(AP) — Automated alerts from the fledgling West Coast earthquake early warning system are ready to be used broadly by businesses, utilities, schools and other entities but not for mass public notification, officials said Wednesday."We're making a large change from a production prototype in pilot mode to an open-for-business operational mode," Doug Given, earthquake early warning coordinator for the U.S. Geological Survey, told a press conference at the California Institute of Technology.The system being built for California, Oregon and Washington detects that an earthquake is occurring, quickly analyzes the data and sends out alerts that may give warnings of several seconds to a minute before strong shaking arrives at locations away from the epicenter.RELATED: The Great ShakeOut to shake up SoCal ThursdayThat can be enough time to automatically slow trains, stop industrial processes, start backup generators, pause a surgery or send students scrambling for protection under desks and table.Pilot programs involving select users have been underway for several years."The system is not yet finished, it's not complete, there is a lot of work to be done, however there is a lot of capability in the system as it exists today to the point it can definitely be used," Given said.The sensor network is about 50 percent complete and funding has been secured to complete it in California in the next two years and get two-thirds of the way built out in the Pacific Northwest, he said.Another key development occurred Sept. 28 when a new generation of ShakeAlert software was deployed.RELATED: State's next big earthquake could be in SoCalGiven said among its important improvements is reduction of false and missed alerts. False alerts typically have occurred when a large quake elsewhere in the world is detected by a sensor and is mistaken for a local temblor."The system performs now much better than it did in the past to the point where it is much more reliable," he said.Officials now want to open ShakeAlert to a wide array of applications and are encouraging potential users to contact the USGS.That doesn't yet include mass public notifications for several reasons, including the fact that current cellphone technology is too slow for timely delivery of notifications."Most folks expect to get the alerts on their phone and that is of course is the preferred way that we'd like to get it into everybody's hands," Given said. "Unfortunately the technology that is built into your phone to send you notifications was not designed with earthquake early warning in mind."Rep. Adam Schiff, D-Calif., who has championed funding of the system, said it will also be important to make sure people know what the alerts mean, what to do when they get them, what not to do and to understand there may be false alarms."The education component is going to be very, very important, but this is a wonderful milestone," he said. Police in Wisconsin have confirmed two cases of tampered Halloween candy throughout the state.In Arcadia, Wisconsin — a town located near the Wisconsin/Minnesota border — police confirmed that at least one child found needles in multiple pieces of Halloween candy.The needles were not visible until the candy was opened and broken in half. In both instances, the needles appeared to be sewing needles.Police say the incident happened sometime during trick-or-treat hours, between 3:00 and 7:00 p.m. They've warned parents in the community to check their children's candy.A few hundred miles away in Neenah, Wisconsin, police reported that nails were found in three pieces of Halloween candy.A spokesman for the Neenah Police Department said that a mother found three Kit Kat candy bars with nails protruding from them in her son's candy stash.Police suspect they can narrow down the house where the boy was given the candy, but did not say they were investigating any suspects.It's the second straight year in which a nail was found in a Neenah trick-or-treater's candy. A child found a nail hidden in a Tootsie Roll in 2016. No arrest was made in that case.Police are encouraging Neenah parents to inspect their children's candy for anything suspcious.Those reports comes just days after police in Randolph, Wisconsin — located about three hours east of Arcadia — say that a child in town received a piece of tampered candy while trick or treating on Saturday.According to police, the child received a Now and Later that appeared to have been soaked in motor oil or some other foreign substance. PARADISE HILLS (CNS) - A 28-year-old man and his 27-year-old passenger were injured today after the 2014 Harley Davidson motorcycle they were riding crashed into a stationary vehicle in the Paradise Hills neighborhood of San Diego.The collision happened at 9:30 p.m. Saturday in the 6400 block of Potomac Street, according to Officer Robert Heims of the San Diego Police Department.``The driver lost control of his motorcycle and slid into a parked vehicle,'' Heims said. ``The driver sustained broken knees along with several other injuries.''The passenger suffered a dislocated right hip. Police in Washington, D.C. released body camera video Thursday from the shooting death of 18-year-old Deon Kay.Police said the incident began Wednesday when Kay and his friends brandished firearms on a social media livestream. Officers located where the livestream was taking place, drove to the scene and found the group.Less than 10 seconds after arriving on the scene, Officer Alexander Alvarez fired the fatal shots that killed Kay.According to D.C. Metropolitan Police Chief Peter Newsham, Alvarez was chasing another suspect at the time of the shooting."When he turned around, that's when Deon Kay approached him and displayed a handgun, and in response to that, the officer fired one round," Newsham said. "Unfortunately, Deon Kay lost his life."Alavarez had been with the department for two years prior to the shooting. All officers involved in the shooting were placed on administrative leave, which is department policy.Police also said that Kay threw his gun away prior to being shot. Officers found it 90 feet away from his body."I know that he's validated gang member from the area and I know that he's had multiple touches with the criminal justice system," Newsham saod. "I'm pretty sure Deon Kay fell through multiple safety nets before yesterday afternoon."Washington, D.C.
