The terror attack on New York City's West-Side bike path has President Trump calling for congress to eliminate the "Diversity Visa" program.Congress created it in 1990. It was signed into law by President George W. Bush.Among the San Diegans who are here because of the visa program is Anna Riazanova. In 1993, Riazanova, a native of Russia, entered the U.S. on a student visa and began studying to become a paralegal."I fell in love with the country, the people," said Riazanova.A year later, she applied for the Diversity Visa Lottery program, aimed at diversifying immigration by randomly selecting 50,000 green card applicants every year from countries with historically low U.S. immigration rates. 709

The US stock market sank deeper into the red following sluggish economic reports on Monday and bad news from a couple of blue-chip giants. The Dow fell 600 points by late afternoon, or 2.6%. The S&P 500 lost 2.6% and retreated to its lowest level of the year. And the Nasdaq joined the Dow & S&P 500 in negative territory for 2018. All three indexes have plunged about 7% so far this December. The Dow closed down 507 points for the day.And the Russell 2000 index of small-cap stocks tumbled into a bear market, marking a 20% decline from the record highs notched in late August.A weaker reading from the New York Federal Reserve about manufacturing in the Empire State and a drop in confidence from the nation's homebuilders weighed on the markets."Investors are zeroing in on this idea of slower growth for 2019," said Michael Arone, chief investment strategist at State Street Global Advisors. "More people are worried about a recession in late 2019 or 2020."The political noise in Washington isn't helping either. President Trump, in a tweet Monday morning, repeated his criticism of the Federal Reserve for its recent rate hikes. The Fed meets Wednesday and is widely expected to raise rates again. But Trump tweeted that "it is incredible that with a very strong dollar and virtually no inflation, the outside world blowing up around us, Paris is burning and China way down, the Fed is even considering yet another interest rate hike. Take the Victory!"The Fed is supposed to be politically independent. Any evidence that it might be swayed by attacks from Trump could unnerve the markets."If the Fed doesn't raise rates it will look like it's succumbing to the bullying of Trump's tweets," Arone said. But Nancy Perez, managing director at Boston Private, said the Fed is likely to slow down its pace of rate hikes in 2019 simply because the economy is slowing, not because of pressure from Trump.Perez added that the recent market turmoil is justified because investors are readjusting to this fact."We have been getting a bump in profit margins due to lower taxes but the earnings growth itself is not sustainable," Perez said. "Projections will come down and volatility will continue." 2247

The US Forest Service hopes families will want to end 2020 with a live tree, preferably one cut from a national forest.Cutting down a Christmas tree is a tradition for many, and a healthy tradition for the forests as smaller trees get thinned out.“By cutting your own tree, you take an active part in managing your national forests,” according to the US Forest Service webpage.Tree hunters should look for an area of tightly-knit, dense trees and pick one from there. This will in turn give the surrounding trees more space to grow, Hillary Santanez, recreation event coordinator with the White River National Forest, explained to KMGH.Thinning the forests in this fashion reduces competition for resources and nutrients so the other trees can grow stronger and healthier, Santanez said. It also helps the trees handle stressful environmental situations, such as drought. In addition, thinning dense forests can help with wildfire mitigation.Families who have a fourth or fifth grader can get a free permit from the Every Kid Outdoors initiative through the US Forest Service. Otherwise, permits to cut down a tree in a national forest run to depending on the park. Permits are required. All permit sales are online for 2020, along with maps, how to select a tree, guidance for cutting it down and safety reminders. Like, dressing for the cold, possibly dark and snowy forest conditions. The different parks have different rules about where a Christmas tree can be cut down from, usually it has to be about 200 feet from roads and campgrounds."You want to make sure that you're not trespassing on private property, so going onto our website and downloading a map is essential so that you can make sure that you're staying on forest land because a lot of the forest land, especially in the Front Range area, is really adjacent to private property, and you have to make sure that you're following the law while you're up there," Pike and San Isabel National Forests and Cimarron and Comanche National Grasslands Public Affairs Officer Crystal Young told KOAA News. There are height and trunk size requirements as well to make sure tree hunters are taking the smaller trees to help thin out forests. Find details on the US Forest Service website. 2258
