President Trump has signed the Music Modernization Act into law, a bill that will bring sweeping changes to the way music is licensed and songwriters are paid.Supporters say the Music Modernization Act, championed by Sen. Lamar Alexander (R-Tennessee), will ensure that songwriters get paid fairly for their work in the streaming age.  A key aspect of the legislation is the creation of a new independent entity that will license songs to companies that play music online. The group will then pay songwriters, while digital streaming services, like Spotify or Pandora, can ask for a blanket license. This is the first overhaul to music copyright law in decades. The law will also make sure artists who made music prior to 1972 are paid.Recording artists didn't have any copyright rights in their works until 1972. Kanye West, Kid Rock and John Rich are among artists expected to attend Thursday's ceremony at the White House.   965

Restaurants in Los Angeles County will be open for delivery, take-out and drive-thru services only for three weeks beginning Wednesday in the hopes of preventing the spread of COVID-19, according to The Los Angeles Times and KABC-TV.Restaurants, bar, breweries and wineries in LA County had been open with outdoor seating only. However, officials have moved to restrict all in-person dining as cases in the county have spiked in recent weeks — just as they have across the country.Breweries and wineries can continue selling alcohol in a retail setting."To reduce the possibility for crowding and the potential for exposures in settings where people are not wearing their face coverings, restaurants, breweries, wineries and bars will only be able to offer take-out, drive thru, and delivery services," the county's Department of Public Health said in a news release. "Wineries and breweries may continue their retail operations adhering to current protocols. In person dining will not be allowed, at minimum, for the next 3 weeks."The restrictions came after county officials warned that further action would be taken if the county's five-day average of daily cases rose above 4,000 a day. KABC-TV reports that on Sunday, the four-day average sat at 4,097 a day.The restrictions threaten countless restaurant owners in the Los Angeles area, as well as the thousands of people those owners employ. Several restaurant owners told The Los Angeles Times that the restrictions come just as they were expecting a boost in business for the holidays. President Donald Trump will roll out new plans to tackle the country's opioid epidemic on Monday in New Hampshire, the White House said Sunday.The plan will include stiffer penalties for high-intensity drug traffickers, including the death penalty for some, Andrew Bremberg, director of the White House Domestic Policy Council, told reporters Sunday.Trump's long-awaited plan will focus on three areas: Law enforcement and interdiction, prevention and education through a sizable advertising campaign,, improving the ability to fund treatment through the federal government, and help those impacted by the epidemic find jobs while fighting addiction, Bremberg and White House counselor Kellyanne Conway said. 716

Refugees who have waited years to get to the United States sometimes arrive only to find out their life's work does not translate to opportunities in America.Pima County Public Libraries have a unique approach to helping those who are new to the city and country.Librarians are helping immigrants and refugees from all over the world adapt to U.S. Culture by helping their degrees earned overseas recognized here in America.Henri Nzeyimana was born in Burundi. In late-April 2015, political unrest took over the East African country. It resulted in an attempted coup d'état. Hundreds of civilians were killed, and thousands of peaceful political demonstrators were tortured.Nzeyimana is an asylum seeker that has been in the U.S. for three years. "Every time you have to leave your country and go to another country — not because of your choice but because you're not able to enjoy freedom — it hurts," Nzeyimana explained. He decided to move to Tucson to find work —  task that he initially thought was impossible."To hear that you've been at school for more than 10 years, working for more than 20 and then all of a sudden you have to start fresh, that was traumatizing," he said.  However, that changed when he met Citizenship Librarian Mary Givins at the Eckstrom-Columbus Library. Since he has two masters degrees from two different European universities, Givins thought if he could get a hold of his transcripts he can get at least a substitute teacher degree in America.After some thinking, that's exactly what he did."I showed him the process for getting his degree evaluated, translated from French and then he had that paper submitted to the department of education," Givins said.Givins says immigrants and refugees don't realize that the degrees they receive from their countries often transfer to the U.S. She says all it takes is a lot of steps to get them started. "If people have access to their transcripts from their university, then something can be done," she explained. All the Pima County Public Library branches offer the "Job Help Program," twice a week. President-elect Joe Biden formally introduced his picks for several high-ranking administration positions on Friday. Among them was former Obama-era UN ambassador Susan Rice to lead the White House Domestic Policy Council.Biden and vice president-elect Kamala Harris introduced the latest round of cabinet nominees in a press conference at Biden's transition headquarters in Wilmington, Delaware.Rice served as President Barack Obama's U.N. ambassador during his first term, from 2009 to 2013. She later served as Obama's national security adviser in his second term, from 2013 to 2017.Rice is the type of experienced bureaucrat that Biden has been eyeing for a Cabinet-level position, but she also comes with some political baggage, considering her involvement in handling the aftermath of the Benghazi attacks in Libya in 2012. With, at most, a razor-thin majority in the Senate, Biden has opted to grant Rice a position that does not require confirmation.Biden also introduced Rep.
