CHULA VISTA, Calif (KGTV) -- More than 20 people showed up to a town hall meeting hosted by the Baldwin and Sons regarding their development in Otay Ranch.Right now, the massive project includes 292 condos, 300 apartments, a 2-acre park and 15,000 square feet of commercial and retail space, as well as two hotels.  One of the hotels opened in 2017, and condos are under construction. The developer now wants to add 300 more apartments to their plan.  They say the plan will not require any additional space but instead will require a different building and site design.RELATED: Developer wants to add 300 apartments to Chula Vista propertyMany in the community raised concerns about traffic and the overcrowding in schools at the open house. Developers were there to address those concerns.According to Nick Lee, a study of the area says the roads it can accommodate nearly 12,000 trips a day. Even with the additional 300 units, it would push those numbers to around 8,000 trips a day. They also said they’ve spoken with the Elementary and High School districts, and both have told them they should be able to accommodate the students with their existing facilities. The developers expect to bring the new plans to planning commission next month. 1268

CHULA VISTA (CNS) - A homeless man accused of repeatedly burglarizing the office of a South Bay community group before torching the premises last week pleaded not guilty today to a slew of charges including arson of a structure, grand theft and burglary.Christopher Treyvoun Jenkins, 28, was ordered held on 0,000 bail.He faces six years and eight months in prison if convicted.Jenkins allegedly set fire to the Chula Vista headquarters of the Alliance of Californians for Community Empowerment shortly after midnight on Nov. 9, causing major damage to the structure and its contents, according to police.RELATED:?Homeless man arrested for Chula Vista arsonJenkins also is believed to have burglarized the H Street office in January and June, Chula Vista police Lt. Kenny Heinz said. While investigating the crimes, detectives learned that Jenkins, who is homeless, "might have been residing on the property without permission from the property management company," Heinz said."Jenkins told detectives that he was having an ongoing dispute with the tenants over the disposal of his personal property and committed the arson because of the dispute," the lieutenant said.Members of ACCE -- which works on behalf of minorities and low-income residents, and was a prominent proponent of rent-control measures on this month's election ballot -- initially feared that the blaze was meant to intimidate them due to the nature of their work."We did not know who set the office on fire or their motivation, but given the information that we had and the political moment that we are in, many of us feared that the attack was politically motivated," the organization stated in a social media posting this afternoon. "According to the police, this wasn't the case."Heinz said investigators found "no evidence that these crimes were politically motivated or related to any hate crimes."Jenkins, who is also charged with misdemeanor shoplifting and petty theft, will be back in court Nov. 27 for a readiness conference and Nov. 29 for a preliminary hearing. 2053

CINCINNATI – Mary Lee Tracy says she trusted Larry Nassar like she would her father or her brother, but she was fooled by a ”master manipulator.”Tracy said on Thursday she feels she is the right person to fill her new appointment with US Gymnastics and wants to keep the job. But Tracy also said she would resign if what she calls “cyber bullying” toward her doesn’t stop.Speaking at her Fairfield, Ohio gym, the owner and coach of Cincinnati Gymnastics Academy strongly condemned Nassar and didn’t deny the positive comments she made about the since-convicted sexual abuser to Scripps affiliate WCPO in Cincinnati in December 2016. Tracy’s two-year-old comment sparked a controversy this week when Aly Raisman, an Olympic champion and Nassar survivor, went on Twitter and protested Tracy’s new national post as Elite Development Coordinator. As much as Tracy said she wanted the job, she also said she has received three “fairly threatening emails” and one that said she “should be in a jail cell next to Larry Nassar.” She has also been vilified on social media to the point that she has already told US Gymnastics she would not keep job if it means hurting her family.“What I feel I need to say is that when I saw Aly putting out some things about something I said two years ago as this was all coming out, that was my truth,” Tracy said about her 2016 comments about Nassar, the former national team doctor now accused of sexually assaulting up to 250 women and girls and serving up to 165 years in prison.“Larry had been treating my athletes for well over 25 years and had served them very well and had helped me and my athletes return to action," she said Thursday.  "He had been someone that we all unfortunately had trusted and depended on, so when I was asked about my experience with him, that’s what I said. So I’m not denying that I said that.“Would I say that anymore? Absolutely not … The man is a monster.  But at that moment, I looked at him like I would my dad or my brother. That was the level of trust I had.“But as we all find out, these people are that good. They are master manipulators. And he didn’t just fool me and all these athletes, he fooled lots of parents, lots of coaches, lots of administrative people."For him to have abused the hundreds of young women that he abused, he was beyond evil, he was beyond manipulative, you can’t even put into words.“I just want people to know that there is no way I would have someone like that working with my athletes if I even had an inkling he was a sexual abuser.”Before Tracy talked to WCPO in December 2016, Nassar’s secret life as a pedophile and sex offender had already started to become public. Two years earlier in 2014, a Michigan State graduate had complained that Nassar, the doctor for the university gymnastics team, sexually assaulted her during a medical exam. But MSU cleared Nassar. In July 2017, Nassar pleaded guilty to three federal charges after investigators said he possessed at least 37,000 graphic videos and images of child pornography, including images of prepubescent children engaged in sex acts.In August 2016, a former Michigan State gymnast filed a criminal complaint that Nassar sexually abused her during treatment for lower back pain.In September 2016, two gymnasts publicly accused Nassar of sexual abuse in an Indianapolis Star report. Michigan State fired Nassar a week later. In November 2016, Nassar was charged in Ingham County, Michigan (home to Michigan State) with three counts of criminal sexual conduct with a person under 13. Prosecutors said they had received about 50 complaints of sexual abuse by Nassar. The next month, Tracy said this about Nassar: 3748

CHULA VISTA (KGTV) -- Facing a nearly million budget shortfall, the superintendent of Sweetwater Union High School District revealed a proposal Friday to issue more than 230 layoff notices to teachers and staff and eliminate a program that helps struggling students graduate.According to agenda documents posted Friday afternoon, Dr. Karen Janney will ask the Board of Trustees to eliminate 237 positions, including 182 teachers and all 23 librarians.Sweetwater’s financial woes came to light in 2018 after the district miscalculated its budget by million.RELATED: Sweetwater Union High School District approves interim budget with million shortfall“To see financial ineptitude affect people’s lives this way, it’s devastating,” said Sweetwater Education Association Vice President Cesar Fernandez. “It’s a kick in the gut. It takes the air out of you.”Layoff notices are essentially a formal warning about a potential job loss. Sweetwater spokesman Manuel Rubio said the district was working hard to minimize the number of actual layoffs.“There are significant costs and significant challenges that districts are facing,” he said. “That has nothing to do with how our finances are managed, it’s how we’re funded.”“We’ve lost a lot of students in the last few years, and we’re not alone,” he added.RELATED: County Office of Education offers M loan to Sweetwater DistrictDistrict enrollment has dropped by about 1,700 students over the last five years, he said. Since the district gets roughly ,000 in funding for each student, the enrollment decline shrunk revenue by about million, according to Rubio.Special education and pension costs are also up significantly, he said. The district’s pension contribution roughly doubled from million in 2015-16 to million in 2018-19, Rubio said. The layoffs include 32 teachers attached to the district’s alternative education learning centers. The superintendent’s plan would close all 12 learning centers by July 2020.RELATED: Report: Sweetwater Union High School District incorrectly reported debt"They're targeting some of our most vulnerable students and that's not acceptable," said SEA president Julie Walker. The centers are designed to help struggling students graduate. About 1,300 students are currently in the program.According to Fernandez, the district projects the move will save about million. The SEA contests the figure, saying the changes could lead to further declines in enrollment.RELATED: Parents blast district’s plan to cut school bus routesTeachers say the centers often serve students with special needs, teen parents, homeless students, and learners with mental health concerns who require a non-traditional school day.“We understand these are the most needy of students,” said Rubio said. “We’re going to streamline the way we offer services to them.”He said the students would be transitioned into an independent study model, and many of the existing learning center teachers would be attached to the new program.RELATED: Sweetwater District approves recovery plan to balance budgetTeachers, however, said the new model might further disconnect the struggling students from campus life.“Being at a learning center on a school site, it allows them to participate in sports and clubs; things that connect them to school, things that keep them in school,” said Fernandez.“I would not be surprised if the dropout rate in our district rises as a result of this,” added longtime teacher and librarian Ana Banos. 3513

Canned cocktails are also in the works for the brewery. In addition to the restaurant and bar, the location will also house a five-barrel brewing system and fermentation tanks.“Our goal is to shift the axis of brewing tourism to southern San Diego attracting downtown and northern San Diego residents and tourists to experience our work and our community. With other local breweries we can put Chula Vista on the map as an official destination of the beer and gastronomic map,” said Tiago Carneiro, founder of Novo Brazil Brewery.Carneiro says they intend to brew more than 100 different beers using the massive system in their first year alone. The new brewery will allow Novo to brew specialty beers and test new recipes. RELATED: San Diego craft beer study shows craft brewery, economic impact growthA small retail section inside to brewpub will also offer Brazilian products, like coffee, to buy.To capture Brazil's colorful flair, Novo's owners hired Brazilian architect, Gustavo Penna, to help develop the brewpub's design. The result is a black and white wave pattern across the building — inside and out— representative of Rio de Janeiro's Copacabana Beach. The bar, which owners say is the longest in the South Bay, curls around the facility and guests can kick back in furniture made from Brazilian wood around unique murals from Brazilian artists.“Our story began in Brazil, where we learned the art of brewing and created the most awarded brewery in South America," Carneiro said. "We believe our difference is our Brazilian way of showing the colorful culture and happiness of four homelands. We were fortunate to find a sister city in South Bay, named after our hometown of Belo Horizonte (Beautiful Horizon), where we were warmly welcomed by the entire community."RELATED: Craft beer scene brewing in Chula VistaCarneiro says that Brazilian style of brewing is what earned his family the most awarded beers in Brazil and 17 international beer awards just three years after opening their first South Bay spot.Novo's original location also continues to serve fans on Lane Avenue in Chula Vista. 2825
