At the root of that: orders to stay home. “The authority lies with the governor and in a number of jurisdictions that authority can also be devolved down to mayors,” said Meryl Chertoff, executive director of Georgetown Law’s Project on State and Local Government Policy and Law. However, Chertoff said there is something even bigger she is keeping an eye on. “What I am more concerned about, candidly, are the violation of civil rights of individual and loss of the right to travel,” she said. “So, one of the things that I've been thinking about is what about the right to cross state lines.” There are a growing number of state rules now in place about travel. Hawaii has asked all visitors to stay away for 30-days. Alaska wants anyone entering the state from the “outside” to self-quarantine for 14 days. The governor of Texas is now ordering people coming in from New York City or New Orleans to self-quarantine for 14 days. Florida’s governor asked people traveling in from New York – or who have in the past three weeks—as well as Louisiana, to also self-quarantine. “This is important because, after all the hard work, we don’t want it to now to get seeded, as people flee kind of the ‘hot zone,’” said Gov. Ron DeSantis, R-Florida. Whether any of travel requests or restrictions are enforceable is a question, Chertoff said, as similar orders that had come before the courts in previous years only applied to an individual, or a small group. “What enforcement capacities the states have is an open legal question because we've never been in a situation where there are large numbers of people potentially infected,” she said.It’s a situation that the nation might be forced to grapple with in the weeks – and possibly months – to come. 2365

  

A federal judge blasted UnitedHealthcare last month for its "immoral and barbaric" denials of treatment for cancer patients. He made the comments in recusing himself from hearing a class-action lawsuit because of his own cancer battle — and in so doing thrust himself into a heated debate in the oncology world.At issue is a treatment known as proton beam therapy, an expensive alternative to standard radiation that proponents say is a more precise form of treatment with fewer side effects. Opponents have questioned whether proton therapy is worth the high cost to fight some forms of cancer, and insurance companies have often denied coverage for the treatment, calling it "experimental."The case that came before US District Judge Robert N. Scola was brought by a prostate cancer survivor who alleged that UnitedHealthcare wrongfully denied him and thousands of others coverage of proton beam therapy.In his recusal, Scola cited his own battle with prostate cancer and how he consulted "with top medical experts around the country" about treatment options. Scola said that he ultimately opted for surgery but that "all the experts opined that if I opted for radiation treatment, proton radiation was by far the wiser course of action."The judge also cited a friend who was diagnosed with cancer in 2015 and got hit with a 0,000 bill after UnitedHealthcare refused to pay for his proton beam radiation from MD Anderson Cancer Center. "Only upon threat of litigation did UnitedHealthcare agree to reimburse him," Scola wrote."It is undisputed among legitimate medical experts that proton radiation therapy is not experimental and causes much less collateral damage than traditional radiation," wrote Scola, a US District Court judge for the Southern District of Florida. Cotton uses the app at least twice a week to help him while he's on the go. Rather than asking someone at the store for help, Cotton says this makes him feel more independent.
