SAN DIEGO (KGTV) — University of San Diego is sidelining its plans to return to some form of on-campus classes this fall unless given approval by state and local officials.A statement from USD President James Harris read that due to the rising number of cases locally and in California, as well as the lack of reopening guidance for colleges, they will offer remote learning for all fall undergraduate and graduate courses.The undergraduate semester is still set to begin on Aug. 17, according to the school."At the time of my original announcement, the number of daily cases of COVID-19 in San Diego County was approximately 100, and given the shut-down order then in place, we were optimistic the situation would be much improved by the Fall," Harris' statement read. "Instead, the number of daily cases skyrocketed, and San Diego is now averaging more than 400 cases per day."With less than a month to go before we begin Fall classes for undergraduates, we have reached the point where a final decision has to be made."Originally, the campus planned to offer in-person courses as part of a hybrid approach to the academic year. USD says it can still pivot to the planned hybrid model if conditions improve. The school added that the campus will also continue to offer students options for remote or in-person classes when they receive permission to move forward with the plan."The good news is that all of the great work of the task forces preparing for the Fall will benefit us as we move forward. SAN DIEGO (KGTV) - Wednesday, a San Diego City Council Infrastructure Committee was briefed on the progress of a downtown building that’s presently costing taxpayers millions and may end up costing tens of millions more.The 19-story building at 101 Ash Street was supposed to be about saving taxpayers money and improving communication among city employees. But some council members say it’s becoming a symbol for just the opposite."What people need to remember is this is tax-payer money," says Councilman David Alvarez. SAN DIEGO (KGTV)- As elections are quickly approaching, a San Diego man is expressing concerns after discovering what appeared to be undelivered mail ballots and voter guides in City Heights.“I was out walking the dogs, and I found this stack of voter ballots; it was mixed in with ballot envelopes and voter guides,” said Jeremy Alaynick. “Just kept finding them the more I walked.”He sent ABC10News pictures that appeared to show a combination of approximately two dozen unvoted ballots and sample ballot/voter information pamphlets.Alaynick, a professional dog walker, said he did not report the incident immediately because he was walking dogs for a client.“I would have picked them all up and taken them to the post office, but I’m thinking about the dogs, and that just wasn’t running through my mind at that moment,” he said.He was working to report the incident Wednesday.Registrar of Voters, Michael Vu, tells ABC 10News, situations like this are uncommon, and investigations are launched as soon as his office is aware.“What we generally do is we touch base with the US Postal Service. It would have been great to receive this information at the time rather than a week later, particularly for those respective voters but also for us to be able to manage it,” he said.Vu said if voters have concerns or haven’t received their ballots by mail, options are available.“We are tracking every single one of these ballots, so when a voter says they have not received their mail ballot, we have the ability to suspend that ballot and reissue them another one,” he said. “If there are voted mail ballots that come back to our office, we compare the signature off of the envelope against the signature on file. SAN DIEGO (KGTV) - Only recently identified through DNA testing, Marine Sgt. Millard Odom was laid to rest Tuesday at Miramar National Cemetery.Tuesday was the 75th anniversary of Odom's being killed in action during World War II in the battle for the Pacific Island of Tarawa.Sgt. Odom had been buried in Hawaii for 69 years with no name on his marker.  Now his loved ones are able to pay tribute.His niece, Pollyanna Brown, spoke at the service."Even after 75 years our family is one of the lucky ones that have the privilege and honor to bury our lost loved one," said Brown.Several other veterans, including the Patriot Guard Riders, attended the service. 687

SAN DIEGO (KGTV) -  With three kids at home, including a newborn, managing a family budget is always a struggle for Theresa Washington and her husband. They're trying to survive on his Navy salary, which, some months, doesn't entirely cover everything."You try to balance everything and try to budget and hope that it will get through," Washington says.Theresa used to be in the Navy as well. She quit when daycare for the kids got too costly.RELATED: Rep. Susan Davis backs legislation making military families eligible for food aidOver the years, her family has moved from Florida to Minnesota to San Diego through Naval deployments and re-stationing. She says California is easily the most expensive place she's lived.Fortunately, in 2017, Washington found the Military Distribution Program through Jewish Family Service.Once a month, JFS does a food giveaway at Camp Pendleton and the Murphy Canyon military housing. Aside from proof of active military service, there are no eligibility requirements."Making this just for them, I think it shows them a little more dignity and allows them to access the services they need within their communities," says Sasha Escue, who runs the Food and Nutrition Program for JFS.The Military Distribution Program started ten years ago, as JFS and other groups began to notice the trend. At the Jewish Family Service food distribution, families can get fresh fruit and vegetables, diapers and frozen meat. They try to make sure the food they give away is nutritious and balanced. In 2017, JFS served 1,000 individual military families.As word gets around, they expect that number to rise."My friends and I remind each other every month," says Washington.According to the San Diego Hunger Coalition, 1 in 10 people who go to food banks has a military member in their family. They believe that number is even higher in San Diego where the cost of living can quickly eat through paychecks."These are community members who are making the ultimate commitment with their lives and their time," says Hunger Coalition Executive Director Anahid Brakke. "We should be paying enough that they don't have to go to food distribution."According to numbers provided by the Hunger Coalition, enlisted servicemen and women with under two years of service make between ,200 and ,500 per year. That should qualify them for government food assistance like WIC or SNAP. But, because their housing allowances are also factored into their annual income, many are over the federal poverty level limits to quality.Some people are trying to change that. Representative Susan Davis introduced H.R. 1078 in Congress, the Military Hunger Prevention Act. According to language in the bill, it's designed to exclude housing allowances from determining eligibility for federal assistance. It's currently in the House Subcommittee on Military Personnel.In the meantime, military advocates say the best way to help out is to donate to local food banks, like Feeding San Diego. It's a way to make sure military members can serve and their families can eat."It's amazing," says Washington. "We can't thank them enough for helping us." 3175
