CAMPO, Calif. (KGTV) — An East County resident happened upon a massive surprise Friday morning.A wayward tortoise was found by the resident on Buckman Springs Rd. in Campo Friday. A San Diego County Department of Animal Serivces officer responded to the report but immediately realized he would not be able to lift the animal on his own.A Cal Fire crew arrived to help get the tortoise out of the yard, coaxing it onto a stretcher and then lifting the heavy reptile into an Animal Services vehicle.The tortoise was then taken to the department's Bonita shelter.While it's unclear how the massive animal ended up in the East County yard, Animal Services said someone called soon after the catch to report it may have been their tortoise, aptly named "Tank." CARLSBAD (KGTV) - In response to a four year construction project that recently kicked off, California Highway Patrol has lowered the speed limit on a stretch of interstate 5 by 10 miles per hour. The stretch is about eight miles long, through Encinitas and Carlsbad. The entire project will eventually go all the way to the 78. The project with add HOV lanes over the next four years. The new speed limit will help to protect workers in the area working closely to the passing vehicles. California Highway Patrol officer Mark Latulippe tells 10News, "the days of well we just put the signs up and we’re giving you a grace limit, are over". They've put up dozens of signs to warn people of the change, dropping the speed limit to 55 miles per hour. Despite the many signs drivers are ignoring the change and sticking to their normal speeds upwards of 70 miles per hour. The signs have been up for about a month but Latulippe says, "we are sending enforcement units out now to start that ticketing process of trying to slow this down". Drivers can now expect to get pulled over and ticketed from here on out. Because the area is a work zone, the tickets will be double the normal speeding fine. 1202

CEDAR PARK, TX — Three police officers were shot Sunday while responding to a call in Cedar Park, Texas, according to police.The three officers suffered non-fatal injuries while responding to the call on Sunday afternoon and are currently stable at a local hospital.The shooting began an hours-long standoff that lasted throughout the evening on Sunday and well into Monday morning. Two hostages were released from the home on Monday morning at about 8 a.m. CT. About an hour later, a third hostage and the suspect emerged from the home peacefully.Preliminary information obtained by ABC News says the incident started as a domestic dispute. 650

CARLSBAD, Calif. (KGTV) -- People took to social media New Year's Eve after a funnel cloud was spotted over Carlsbad. According to the National Weather Service, several reports of funnel clouds were reported along the coast Monday. The organization's Twitter account shared video of the funnel cloud. Throughout the video, the cloud can be seen forming before dissipating.
