SAN DIEGO (KGTV) — San Diego City Council was recently warned about the damage an earthquake can cause to the region, specifically on the county's water system."Strengthen their water system, make that long-term investment," seismologist Lucy Jones said of the city's aging water infrastructure. This month, a break to an 8-inch diameter concrete main left dozens of Hillcrest residents without water.In October, a water main break to a 90-year-old, 24-inch water transmission line in North Park flooded several streets with thousands of gallons of water. A water main break occurred in the same area in January 2017 as well.Water main breaks last August in Mission Hills, Point Loma, the Midway District, and Spring Valley also left residents and businesses without water. As of August, there had been at least 29 water main breaks around the county in 2018.Since 2013, San Diego has spent about 8 million repairing and replacing 116 miles of water transmission lines and distribution pipes, according to city documents. Though, the city still has more than 3,000 miles of pipeline to replace, San Diego Pulbic Utilities Department spokesperson Brent Eidson told 10News in August."To do it properly, we're probably always going to be replacing pipes," Eidson said.Buildings and BridgesWhen it comes to older structures throughout the county, it comes down to what standards were used when constructing a building.Geologist Pat Abbott says California has been proactive about preparing for earthquakes — he applauded the upgrades made to the Coronado Bay Bridge."You have an upright here and a horizontal road bed and they don't shake the same way," Abbott said of bridge construction. Dating back to the 1950s, it will soon be replaced with two parallel bridges with three travel lanes in both directions, including bike lanes. He pointed to a similar scenario that hit San Francisco in 1989: The Loma Prieta Earthquake."Our scenario earthquake for the Rose Canyon fault, or the biggest that we reasonably expect is a 6.9," Abbott said. SAN DIEGO (KGTV) -- San Diegans spend years saving up enough cash for a down payment on a home, but now the FBI says fraudsters are getting much better at stealing it.Hackers are getting into the emails of private real estate agents and escrow companies - duping would-be buyers into wiring their down payment cash to false accounts. They're also getting tipped off by celebratory Facebook photos about accepted offers, using clues like listing agent signs to get in touch with the buyers and pretend to be escrow companies - asking for payment. In all, the FBI says Americans lost nearly billion in real estate wire fraud in fiscal 2017, up 50 fold from fiscal 2016. San Diego special agent Chris Christopherson says the FBI can reverse wire transfers if contacted quickly after they happen. He said internationally they have a day or two, and domestic about a week. He said San Diegans can protect themselves by verifying payment information they get by email either in person or by phone with a trusted source. "Make sure you're not using a phone number you got from the email, be skeptical, verify it separately," he said. The FBI said another way to help protect yourself is to never to reply to emails that ask for financial information. Instead, forward them to the recipient you know, typing in their address. San Diego realtor Gary Kent was selling a duplex last year when hackers got the buyer to wire a ,000 down payment to a fraudulent account. They mimicked an email pretending to be from the escrow company."The buyer went down to the bank, said 'I need to wire the money,' and they said, this wasn't the same account number you did before," Kent said. Kent noted that the bank was able to reverse the transfer. 1804

SAN DIEGO (KGTV) -- San Diego County issued cease and desist orders to several businesses Monday after the county entered the state’s restrictive purple tier.According to the county, the orders were issued to several local restaurants, gyms, and yoga studios.The news came after Governor Gavin Newsom hit the brakes on economic activity, moving 28 more counties into the state’s most restrictive tier.The purple tier restricts capacity at retail businesses, closes gyms, and limits restaurants to outdoor-only service.Monday, Newsom forced 41 of California’s 58 counties to the purple tier. The company, led by Filipino-American friends Jelynn Malone, Beverly Magtanong, Sam Magtanong, and Mike Arquines, has operated in San Diego since 2013 and gained a reputation for their creative drinks."We dreamt up this company and wanted our Filipino culture to be a part of it, but we didn't know anything about coffee or where to begin to source Philippine coffee," said Malone. SAN DIEGO (KGTV) -- San Diego Padres outfielder Tommy Pham is expected to miss 4-6 weeks after breaking a bone in his left hand during the team’s loss at Arizona Sunday.Padres skipper Jayce Tingler confirmed Pham’s injury during an appearance Monday on MLB Network Radio.The injury happened during Pham’s ninth inning at-bat in Sunday’s game. The left fielder/DH fouled off a pitch and then immediately shook his left hand in apparent pain.Following a visit from the trainer, Pham exited the game, forcing the Padres to put Greg Garcia in to finish the at-bat in the eventual 5-4 loss. The Friars' loss was their fifth in a row.At the time of his injury, Pham was the tied for the MLB lead in stolen bases with six and among the league leaders in walks.
