere else. In a letter sent out to staff and students, school officials say the majority of the students didn't interact with any SDSU employees or go to any of the shared campus spaces. One student did briefly visit the school bookstore. San Diego State started the school year on Aug. 24, mostly with online classes. There are 2,600 students living on campus. County officials confirm they have started outbreak investigations and are working closely with the school. Over the weekend, SDSU announced they had hired security to patrol the campus from Thursday to Sunday, after hours, to monitor for any COVID-19 violations on campus. Students told ABC 10News they think the school is doing the best they can in response to COVID-19. They say they are more concerned about things in housing off campus.
