BEIJING, March 10 (Xinhua) - A senior Chinese lawmaker said on Wednesday that legislation requiring public officials to declare their personal assets is under consideration and seen as a move to prevent corruption and improve government transparency."We are researching the issue, since the legislation requires mature consideration of all conditions," said Li Fei, deputy director of the Legislative Affairs Committee of the National People' s Congress (NPC) Standing Committee.Li noted that the legislation should be assisted by the establishment of the personal credit system, which details individuals' financial information even if assets are not declared.Premier Wen Jiabao said on March 5 that high priority should be given to fighting corruption and encouraging integrity among public officials.Leading cadres at all levels, especially high-ranking ones, must resolutely implement the central leadership's regulations on reporting their personal financial situations and property, including incomes, housing and investments, as well as the jobs held by their spouses and children, Wen said.

BEIJING, Feb. 1 (Xinhua) -- The Industrial and Commercial Bank of China (ICBC), the world's largest lender by market value, said Monday it extended 110 billion yuan (16.1 billion U.S. dollars) of new loans in January, less than the amount in the same period of 2009."The lending growth in January was stable and moderate, which has well satisfied the real economic demand," the bank said.The ICBC statistics showed lendings of the bank totaled 117.1 billion yuan in January 2009.The bank said it would focus on financing ongoing government projects and continue to extend more loans to small businesses, while strictly controlling loans to new projects and high energy-consuming and polluting industries.ICBC last Wednesday said its loan growth in early and mid-January was "a little fast" as many ongoing projects needed funds, but the lending pace had stabilized since, as a concentrated volume of existing loans had come due and some credit card debts had been repaid.It also announced it would maintain a "reasonable and balanced" lending rate in a move to ease mounting public concerns about possible credit cuts.To prevent economic overheating, the government last month announced it would restrict its overall credit growth to 7.5 trillion yuan in 2010, compared with last year's 9.59 trillion yuan.However, a report from Monday's Economic Information Daily said that as of Jan. 29, Chinese banks had already extended nearly 1.6 trillion yuan new loans this year.

HAIKOU, Feb. 13 (Xinhua) -- China's southern island province of Hainan saw a surge in travelers on Saturday, one day before the Chinese Lunar New Year, or Spring Festival, said local officials.A total of 65,397 people arrived in Hainan, a tourist resort, on Saturday, up 30.16 percent from the eve of the Chinese lunar new year of 2009, according to a spokesman with the local holiday and travel coordination bureau.A survey of 10 scenic spots in Hainan showed they received about 41,750 visitors on Saturday and their total ticket income hit 2.07 million yuan (303,000 U.S.dollars), up 7.32 percent and 12.37 percent respectively from the eve of the last Spring Festival, the spokesman said.Another survey of Hainan's 21 hotels showed they accommodated 6,101 travelers on Saturday, and reported an income of 5.04 million yuan, up 26.21 percent, he said.From Feb. 1 to Feb. 13, more than 3,800 foreign travelers arrived in Hainan for a holiday, according to statistics from the Haikou General Station of Exit and Entry Frontier Inspection."I am very happy to spend Spring Festival in such a beautiful island. I hope more foreign travelers could experience the Chinese traditional festival here," said Daniel Sanchez, a Spanish traveler.Last month, the central government announced a plan to build the island into a top international tourist destination by 2020.

  

BEIJING, March 14 (Xinhua) -- China's parliament, the National People's Congress (NPC), adopted here Sunday the amendment to the Electoral Law, which grants equal representation in legislative bodies to rural and urban people.Lawmakers applauded after NPC Standing Committee Chairman Wu Bangguo announced that the amendment was approved with 2,747 votes from the 2,909 NPC deputies present at the closing meeting.The amendment is regarded as part of China's efforts to narrow the urban-rural gap. It requires "both rural and urban areas adopt the same ratio of deputies to the represented population in elections of people's congress deputies."Wang Zhaoguo, vice chairman of the NPC Standing Committee, said the law provides legal guarantees for elections of deputies to people's congresses, the country's fundamental political system, as well as citizens' right to vote and the right to stand for election.The Third Session of the 11th National People's Congress holds its closing meeting at the Great Hall of the People in Beijing, China, March 14, 2010.After the last amendment in 1995, the law stipulated that each rural deputy represented a population four times that of an urban deputy. The rural population was much more than that of cities at that time and an equal ratio of rural and urban representation would have meant an excessive number of rural deputies.With rapid urbanization and rural economic development, the proportion of urban population increased to 46.6 percent last year, he said, adding people's congresses at all levels have gone through many terms of elections, accumulating abundant experience."The time is right for equal representation," which is conducive to expand democracy, he said.Wang said the amendment ensures "equal representation among people, regions and ethnic groups."The amendment adds stipulations such as "organizing more face-to-face contacts between candidates and electors to allow deputy candidates to introduce themselves and answer voters' questions."It says the setup of polling stations, convening election congress and the management of mobile polling boxes should be further standardized and improved.It also suggests to set up "confidential polling booths" to root out bribery in elections.Violence, threats, corruption and other acts that disrupts elections should be investigated and punished, it says.The number of deputies to the NPC is limited within 3,000, and the distribution of the NPC deputies is decided by the NPC Standing Committee, according to the law
