Riders on the balloon held on tight during the gusty landing. “There were some points where the basket was almost tipped completely sideways,” says Jordan Lapidot, who was visiting the park with her family yesterday afternoon. “I have this image in my mind of this guy, and he’s grabbing the outside of the cage as they get just thrown.”The San Diego Zoo Safari Park says the balloon has a long cable in the middle of the cage that safely brings it down from the sky. That cable never broke during the windy ride. “They were trying to get it down as quickly as possible,” says Lapidot. The Safari Park tells 10News if the wind reads over 29 miles per hour they will shut the ride down. SAN FRANCISCO (AP) — After successive years of devastating wildfires, California's fire agency announced a plan Tuesday that would dramatically increase logging and other forest management efforts with the help of the National Guard.The California Department of Forestry and Fire Protection released a list of 35 priority fuel-reduction projects it wants to start immediately across the state over roughly 90,000 acres. That's double the acreage the agency aimed to cover in the current fiscal year, CalFire Deputy Chief Scott McLean said.The agency is also seeking National Guard assistance to coordinate the work. They include work around the city of Redding, which was also devastated by wildfire last year, and in Butte County, where Paradise is located.An estimated 15 million acres of forest land in California are in need of thinning or other restoration work, so the 35 projects are just a start, Calfire officials said. SAN DIEGO (KGTV)— The City of San Diego announced Friday it would be shutting down its reservoirs an additional weekday each month in response to a 3 percent citywide budget cut.10News heard complaints from Steve Gordenker and his buddies, all regulars at El Capitan Reservoir. “The summer months, I am here Friday, Saturday, and Sunday, every weekend,” Gordenker said. As competitive freestyle jet skiers, El Capitan is their home turf.“More time on the water equals results,” Gordenker said. When the City of San Diego announced it would be closing El Capitan on the first Friday of every month, they were devastated. “If we are not able to come on Fridays, then that limits us to two days a week,” Gordenker said. “And the problem is this is our only freshwater lake in San Diego County.”Their only other option is to visit San Diego Bay. Gordenker said salt water is much harsher on their jet skis and makes it costly to maintain. That is why they chose to practice at the freshwater reservoir.El Capitan is one of eight city-operated reservoirs that will be closed an additional weekday, starting July 1.The closures are as follows:Barrett – Closed the first Wednesday of each month.El Capitan – Closed the first Friday of each month (starting August 1, 2019)Hodges – Closed the third Wednesday of each month.Miramar – Closed the first Tuesday of each month.Murray – Closed the second Tuesday of each month.Otay, Lower and Upper – Closed the second Wednesday of each month.San Vicente – Closed the second Friday of each month.Sutherland – Closed the third Friday of each month.“It doesn’t even really make any sense,” El Capitan concessions manager Stacy Foster said.Foster works for an independent contractor, Rocky Mountain Recreation. They provide concessions for most of the city’s reservoirs. If the lakes close, Foster doesn’t get paid. “If they still have to pay the city workers and they are losing the revenue of the people that are coming in, they are not saving any money. They are losing money,” Foster said. According to a city spokesman, maintenance and water staff will keep their hours because their duties fall under a separate budget. However, recreation-related workers will be affected by the closures because their duties fall under the 3 percent general fund budget cuts.Out of the eight reservoirs, El Capitan is the only one to close starting in August.“It is going to start in July for the other lakes, but here we were able to push it to August because it’s Fourth of July weekend,” said Foster.Foster said their lake keeper was able to negotiate the start date since the closure would have fallen under one of the busiest weekends of the year. Still, she is worried that the sudden change in schedule will inconvenience regulars. “When they have a truck and a trailer with a boat on it, there is no place for them to turn around back there, so it is going to be a mess,” Foster said, pointing toward the gate.As for Gordenker, he said he is disappointed. But he said it could be worse. “They could turn the whole program off if they wanted, so we are fortunate to at least have two days.”The closures are in effect for the next year. 3174

SAN DIEGO (KGTV): A new study from the San Diego Military Advisory Council says the military industry in the area is the top economic driver.The SDMAC's "Military Economic Impact Study" says the armed forces spent billion in San Diego in 2018. That includes compensation for military employees (43%), procurement and other spending like defense contracts (38%) and retirement and veterans' benefits (19%).Additionally, the ripple effect of all that money creates billion worth of San Diego's Gross Regional Product. That's 22% and accounts for more than tourism or tech industries.The military also helps support 340,000 jobs in the county. That's 22% of the jobs across San Diego. It includes members of the Navy, Marines, Coast Guard, Reserves and civilians employed by the DOD, DHS or VA. It's the largest concentration of military employees anywhere in the world.There are also over 241,000 retirees or military veterans in the area, according to the study.Meanwhile, the study says the military's impact should grow in the future. It anticipated 4% growth next year.It could be more in the coming few years. President Trump recently announced a pay raise for military enlistees. He also signed a 7 billion defense budget for 2019, the largest ever. The Navy plans to homeport 20 more ships and approximately 15,000 more sailors to San Diego by 2025. And the Army has listed San Diego as a possible location for it's new "Future Command" post researching emerging technology.But the military faces some challenges in the coming years as well. Housing is a big issue, especially if the Navy wants to expand in San Diego. There are also concerns about the high cost of living in the area. And SDMAC says they're looking for ways to help military spouses find jobs. SAN DIEGO (KGTV) People across California will soon be able to use an app to notify or find out if they have been exposed to COVID-19.The CA Notify system was launched on the campus of UC San Diego in September. Monday, Governor Gavin Newsom announced the tool would be available on Google and Apple devices statewide beginning on December 10th.Dr. Christopher Longhurst, Chief Information Officer for UC San Diego Health, says the tool helps stop the spread of the virus on campus."While San Diego case rates have surged from 3 to 6 percent, our campus has fortunately remained a safer place with our students and employees testing positive at less than 1 percent," said Dr. Longhurst.Philip Tajanko is a freshman at UCSD. He signed up for the app shortly after arriving on campus in September."I figured that I might as well download the app just in case," said Tajanko.Tajanko tested positive for the virus in October."Outside of the people I directly informed by giving them a phone call or text, it did give me some peace of mind knowing that I could just send out this blanket alert that would notify anyone that I had been in contact with but don't have their phone number," said Tajanko.The system uses smartphone technology when a users' phone is within close proximity to another user for an extended period."You're not going to get an exposure unless your phone is within 6 feet of someone else's device for greater than 15 minutes cumulatively," said Dr. Longhurst.The governor stressed the app is opt-in, 100% private, secure, and does not track location.It has been effective.
