The NFL Draft begins on Thursday, and this year's NFL Draft could contain one of the deepest pool of quarterbacks in Draft history. According to most NFL Draft experts, five college quarterbacks will likely be selected in the first round on Thursday. The group includes USC's Sam Darnold, Oklahoma's Baker Mayfield, Wyoming's Josh Allen, UCLA's Josh Rosen and Louisville's Lamar Jackson. The first team to pick on Thursday is Cleveland, who likely will select one of the five quarterbacks. The investigation into the Uber crash that killed a Phoenix?homeless woman is still in its early stages.  But preliminary reports from Tempe police show the victim, Elaine Herzberg, 49, was jaywalking when the self-driving car hit her on Mill Avenue near Curry Road Sunday night.However, it raises an important question. Who is responsible if there is a law broken by one of these robotic vehicles?Phoenix attorney James Arrowood studies driverless car technology and the law. He also teaches a course on driverless cars to other attorneys in for The State Bar of AZ.He said, unfortunately, this was bound to happen because technology isn't foolproof.  "The good news out of this particular tragedy is we will have more information than we have ever had in an auto accident," Arrowood said. "We'll have sensors and cameras (data)."But when it comes to liability, Arrowood said Governor Doug Ducey's executive order requires driverless cars to follow the same rules of the road as any driver in Arizona, plus more."It specifies that if a company operates an autonomous vehicle, it has to comply with all of the traffic safety laws, in addition to extra parameters for autonomous vehicles," Arrowood said.That means "no driver" does not mean "no fine.""So if one of the (Uber) autonomous vehicles were to be speeding, then Uber would get a ticket for speeding," Arrowood said.Arrowood says where it gets cloudy is the civil liability. Under normal circumstances in a traffic crash, a plaintiff could go after a driver, the carmaker and maybe a company like the tire manufacturer if there was a blowout, for example."You had a limited universe," Arrowood said. "Now with autonomous vehicles, we don't know how deep that universe goes. For instance, could the municipality, could the government have some responsibility for permitting those cars on the road or for not having sensors in place?"Arrowood said although the Tempe crash is a tragedy, the public has to remember the technology isn't perfect or magical, and it's virtually impossible to avoid every collision. The latest release of documents related to the mass shooting on Oct. 1 contain a mixture of reports by police officers and witness statements.One of the reports contained in the release on Wednesday appears to be an interview with country singer Jason Aldean, who was performing when Stephen Paddock opened fire on music lovers at the Route 91 Harvest Festival.According to the statement, the person making the statement instructed officers to take himself, his bodyguard and pregnant wife to the airport. He then told the officer that he was on stage playing when he heard the first few pops. He said he was confused like everyone was and looked around, but didn't see anything out of the ordinary.  The next large barrage of fire he said was so loud to him that it sounded as if someone was right next to the stage firing shots. The person making the statement then said he could see people in the audience dropping to the ground in "waves."  Someone backstage yelled out that it was gunfire and for him to get down. That's when he ran off the stage and went to protect his pregnant wife who was inside the tour bus that protected the perimeter until he was evacuated.The documents included what appears to be a written statement from Aldean."I was onstage singing and thought I heard fireworks. I turned to look at my monitor guy and saw my personal security guard running toward me and telling me to evacuate the stage. At that point, we layed (sic) on the stage and hid until we could get on my bus. We then stayed in the back of the bus for a few hours until police escorted us away." Another report appeared to be an interview with Dee Jay Silver, who had performed at the festival around 9 p.m. ahead of Aldean. After the shooting began, he was hiding in a tour bus. Silver then received a text asking what floor his 1-year-old son was on.The baby was sleeping down the hall on the 32nd floor -- the floor where shooter Stephen Paddock was located. That's when Silver found out the floor had been evacuated. Silver was taken to multiple places before he ended up at the Thomas & Mack. He eventually received a text that his son was at Town Square. After he was reunited with him Silver told police, "I just held him and held him and held him." Police also asked Silver if he had noticed any suspicious, staying on the same floor as the shooter. Silver did not recall seeing Paddock or speaking to him. But he also didn't see housekeeping during that time. Silver was moved to Delano after the shooting. A bike officer with Mandalay Bay described how he was headed towards the festival grounds when he heard that a Mandalay Bay officer was hit and decided to turn around.He commandeered an elevator, picked up an engineer, and headed to the 32nd floor.When he got there, he heard automatic gunfire coming from the end of the hall. According to the bike officer, that is when Jesus Campos came running towards him when the shooting paused. The bike officer says he inspected the wound and decided it didn't look very severe.Everything was kind of a blur after that but the bike officer said he helped police officers clear the rooms.One police officer who was at the scene describes how he and other police officers took cover behind a police car during the shooting. The officer says that multiple rounds hit the car and the rear window was shot out. One of the officers began yelling that he was hit and said he could not move his arm. Another officer grabbed the wounded officer and they left to seek medical attention.According to statement by several police officers, there was a lot of commotion and confusion the night of the shooting at several properties located near Mandalay Bay.Calls were received from Circus Circus, Tropicana, Bellagio, New York-New York and the Bellagio hotel-casino.In each case, police officers were unable to find another shooter. However, they did discover that the possible shooter at the Bellagio was actually the vice president of security. It appears that the VP decided to put on a tactical vest and arm himself and protect Bellagio if necessary.Many reports from officers describe how they were off duty at the time of the shooting but "self dispatched" when they began to hear what was happening. Several officers headed towards the Route 91 festival grounds while others headed to hospitals where victims were being assisted or even took it upon themselves to assist with traffic control. 4520

The number of US citizens seeking refuge in Canada skyrocketed last year.Exactly 2,550 Americans applied for asylum in Canada in 2017, according to data from Immigration, Refugees and Citizenship Canada. That's more than a sixfold increase from the 395 Americans who applied in 2016.It's believed that the hard-line immigration policies of President Donald Trump have fueled the increase in the number of Americans fleeing to Canada.The United States supplied the third-highest number of asylum-seekers to Canada in 2017, topped by Haiti (7,785 applicants) at No. 1 and Nigeria (6,005 applicants) at No. 2.There's a large number of asylum-seekers this year as well, with 1,215 Americans requesting refuge in Canada through the end of August.Canadian officials said that while Canada remains an open, welcoming country, crossing into it is not "a ticket for permanent residence.""Coming to Canada, asking for asylum in Canada is not a guarantee for permanent residence in Canada," Louis Dumas, a spokesman for the immigration ministry, said last year. 1063

The Illinois Department of Public Health is investigating nine recent cases of acute flaccid myelitis, also called AFM, according to a statement Wednesday.All of the cases are in patients younger than 18 and have been clinically diagnosed by health care providers, the statement said. State health officials are working with the care providers to obtain the samples and information to send to the US Centers for Disease and Prevention for testing and confirmation of the diagnoses."The CDC will make the final determination on diagnoses and numbers are subject to change," the statement said.All of the patients are "from northern Illinois," according to the health department, but no other location information was provided.Since 2015, when Illinois began monitoring reports of AFM in the state, four confirmed cases have been identified.AFM is a polio-like illness that affects a person's nervous system, including the spinal cord. Symptoms can include sudden limb weakness, loss of muscle tone and reflexes, facial and eyelid drooping, facial weakness, difficulty moving the eyes, swallowing difficulty or slurred speech, according to the CDC.The rare condition can be caused by a virus, a genetic disorder and environmental toxins.There is no treatment other than managing each patient's symptoms.Dr. Rachel Herlihy, the Colorado state epidemiologist, said the best prevention is frequent handwashing and keeping kids home when they are sick.On Tuesday, the Colorado Department of Health said?it has confirmed 14 cases there this year. All of the patients are children who have needed to be hospitalized, the department said, noting that "nearly all have fully recovered.""The state health department has been monitoring this situation closely since early spring. In addition to investigating the outbreak, the state health department has issued alerts to health care providers on how to test for the viruses and enhanced guidance to child care centers on infection prevention," the department said in a statement.The type of viruses found in 12 of the Colorado cases, enterovirus, typically increases in summer and fall and is common, the state department of health said. However, 11 of the Colorado cases of AFM have tested positive for EV A71, a rare type of enterovirus not usually seen in the US, rather in Asia and other parts of the world, according to Herlihy. "This is certainly the largest outbreak of enterovirus A71 we've seen in Colorado."She referred to these 11 cases as an outbreak within an outbreak. "We have 41 cases of children who have had some sort of illness of enterovirus A71, which is causing a wide spectrum of neurological illness."In previous years, cases of AFM in Colorado and elsewhere have been positive for a different enterovirus, EV-D68.On Friday, the Minnesota Department of Health said it was investigating six cases of AFM in children over the past few weeks but did not identify what virus or other cause may have led to the illnesses.As of September 30, according to the CDC, 38 cases of AFM have been confirmed in 16 states. This does not include all of the 14 cases announced by Colorado, as some of those cases were confirmed after September 30. It also does not include the cases in Minnesota or Illinois, as they are not confirmed.Since August 2014, when the CDC began tracking the illness more closely, the agency has reported 362 cases.In 2017, 33 cases were reported in 16 states.
