SAN DIEGO (KGTV) -- San Diego Gas and Electric and the city of San Diego are in a disagreement that could be worth up to 0 million.The controversy is over San Diego's Pure Water project, which would turn sewage into high treated drinking water. The city's goal is to have a third of its water supply be reclaimed water by 2035. To accomplish that, the city plans to build a billion pipeline to pump sewage from the Morena area to the North City Water Reclamation Plant on the edge of Miramar.On Thursday, the City Council voted 5-4 to approve about .1 billion for the project. But completing the pipeline would require SDG&E to remove its gas and electric lines. The city says SDG&E usually does that on its own dime, but this time - the utility says it will not spend the money. The City Attorney's office is now involved.The council voted 8-1 to authorize million this fiscal year, but is retaining its legal rights to recover the money. The city may have to spend another million next fiscal year to complete the project.In a statement, SDG&E says it supports the project but is working to protect its ratepayers."Our goals are to assist the City with their plans and ensure our customers, especially those outside City limits who will not benefit from the project, are not unfairly burdened with utility relocation costs," the statement said. The city hopes to begin advertising for construction for the pipeline next month.   1491

SAN DIEGO (KGTV) - San Diego Loyal SC announced Thursday they will be wearing a Black Lives Matter alternate kit for the team's first game and for other selected games through 2021.The uniform is all black with dark teal accent and the phrase “Together San Diego” will run down the side of the jersey. Player nameplates will spell out "Black Lives Matters" across the back standing in solidarity with the national-turned-global movement against racism and injustice towards people of color.The team's first game is Saturday in Utah.The organization's goal in aligning itself with the BLM movement is to promote inclusivity and diversity in the community, according to team President Warren Smith."Loyal is more than just our name -- it's our mantra," Smith said. "The Loyal in our name is symbolic of the diversity in our community, and now more than ever we stand by this. SAN DIEGO (KGTV) - San Diego County Sheriff Bill Gore said Friday a new review of the death of Rebecca Zahau, whose body was found hanging at the Spreckels Mansion in Coronado in 2011, found no evidence she "died at the hands of another," and the department will not reopen the case.The review, conducted this year, involved officials from the Sheriff's Major Crimes Division, Sheriff's Homicide Detail, Sheriff's Crime Lab, County Medical Examiner's Office and Coronado Police Department who were not part of the original investigation. The team looked at the case with "fresh eyes", Gore said.Zahau, 32, was the girlfriend of the mansion’s owner, Arizona pharmaceutical CEO Jonah Shacknai. Two days before her death, Zahau had been babysitting Shacknai’s 6-year-old son Max when he was seriously injured in a fall down the home’s staircase. About 34,000 homes and businesses received 48 hours' notice of the possible shut-off to lower the hazard posed by power lines, according to SDG&E. The utility company issued two additional notices Thursday and downgraded the number of affected customers to about 18,000 at 4:45 p.m."Notifications are made via multiple channels: outbound dialer calls, text messages, and emails. "You have to make sure that it [the generator] is working so that we have some power. Get us through this little event. SAN DIEGO (KGTV) -- San Diego County is no longer abnormally dry, according to a new report from the U.S. Drought Monitor. The report shows a large swath of Southern California having no drought. Most of California, however, remains abnormally dry, according to the report. RELATED: Check today's San Diego County forecastThe report, out Thursday, comes days after much of Southern California saw copious amounts of rain. According to the National Weather Service, the San Diego International Airport measured nearly four inches of rain since October 1st.
