BEIJING -- As the world marked International Human Rights Day on Monday, a Chinese expert in the field has documented his country's work in the area through a new article chronicling achievements that have been made over the past five years.Dong Yunhu, vice president of the China Society for Human Rights Studies, the largest nongovernmental organization in the human rights field in China, listed in his article some major facts outlining the fruits that have been reaped.In the newly-amended constitution of the Communist Party of China (CPC) adopted at October's 17th Party Congress, one of the landmark changes was that in the paragraph of "promoting socialist democracy", it said the Party "respects and safeguards human rights".It was the first time the CPC considered the development of human rights as an important aspect of national development.In November 1991, the Information Office under the State Council published its first-ever white paper entitled "Human Rights in China", stressing that full access of human rights was socialist China's "sublime goal".In March 2004, parliament adopted an amendment to the constitution that inserted the clause declaring "the state respects and safeguards human rights", putting human rights protection under the legal umbrella of the state.In March 2006, China for the first time wrote "human rights protection" in the country's national economic and social development plan as a part of the modernization drive.In his article Dong wrote: "Over the past five years, the most prominent progress in China's human rights protection is the 'mainstreamlization' and entry of human rights into the country's political life."The public's right to know, right to supervise has been constantly expanded. How state organs operate, how legislators work becomes increasingly transparent, Dong said.He pointed out that as a developing country with 1.3 billion population, China was still confined by historic, economic and social conditions. It had met many obstacles in the development of human rights."The economic, social and legal systems in China are far from mature and unbalanced development occurs between the rural and urban areas and among different regions," Dong said. He noted that "thorny issues in such aspects as employment, social security, income distribution, education, medicine, housing and safe production, had all effected public interests.However, he was confident that "human rights conditions in China would gradually improve along with the modernization process" as long as the country "unswervingly implements human rights protection principles and actively promotes democratic and legal construction".

Nanjing - Four people died and 16 were injured when a snow-laden fuel pump shelter in Nanjing suddenly collapsed on Sunday afternoon, according to local sources.The accident took place around 2:30 pm at the Sinopec Wujiang fuel pump station in Pukou District of Nanjing, the Jiangsu Province capital, when one van, one sedan and six motorbikes were refueling.The station ceiling, with a floor area of 1,430 square meters, suddenly gave way to the thick snow that had accumulated on it over the past few days. When it hit the ground, it engulfed all the vehicles and people beneath it, said information from the city government.It was not immediately known whether any station service workers were in the accident.The victims were all rescued from the debris and rushed to hospital immediately. Four later died from their injuries. The others were hospitalized.The accident is under further investigation.

"As the weather deteriorated again, the regional power grid, in particular the southern grid in the province, is facing acute challenges."A new round of snow started to hit central, south and east China regions on Friday, adding to the woes caused by previous snowfalls.Hunan is one of the hardest-hit areas for the past three weeks. Power supply in Chenzhou City has been cut off during the past eight days, leaving thousands of households in dark and coldness. Hengyang and Yongzhou cities also experienced blackouts in some areas.To address the situation, Yin said the National Grid is working all out to ensure security of the main power network in southern Hunan, especially in Chenzhou."We will strive to partially restore electricity supply in Chenzhou on Saturday," Yin said.

  

BEIJING, March 26 (Xinhua) -- Chinese Premier Wen Jiabao met with Malawian President Bingu wa Mutharika here on Wednesday, and called for setting up formal mechanism to guide and coordinate bilateral trade cooperation.     Wen told Mutharika that to enhance China-Malawi friendly cooperative ties was in the fundamental interests of both sides, adding China was ready to expand substantial cooperation with Malawi.     The premier called on both countries to confer on setting up a guidance and coordination mechanism for trade cooperation. China would encourage its enterprises to increase imports from Malawi in a bid to stimulate bilateral trade and promote its balanced development. Mutharika started a weeklong state visit to China on March 24    Mutharika said the establishment of diplomatic ties had unveiled a new chapter for bilateral relations. Malawi would stick to the one-China policy and support China's reunification.     Mutharika said his country would maintain high-level exchanges with China, step up mutually beneficial cooperation in trade, technology, culture, medical treatment and social development, and Malawi would participate in the 2010 Shanghai World Expo.     Wen said China welcomed Malawi to join the China-Africa Cooperation Forum, and was ready to join with Malawi to inject new vigor to China-Africa friendly cooperation.     Mutharika echoed that Malawi was willing to contribute to cementing Africa-China cooperation.     Mutharika arrived on Monday afternoon for a weeklong state visit to China as Hu's guest.     He will also visit Chengdu, capital of Sichuan Province, and the cities of Shenzhen and Shanghai
