SAN DIEGO (KGTV) -- Lifeguards Thursday rescued a 17-year-old girl who fell while hiking at Blacks Beach near Torrey Pines.Lifeguards say the teen was hiking with two other teenagers near Box Canyon about 1:30 p.m. when she fell at least 12 feet into a creek bed.A San Diego Fire-Rescue helicopter flew her to safety. Lifeguards helped the girl's companions walk down to the beach.The girl injured her leg and possibly her head. She was taken to Scripps Hospital in La Jolla.Lifeguards said three other people were rescued about the same time, including one person who started climbing down the cliff and became too scared to go up or down.Watch video from the scene in the player below:  711

SAN DIEGO (KGTV) - It appears traffic along parts of Normal Street in Hillcrest will disappear for good, giving way to the Normal Street Promenade.City Councilmember Chris Ward says the city has signed on for the project as part of the Uptown Bikeways Project with SANDAG.The east side traffic lanes would stay but the lanes on the west side will be replaced by dedicated bike lanes and a pedestrian walkway along a two-block stretch from the Hillcrest Pride Flag to Lincoln Avenue."I'm excited.  Hillcrest is a close-knit community, and this will make it even more social," said Hillcrest resident Madison Layo."A great gathering space for everyone that people can rally around ... show a little pride," said Alex Craig, another Hillcrest resident.Ward says the public space can host events like the weekly farmer's market and Pride gatherings, along with events such as street fairs, movies and concerts.  The proposal also includes 70 extra parking spaces from Lincoln Avenue to Washington Street.  Supporters believe the project could also attract business activity to the area.The Uptown Community Parking District has allocated .8 million for the project.  Community outreach for the project will begin in early 2019 with construction expected to start in 2020. 1307

SAN DIEGO (KGTV) -- Many drivers around San Diego say they’re worried about being cited after seeing what some people call “smog checkpoints.”Motorists recently came across one of the mobile smog checks on Nimitz in Point Loma. A roadside team was inspecting cars to gather data in hopes of improving air quality.The mobile unit is set up to look like a DUI checkpoint, but stopping is voluntary. "I look ahead, and I see lights. It's obviously police action, and I'm thinking maybe there's a car accident,” said Nanci Washburn.Washburn said the activity created traffic backup, making her late for a meeting. "Here is a CHP car. Two officers, there's a whole blue tented area here with chairs. Once I got past that, here is a lift to put a car on."Washburn says the first thought that went through her head was that authorities were targeting older vehicles due to emission problems.10News spoke to the California Highway Patrol and the agency behind the smog checks, the Bureau of Automotive Repair. Those agencies say it’s not a checkpoint and no one is being impounded, rather, it’s a voluntary survey to help the state meet air quality standards.The agencies involved claim drivers aren’t penalized for not participating. "There's no fines and no penalties if they pass or fail, it's just informational. And we use this information to help us manage and evaluate the California Smog Check Program,” said Michael Lafferty.Essentially, the state is policing their program, officials claim. SAN DIEGO (KGTV) - In a graphic display, a former charter boat captain demonstrated Wednesday how to make the knots found on Rebecca Zahau’s body, according to the San Diego Union-Tribune.Zahau was discovered bound and hanging from a balcony of the Spreckels Mansion in Coronado in 2011.While the San Diego County Medical Examiner’s office determined the death was a suicide, Zahau’s family believes she was murdered.The Zahau family filed a wrongful death lawsuit against Adam Shacknai, the brother of Rebecca’s boyfriend and the only other person in the home at the time of her death.Lindsey Philpott used a lifelike mannequin covered with a white sheet to show the overhand and clove hitch knots, which, according to the U-T report, Philpott said were common for nautical uses.Shacknai works as a tugboat captain.Philpott said under cross-examination that both knots are simple and widely used, the Union-Tribune reported.The Zahau wrongful death trial, which was in its fifth day Wednesday, is expected to last four weeks. 1034
