Moderna is asking American regulators to allow emergency use of its COVID-19 vaccine. It says its final results show the vaccine is 94% effective.The drug maker says it had 196 COVID-19 cases so far in its study. It says 185 of those participants received the placebo, while 11 got the real vaccine. The 30 people who became seriously ill in the trial didn't get the vaccine.FDA advisors are expected to look at all the evidence on December 17. They'll be checking out Pfizer’s vaccine on December 10.Pfizer and Moderna's success with their COVID-19 trials could impact how vaccines are made in the future.It has to do with how they work. They use what's called messenger RNA (mRNA) technology. The virus' genetic code is injected into the body so it can instruct cells on what antibodies to produce.It hasn't been approved to be used in a commercial vaccine before.“In the future, it's clearly going to be tough to beat RNA vaccines for speed and that's a wonderful thing. Just this demonstration of how incredibly fast they can move has been great. How effective they can be, I think will depend on a particular disease,” said Shane Crotty, Ph.D. with the La Jolla Institute for Immunology.Crotty says the narrowest application for this vaccine technology in the future is a similar situation where there's a new emerging virus."The mRNA vaccine has been tried for other infectious diseases and they have been investigated for cancer. MOSCOW (AP) — Russian President Vladimir Putin has congratulated Joe Biden on winning the U.S. presidential election after weeks of holding out.Putin’s message to Biden on Tuesday came a day after the Electoral College confirmed Biden as the nation’s next president.The Russian president is one of the last world leaders to congratulate Biden.The Kremlin maintained Putin was holding off on doing so until the election results were officially confirmed.In his message, Putin wished Biden “every success" and expressed confidence that “Russia and the U.S., which bear special responsibility for global security and stability can, despite the differences, really contribute to solving many problems and challenges that the world is currently facing.”Polish President Andrzej Duda also congratulated Biden on Tuesday, wishing him “a very successful term.”Duda is part of a conservative Polish leadership that stands accused by the European Union of eroding democracy. NATIONAL CITY — SAN DIEGO (KGTV) - Trash is increasing along San Diego freeways and homelessness appears to one of the driving factors, Caltrans reports.Caltrans officials held a news conference Thursday to raise awareness of the growing problem and encourage people to do the right thing. While Caltrans has no statistics, the agency says its crews are seeing more homeless encampments along local freeways, especially through urban areas, and officials believe that's contributing to the increasing litter. "The encampments in the right of way do generate trash," said Mario Orso, Project Director for Caltrans in District 11, which covers San Diego and Imperial Counties. He stood along an on-ramp to I-805 in National City as it was being cleaned by a contracted litter crew. Orso and other Caltrans officials said along with more homeless encampments producing trash, the problem appears to be on the rise from drivers as well, especially those transporting loads of trash or refuse to landfills without properly tying down their loads. San Diego is not alone, Orso said, as Caltrans officials up and down the state are holding news conferences to increase awareness and encourage people to act responsibly.Orso said trash pickup along freeways puts those who have to clean it up, like Caltrans workers, contractors and corrections inmates, at risk. Caltrans says most of the trash is in metro areas along the 5 and 805.They're urging volunteers to get involved through the Adopt a Highway program; helping clean up a section of highway on their choosing on a periodic basis. 1589

(KGTV) -- The skateboarder injured during a hit-and-run in National City Friday has died, a family member tells 10News.According to the relative, the man suffered severe brain damage from the crash.“The whole family is torn apart and want justice,” the family member said.RELATED: Motorist sought in National City hit-and-run crashAccording to National City police, the man was skateboarding with friends along Palm Avenue around 12:30 a.m. when a driver traveling northbound hit him.Police say the driver left the scene, leaving the skateboarder in the street.Witnesses told police the driver was a woman.
