SAN DIEGO (CNS) - County supervisors voted 4-1 today to have the chief administrative officer direct the Health and Human Services Agency to develop a plan for in-house medical care of jail inmates and possible outsourcing of those duties as well.Sheriff Bill Gore will review the plan, and officials will also put out requests for proposals from private contractors to handle those duties.Supervisor Dianne Jacob made the motion to examine both an in-house model and outsourcing.``I don't think we should go with just one approach,'' Jacob said, adding she is a proponent of outsourcing county services, if it results in good service for less money.Gore has cited his department's million annual health care bill for inmates as a reason to explore cost-saving strategies. He asked supervisors to consider possible vendors for the county's health care needs in its jails and other facilities.Gore told supervisors that his goal was simply to get the best care at the best value, with an aging population of inmates and other serious issues.``I am proud of our response to these challenges, but I'm not one to assume that I have all the answer to these challenges,'' Gore said.Gore also objected to waiting 180 days for a staff appraisal of outsourcing. ``If it's a good idea in sixth months, it's a good idea today,'' he added.He also praised the 300 men and women who provide medical care to inmates as outstanding employees.Supervisor Nathan Fletcher, who is opposed to any privatization of services and proposed having HHSA handle inmate care, cast the lone no vote.Before the board voted, Fletcher said outsourcing to a for-profit entity would not lead to a better outcome.``As a board, we are the ones who are on the hook,'' in terms of lawsuits if an inmate doesn't get the appropriate care, Fletcher said. ``We should have input.''Fletcher asked the board to vote on his proposal to have the HHSA administer medical and behavioral health services in jails, but the motion died for lack of a second.Board Chairman Greg Cox said he was encouraged that HHSA would develop its own proposal.Cox praised both county medical employees and contractors for working in such a demanding field, but said the system right now is too bifurcated, adding that several legal items on Tuesday's closed-session agenda involved inmate care.Supervisors voted after a lengthy public hearing, in which nearly every person who called was opposed to private outsourcing. Health care workers mentioned low morale at some detention facilities, and the risks workers are taking during the COVID-19 pandemic.Most speakers identified themselves as members of Service Employees International Union, Local 221. 2697

SAN DIEGO (CNS) - Authorities today publicly identified a U.S. Border Patrol agent who fatally shot a Mexican national last month during a scuffle just north of the international line in San Ysidro.Ryan Gonsalves, a nine-year member of the federal agency who is assigned to its Imperial Beach station, opened fire on 30-year-old David Angel Villalobos-Baldovinos early on the evening of Oct. 23 near Las Americas Premium Outlets mall on Camino De La Plaza, according to the San Diego Police Department.The events that led to the deadly gunfire began about 5:45 p.m., when Villalobos-Baldovinos allegedly tried to enter the United States illegally and was confronted by Gonsalves, SDPD Lt. Andra Brown said.When the agent tried to detain Villalobos-Baldovinos, a struggle broke out. During the fracas, the lawman shot the suspect once in the upper body.Gonsalves suffered minor injuries during the fight, Brown said. The SDPD Homicide Unit was called in to investigate the case, as is standard protocol in all instances of law enforcement shootings in the city.The findings of the probe will subsequently be reviewed by the U.S. Attorney's office, the lieutenant said. 1175

  

SAN DIEGO (CNS) - A man who was previously acquitted of a 12-year-old Escondido girl's murder was released from county jail this week, months after he was charged with being a felon at a county jail.Richard Raymond Tuite, 51, was released Thursday after a judge set his bail at SAN DIEGO (CNS) - An East Village couple was behind bars Wednesday for allegedly subjecting a 3-year old child to torture and sexual abuse over a several-month period while caring for the toddler at their home, San Diego police reported.Officers arrested Marcos Javier Ramirez, 27, and 25-year-old Vennesia Ruiz in the Midway area on Tuesday evening, SDPD public-affairs Lt. Shawn Takeuchi said.Ramirez and Ruiz had been entrusted by an acquaintance to care for the child when the abuse allegedly began last October, Takeuchi said. Three months later, the toddler's mother began to suspect that there was abuse occurring and notified the police, the spokesman said.Ramirez was booked on suspicion of lewd acts with a minor, forcible sex with a foreign object, torture and child cruelty, according to jail records. Ruiz was being held on suspicion of two counts of the latter charge. Both were scheduled for arraignment April 6.Takeuchi, who declined to specify the child's gender, described the suspects as "a couple" but said he did not know if they are husband and wife. She had been stabbed nine times.Her older brother, Michael, and two of his friends, Aaron Houser and Joshua Treadway, initially were accused of committing the murder, and police extracted confessions from two of them during lengthy interrogations.The admissions were later ruled to have been coerced, and the charges against the boys were dismissed. During Tuite's retrial, the now-adult former suspects testified that they had no involvement in Stephanie's death.Tuite had been in the area of the Crowe residence the night the girl was killed. He was agitated and looking for a woman named Tracy, according to prosecutors, who contended that the disheveled and seemingly confused transient wandered into the Crowe home and attacked the girl.Investigators, however, found no physical evidence directly linking him to the crime scene.Analysts later found the victim's blood on two shirts that Tuite had been wearing on the day of the murder. Jurors who voted to acquit Tuite said they believed a defense theory of "contamination," in which blood from the crime scene somehow wound up transferred onto Tuite's clothing.More than two decades after the murder, two families reacted Friday after Tuite was released in the current case."I'm absolutely pleased. He is not a danger to anyone and doesn't belong in jail," said Tuite's sister, Kerry Licon."Richard Tuite, free, walking the streets after murdering my child, is our family's daily struggle to cope with.
