North Korea has agreed to refrain from conducting nuclear and missile tests while engaging in dialogue with South Korea, Seoul's national security chief Chung Eui-yong said Tuesday after returning from a meeting with North Korean leader Kim Jong Un.Chung added that Pyongyang also expressed willingness to talk to the United States "in an open-ended dialogue to discuss the issue of denuclearization and to normalize relations with North Korea."Chung said that as part of the dialogue, the two Koreas would hold a summit next month, the first of its kind in more than a decade.The last inter-Korean summit was in 2007, when South Korean President Roh Moo-hyun met Kim's father, late North Korean leader Kim Jong Il.The meeting will be held at the Panmunjom Peace House on the South Korean side of the demilitarized zone that divides the two countries, Chung said.Pyongyang and Seoul will also open a communication hotline that will enable Kim and South Korean President Moon Jae-in to speak directly.Moon sent Chung and four other top government officials to Pyongyang Monday, when they met with Kim and some of his top aides.It's believed to be the first time the young North Korean leader has ever met with any officials from South Korea since taking power in 2011.Developing story - more to come  1312

NORTH RIDGEVILLE, Ohio — Sometimes police get really strange calls. Such was the case for officers in North Ridgeville, Ohio, who received a call from a man who said while walking home from a train station, a pig started following him, and he didn't know what to do.Thinking he had just left the bar in Elyria named the Train Station, police went out to pick up the caller, who they believed was drunk.When officers arrived, they found the man stone-cold sober, complete with his four-legged stalker in tow.According to authorities, the man told them he was walking home from an Amtrak station when the animal decided to go for a walk with him.In the end, the pig was very cooperative and was placed in the back of a police cruiser and taken to the station. Police made the animal feel at home for a bit inside the department's dog kennels until the owner was notified, and it was picked up.Authorities didn't say if the owner was cited for having a pig on the loose.  1021

  

New charges were filed late Friday against former Trump campaign chairman Paul Manafort in the special counsel investigation.Prosecutors allege that Manafort, with the assistance of longtime business partner Rick Gates, "secretly retained a group of former senior European politicians to take positions favorable to Ukraine, including by lobbying in the United States."The new indictment came less than two hours after Gates pleaded guilty to two criminal charges in federal court and pledged to cooperate with special counsel Robert Mueller's investigation of Russia and the 2016 presidential election.Prosecutors say Manafort orchestrated a group of former European politicians, called the "Hapsburg group," to pose as independent voices. Yet they covertly pushed positions favorable to Ukraine as paid lobbyists. Manafort used offshore accounts to pay the former politicians 2 million euros.Manafort also allegedly used million from an offshore account to fund a report on the trial of a political opponent jailed by his clients. A lawyer involved in the report -- Alex van der Zwaan -- pleaded guilty to lying to investigators earlier this week.The new charges, which sweep up some information Gates has conceded to investigators and other information in charges filed Thursday in Virginia federal court, include money laundering, foreign lobbying violations and making false statements.Manafort has pleaded not guilty and maintains his innocence.Gates admitted in a guilty plea Friday that he and Manafort had sent letters to the Justice Department in November 2016 and last February that falsely asserted they hadn't lobbied on behalf of Ukraine in the United States.
