SAN DIEGO (KGTV) - Scientists at the Hubbs-SeaWorld Research Institute are working to replenish the California Halibut population. In October, they released 2,300 juvenile halibut into Mission Bay. Those fish were bred, born and raised at the institute. They hope it's just the start of a robust replenishment program."The species is pretty heavily depleted and for that reason, they're a good candidate to help boost the species," says Mark Drawbridge, the Institute's Director of the Sustainable Seafood Program.Recent surveys show the California Halibut is down to 14 percent of what its population should be. The most severe drop has come in Southern California.Hubbs hopes it can replicate the success it had with the White Seabass. It has released nearly 2.5 million seabass into the wild in the last 35 years."A lot of the process is transferable from one species to another," says Drawbridge. The Dick Laub Fisheries Replenishment Program oversees every step of the process, from breeding to release. Drawbridge says they've seen success in every phase so far."Our survival rates from egg to juvenile stage are typically 20 percent or higher," he says. "Compare that to the wild, where it would be a fraction of a percent. That's more than adequate to produce tens of thousands of fish."The next step is seeing how the halibut survive in the wild. The Institute put stainless steel trackers in each fish and will monitor them over the next few years. The program is funded through private donations, many of which come from fisherman who need a healthy halibut population to make a living. 1602

SAN DIEGO (KGTV) -- Several San Diego County schools are being honored as part of the 2020 California Distinguished Schools Award Program. The program recognizes schools based on performance and progress on state indicators. Those indicators include test scores, suspension rates and conditions and climate, according to the State Superintendent. Schools hold their titles for two years because elementary schools and middle and high schools are recognized on alternate years. SAN DIEGO (KGTV) -- San Diego’s City Council voted 6-3 Monday evening to approve a five-year lease extension for the Campland on the Bay campground. The city struck a deal with Campland to expand into De Anza Cove and remove the crumbling mobile home park. Earlier in the day Monday, competing rallies took place outside council chambers. The issue on the agenda Monday – the future of about 75 acres on the northwest portion of Mission Bay. Currently, it’s an RV Park next to a mobile home park crumbling with asbestos and warning signs keeping the public out. The operator of the RV park is terminating its lease later in June. Campland on the Bay has operated for 50 years just to the west. It’s offering to take over the lease for the RV park and add the mobile home park for five years. It would do ,000,000 of improvements, including getting rid of old homes. A group called the ReWild Mission Bay Coalition is fighting back. The coalition wants the city to pursue restoring the area to its natural habitat, fearing that entering into what’s supposed to be a temporary arrangement could end up becoming a long-tern solution. A staff member with the city told the council this won’t stop the city from pursuing future plans for De Anza Cove. 1257

SAN DIEGO (KGTV) -- Shoppers in Del Mar Heights are checking their receipts after learning through a social media app that some merchants are charging more sales tax than they should. Last year the City of Del Mar raised its sales tax to 8.75 percent, but the tax rate only applies to businesses within the city.  The problem arose when some businesses that share Del Mar's zip code, but get San Diego services, mistakenly charged the higher Del Mar rate. San Diego's sales tax is 7.75 percent. David did not want to give his last name, but he checked his receipt for the Jack in the Box restaurant in the beachside shopping center and discovered he'd been charged the higher tax rate, an extra 8-cents. David didn't complain to management and told us 8-cents wasn't a big set-back but did say he believed the problem should be corrected.  Several of his neighbors posted comments on the Nextdoor social media site about other establishments doing the same thing. 10News made purchases at three stores and found they charged the correct sales tax, but when we bought a salad and iced tea from Jack in the Box, we were charged at the Del Mar rate of 8.75 percent, just like David.  Another customer who did not want his name used also shared a receipt showing he paid at the higher rate. He also had a receipt dated April 24 of this year, showing he overpaid sales tax to the Del Mar Wine Company in the same shopping center. A spokesman for Jack in the Box told 10News the franchise made an honest mistake and re-set its cash registers to reflect the correct sales tax. A clerk at the wine store told 10News to email the manager.  As of this posting, he had not responded. 10News Contacted the California Department of Tax and Fee Administration.  Spokesman Paul Cambra explained that Del Mar was one of the few pockets of California that have a "zip code split".  Cambra called it a common problem when zip code boundaries don't match city boundaries. In an email to 10News Cambra wrote:"If a taxpayer overcharges, we will tell them to either return it to the customer or remit it to the CDTFA. If they have undercharged, they will still owe the tax, and depending on when they remit it, they may also be charged interest and penalties." Cambra noted that no consumer complaints about being overcharged had come from the 92014 zip code. Consumers are encouraged to know the sales tax in the communities where they shop.
