SAN DIEGO (KGTV) — Residents can learn about the city's most iconic buildings this weekend during an open house of nearly 100 sites.Open House San Diego, hosted by the San Diego Architectural Foundation, is offering a free look into sites including buildings downtown, in Barrio Logan, Balboa Park, La Jolla, and elsewhere in the county March 23 and 24. Guests get designer-led tours of hidden gems and treasures across San Diego and can participate in a photo contest to win prizes. SAN DIEGO (KGTV) -- San Diego County was officially added to California's "monitoring list" as the number of coronavirus cases across the state increases, and Gov. Gavin Newsom said he expected local health officials to comply with specific orders that include the closure of indoor dining spaces.As of Monday afternoon, San Diego County joined five other counties on the monitoring list. The other counties added to the list: Colusa, Madera, Marin, Merced, and Monterey.Of the state’s 58 counties, 23 of them are on the state’s list.Ahead of the Fourth of July weekend, Newsom ordered counties that have been on the list for at least three days to shutter indoor operations at businesses such as restaurants, wineries, movie theaters, zoos, museums and cardrooms.In a tweet on his Twitter account, Newsom said:"CA is now asking Colusa, Madera, Marin, Merced, Monterey & San Diego to close indoor operations for:-Restaurants-Wineries-Movie theaters-Zoos, museums-CardroomsBars must close ALL operations."During his Monday news conference, Newsom said he was awaiting an order from local health officials in each of the newly-added counties to issue an order enacting the measures, which are expected to remain in effect for at least three weeks.Counties on the list were also ordered to close all of its bars, a move San Diego County had already taken ahead of the holiday weekend. SAN DIEGO (KGTV) — San Diego Metropolitan Transit System (MTS) has updated its use of force policy to include a ban on the carotid restraint technique among other new policies.MTS said the agency is training officers and has started testing the policies, which include:Banning carotid restraints and choke holds, prohibiting the use of knee pressure on the neck, throat or headA requirement that the use of force to be proportional to the seriousness of the offenseRequiring officers to intervene if witnessing excessive force by another employeeA requirement to use de-escalation tactics when feasible (de-escalation training was previously provided, but now written into policy)Requiring a warning prior to the use of forceMTS will also begin its fare diversion pilot program on Sept. 1 to help riders caught without fare avoid court fees or a citation.RELATED: San Diego MTS steps up efforts to keep riders, workers safeThe new policies come after several local agencies moved to end the use of the carotid restraint technique and reform their own use of force policies."These reforms to the use of force policy are another step in our effort to comprehensively restructure our approach to transit safety. SAN DIEGO (KGTV) — San Diego Police are asking the public to help find the driver who left a man with several severe injuries along an Ocean Beach street last month.Police say at about 10 p.m. on Sept. 6, a 64-year-old man was walking his bike northbound in the bicycle lane of the 4000 block of Nimitz Blvd. The suspect, driving a newer model Nissan Versa Note hatchback (shown below), struck the victim. The driver sped off, leaving the man severely injured.The victim was taken to a nearby hospital suffering from several fractures to his pelvis, ribs, fibula, and foot. He also suffered lacerations and injuries to his bladder and liver. The man is expected to survive but remains hospitalized, police say.Police say the Nissan should have damage to its passenger side front headlight, fender, and side view mirror.
