A plan to raise San Diego's hotel tax to expand the convention center appears to be headed to the March 2020 ballot. The City Council voted 5-4 Monday to formalize its intention to place the tourist tax hike on next year's primary election. The measure, called "Yes! For a better San Diego," would raise the transient occupancy tax by as much as 3.25 percent per night, depending on location. Hotels closest to the heart of the city would see the tax rate increase the most. The revenue would fund a convention center expansion, homeless services and road repair. The council was split on its decision because voters passed Measure L in 2016. Measure L called for citizens initiatives to be placed on November general elections, when turnout is highest. However, the measure gave the City Council the option to move votes to different elections if it sees fit. It is still unclear whether the measure needs a simple majority or two-thirds support. The City Council is expected to formally place the tourist tax increase on the March ballot when it calls for the election in the fall. 1092

A pedestrian bridge suddenly collapsed onto the road below near Florida International University, crushing cars and killing at least six people Thursday.Hours after the bridge collapsed, officials said early Friday that the rescue mission is now a recovery operation.Emergency crews worked overnight in what Miami-Dade Police spokesman Alvaro Zavaleta called a "very slow process" in order to preserve evidence and the safety of possible victims and rescuers, because of unstable conditions at the bridge.At least nine people were transported to hospitals for treatment, authorities said.Witnesses described hearing a loud boom Thursday and moments later, finding victims, including construction workers across the wreckage and people trapped in cars.Senator Marco Rubio, who visited the site Thursday, posted on Twitter: "The cables that suspend the #Miami bridge had loosened & the engineering firm ordered that they be tightened. They were being tightened when it collapsed today." A San Diego Couple is breaking the internet after getting married at a Costco in Mission Valley Thursday. Margot Schein and Julian Parris said they made the decision to get married at Costco because, after meeting on a dating app, they decided to have their first date at the store. According to Schein, the couple decided to wed at Costco on their three-year anniversary. The wedding included a custom-made cake from the store, an archway and pallets to hold up bouquets of flowers. Staff at the store even took the time to set up chairs for the event as well as decorate a portion of the Costco with rose petals. “I feel like we have a whole new Costco family,” Margot said.  710

Reduced to peddling fossils to wealthy tourists in order to support her ailing mother (Gemma Jones), Mary develops an exterior as hard and impenetrable as the bones and rocks she unearths.Mary grudgingly agrees to make some extra money by caring for Charlotte (Ronan), the ailing wife dumped off on her by one of her clients. At first, Mary sees Charlotte as a privileged nuisance who can't connect to her life of science and struggle, but they find common interests and angsts, causing the ice between them to slowly crack. They steal moments of intimacy amid their struggle-filled life, finding joy and passion neither imagined was waiting for them. Left unspoken -- but weighing heavily all along -- is the realization that the social values and customs of the time all but doom their prospects.Director Francis Lee ("God's Own Country") shows an eye for sweeping visuals and an ear for intimate moments. He's not as adept at infusing his story with much urgency, though. Many scenes unfold as lingering tone poems meant to set the scene and color the characters. The drawback is that the movie moves so slowly that it's easy to lose interest and drift away."Ammonite" is often as dull and opaque as its title, but worth watching for the two lead performances, as well as its intricately spun tale of a complicated friendship and love. A recently published study looks at the potential of asymptomatic spread at grocery stores and the psychological distress of these essential workers.Researchers looked at a grocery store in the Boston area in May. They found 20 percent of the 104 employees tested positive for the coronavirus. This rate was significantly higher than the infection rate in the surrounding community, which was only reporting a positive rate of around 1 percent at the time.More than 75 percent of those who tested positive reported having no symptoms.Those employees who interacted with customers were five times as likely to test positive for COVID-19 compared to employees in other positions."We were definitely surprised to see that there were that many people that were asymptomatic," Dr. Justin Yang, an assistant professor at Boston University School of Medicine and a researcher at Harvard School of Public Health who worked on the study told CNN. "This is definitely very alarming as it means that retail grocery store employees are exposed to customers and sort of serve as a middleman for the virus - like a super spreader almost."The study also looked at feelings of anxiety and depression among the grocery store employees.About 24 percent of all employees reported feeling at least mild anxiety. The data suggests employees who were able to remain socially distant while at work had a lower rate of anxiety; 76 percent of those who reported having no anxiety were able to keep spacing while at work.Whereas 46 percent of those who did report having anxiety were unable to stay socially distant from coworkers or customers while on the job.About 8 percent of employees screened positive for at least mild depression symptoms on a self-reported questionnaire. Those who could not practice social distancing at work and commuted by public transportation were more likely to screen positive for depression.As a conclusion, the team of researchers hopes their findings are a call to action for providing comprehensive employee assistance services to help essential workers in all industries “cope with the psychological distress during the COVID-19 pandemic.”The study was published in the Journal of Occupational and Environmental Medicine. 2241
