SAN DIEGO (KGTV) — A popular North Park concert venue has agreed to pay ,000 worth of fines and reimburse the City of San Diego ,000 in police investigation costs.The operators of Observatory North Park agreed to pay the penalties after City Attorney Mara Elliott filed a complaint against the venue on July 3. The complaint alleged the venue's operators were maintaining a public nuisance and operating without required permits. The city attorney's office added that the Observatory has become a source of local complaints for, "noise, violence, teenage drinking, public intoxication, public vomiting, and the accumulation of trash, debris, and human waste."“The Observatory has long dragged its heels on correcting violations that would protect the safety of its patrons and North Park community residents,” Elliott said in a release. “Its managers have agreed to begin following the law, and if they don’t, our Office will be there to hold them accountable.”The building also includes West Coast Tavern next door, which shares restrooms and bar areas with the theater.Between January 2015 and May 2019, San Diego Police received 174 calls to the venue, leading to 500 hours of overtime, the office said.The operators of the North Park venue agreed to address criminal activity and nuisance complaints and obtain all required permits. The venue's mezzanine and balcony will also remain closed until building permits and code violations are addressed. SAN DIEGO (KGTV) - A priest in the Roman Catholic Diocese of San Diego was suspended Tuesday as church officials investigate allegations of sexual misconduct with a girl in the 1990s.Father Justin Langille, 65, initially faced the claim in the mid-1990s for an act which allegedly occurred with a female teenager earlier in the decade, according to a news release from the diocese.The case was examined in 1995 and 2002, but the diocese concluded that the allegation was unsubstantiated after Langille passed a polygraph test, church officials said.Last month, the case was brought before the diocese’s Independent Review Board as part of its process to review files about the sexual abuse of minors by clergy.“I felt strongly that even older, previously decided cases involving currently serving priests would benefit from being examined by the Independent Review Board,” said Bp. McElroy. “The voice of the laity needs to be heard on these matters and the independent board, with members that include attorneys, criminal investigators, psychologists and a clergy abuse victim, provides the diocese with exceptionally valuable guidance and expertise.”An investigator revealed significant new information that substantially undermined the credibility of Langille’s denials, the diocese said. Church officials did not provide details about the information.The diocese spokesperson did not have information about whether San Diego Police had been contacted.If the Independent Review Board determines the accusation is not credible, Langille may be returned to ministry, according to the diocese.Langille has not had a full-time assignment in the diocese since 2013, officials said. SAN DIEGO (KGTV) — A man was rescued from the top of a section of the border wall in Otay Mesa Tuesday.Cal Fire firefighters were called to a section of barrier in Otay Mesa just before 6 a.m. Crews arrived to find one person stuck on top of the border wall structure.Crews used a 35-foot ladder to reach the man and assist him down. No injuries were reported.Tuesday's rescue comes more than a month after San Diego Fire-Rescue firefighters and Border Patrol agents helped rescue three people stuck on top of a portion of the border wall in Otay Mesa. 560

SAN DIEGO (KGTV) -- A new monolith was supposed to be unveiled at a Scripps Ranch shopping center on Wednesday, but it was found destroyed hours before the introduction ceremony.Several weeks ago, a mysterious monolith appeared at the Scripps Ranch Marketplace, attracting crowds and raising questions like where it came from and who put it there.However, several days later, the monolith was removed by a group of teenagers.The theft of the monolith was disappointing for many, including Nutmeg Bakery & Café co-owner Drew Hoffus. He told ABC 10News that his business not only had a first-class view of the monolith, but it helped bring in customers.“This year has been a challenge for everyone … The landmarks helped us out a lot.
