CHULA VISTA, Calif. (KGTV) - This week Chula Vista Police shut down yet another illegal cannabis dispensary, an ongoing problem that's grown in recent years. While the city doesn't allow any cannabis sales at the moment, police believe there's roughly a dozen or more operating illegally in the city.“One of the challenges with unlicensed, illegal cannabis business is that they move and they change. The number of facilities is always changing, the location of facilities changes quite frequently," said Captain Phil Collum.Captain Collum says their most recent bust was one of the most egregious cases he's seen, from the number of cannabis products to security measures.“I was standing inside the facility and was shocked at what they had done," said Collum. "The windows were sealed shut with metal plating; the front door was actually, had a welded security grate that was locked closed, it had pretty much sealed off any emergency evacuation routes to this facility.”He says if there were a fire or sudden emergency in the building people could have been trapped. Captain Collum said they were alerted to the illegal operation by neighbor complaints. "It’s so important that community contact us and let us know where they believe an illegal cannabis for marijuana business might be located.”Chula Vista PD partnered with Chula Vista's Office of the City Attorney and the Code Enforcement Department to serve a civil abatement warrant for the illegal cannabis dispensary. “I’m not frustrated with the process, what’s frustrating quite honestly is people are taking advantage of our community.”Captain Collum urges the public to continue notifying authorities when they spot illegal businesses popping up in the city. 1731

(KGTV) - Chula Vista police are now investigating multiple fires that broke out in over the span of a few days in the early hours of the morning.Captain Linda D’Orsi, Public Information Officer for the Chula Vista Fire Department, said they started early in the morning Sept. 17 and most have been fences and vegetation that burned. That Thursday morning, crews responded to multiple fires that started in the span of about half an hour, starting on Lake Crest Dr. & Wueste Rd, moving to 1120 Eastlake Parkway, then Telegraph Canyon Rd and Buena Vista Way and finally E. J St and Paseo Ladera.Just about two days later, crews then responded to a fire at the playground at Veteran’s Park. Karina Lodin lives across the street. She said she woke up to see the flames, then she called 911 and her husband took a video of the blaze.“For a second there, with everything that’s going on in California with all the wildfires, and you see this big fire outside your house, you start panicking like is my house going to catch up on fire,” said Lodin.She was disheartened to see the play structure flattened because it was a spot her son loved to play.Just one day after that, another fire nearby on Martin Place, also in the early hours of the morning.“As of this latest one, we have now requested our PD liaison because there seems to be a trend and we want to get to the bottom of this,” said Captain D’Orsi.Captain D’Orsi said they have not found anything left behind at each scene and have not found any witnesses with information on people in the area.“No obvious evidence left at the scene, no matches no flares,” she said.She added that anyone with information is asked to call the Chula Vista Police Department non emergency line at 619-691-5151.“We just want the community to be aware and be willing to provide information if they have any,” said Captain D’Orsi. 1894

CHULA VISTA (KGTV) -- Laurence and Cherryl Lector's two small children were eager to show off their costumes and hit up their neighborhood for sweets. But the couple didn't want to abandon their home on Baywood Circle in Chula Vista and disappoint the several trick-or-treaters likely to stop by for confectionery.So, the couple filled a large candy bowl hoping their security camera -- fixed visibly in their porch -- would keep visitors honest.  The family then set off on their haunts.The Lectors phones were buzzing with video alerts showing little ghosts and ghouls digging through the self-serve candy bowl and respecting the Halloween honor system.Then they received a video showing an esurient group of older kids, and one small girl, emptying out the dish into their bags."I was devastated someone could just get all the candy and ruin the night [for other trick-or-treaters]," said Laurence Lector.One of the kids noticed the camera and even pointed it out to someone else in the group, but the kids continued to snatch all of the treats until every sweet was gone."We were disappointed that those that came afterward came to an empty bowl," Cherryl Castro-Lector told said.About an hour later, they received a video from their camera that warmed their hearts.The video shows a girl and boy investigating the empty bowl.  They must've known that the night wasn't over for other little trick-or-treaters. So, the group took turns emptying their own their treats into the bowl, starting with their mom."I got a little teary eyed.  Gosh, I hope my kids are like that someday," Castro-Lector said. "I would have hugged those little kids and mom if I were there."The Lectors are eager to find these children and their parents to say thanks.  "I would love to meet them and thank them for being so kind. Cigna wants to buy Express Scripts for billion.Cigna is one of the country's largest health insurers, and Express Scripts is one of America's biggest pharmacy benefits managers, which administer drug plans for more than 266 million Americans with employer and government health insurance.If the deal clears regulators, it would be the latest merger to disrupt the health care industry, which has been under heavy pressure in recent years as the federal government, employers and others attempt to control soaring health care costs. Drug prices, in particular, are a target, and pharmacy benefits managers are key players in that arena since they negotiate rebates from drug manufacturers and discounts from drugstores.The merger could give Cigna more control over drug prices, which is a major issue for insurers. Rival insurer Anthem said last year that it would partner with CVS to start its own prescription drug plan manager. CHULA VISTA, Calif. (KGTV) -- A group of neighbors in Eastlake are using social media to support each other during the COVID-19 pandemic. Jason Anderson created the Facebook page called 'Eastlake - Support COVID-19'. He got the idea after seeing another post on social media. He initially created the group to make sure children staying home from school wouldn't go hungry. The group is now being used for community members to find things like toilet paper, hand sanitizer, and food. Nothing on the group is for sale, Anderson says neighbors are just helping each other by paying it forward. The group has grown to over 800 members in just three days. The leaders of the group are hosting regular conference calls to plan and stay organized. The group is now brainstorming how to best help elderly members in the community since they might not be as social media savvy.
