SAN DIEGO (KGTV) - US Coast Guard officers will be out in full force over the holiday weekend. They've launched Operation Dry Water to help cut down on the number of arrests for people boating under the influence of drugs or alcohol."We want everybody to have a great time and do it in a safe manner," says Lt. Commander Ellen Motoi, the Chief of Enforcement for the San Diego Sector of the Coast Guard."We're going to have a lot more boats out there from the local side, as well as Harbor Police. They'll be promoting safety and looking for boaters under the influence," says Motoi.Alcohol is the leading cause of boating accidents, according to the Coast Guard. They look for erratic speed, dangerous course headings and boats coming too close to other vessels as warning signs that someone may be drunk while operating a boat.Operation Dry Water is a nationwide program. In 2018, they made 494 BUI arrests and issued 7,305 other citations.Like driving, the legal limit for alcohol while operating a boat is .08. Anyone arrested for BUI could face jail time, a loss of their license/credentials and a hefty fine.Aside from BUI, Motoi says the emphasis of Operation Dry Water focuses on safety."It's not worth it," says Motoi. "We encourage everyone to think twice before you get on a boat."Motoi says the most common mistake people make is not to wear a life jacket. The Coast Guard says 80% of all drownings happen because people aren't wearing one.The Coast Guard also wants boaters to know they shouldn't shoot off flares or fireworks from their boats. SAN DIEGO (KGTV) - San Diego County residents can now watch for wildfires without ever going outside.  San Diego Gas and Electric introduced “Alert SDG&E Cameras” Tuesday.  The public website allows anyone to watch live video streamed from any of 15 cameras placed on top of the county’s highest peaks.“This is a game changer for San Diego and the communities that we serve,” said SDG&E COO Caroline Winn.“Alert SDG&E Cameras” is a collaboration with UC San Diego and the Seismology Lab at the University of Nevada, Reno.“We’re about getting the information out to those who want it,” said Winn. “It’s important that these are shared assets.”SDG&E meteorologists monitor the cameras, which can spin 360-degrees, zoom in to a fire, and can alert fire officials when there’s smoke. 814

SAN DIEGO (KGTV) — Tuesday marked the the 10-year anniversary of one of the most chilling murders in the history of San Diego County.Chelsea King, 17, was raped and murdered by a registered sex offender as she was out for jog around Lake Hodges in 2010.Today, her family launched a nationwide organization called "Protect the Joy" that will work to protect children.RELATED: A decade later, remembering Chelsea King and Amber DuboisLife changed for Brent King and his wife Kelly a decade ago. Their only daughter was missing out for a run then, nowhere to be found."You can't breathe. Your whole body is shaking, your chest is as tight as it's ever been," Brent King said. "You can't be in enough places at once. Every horrible thought is running through your mind as to whats happening … you know ... Where's my little girl?"After five excruciating days came the most brutal news of all. Chelsea's body was found buried in brush along the banks of Lake Hodges. "The hardest memory I have is the day that Sheriff Johnson pulled me aside and told me what had happened. And I then shared that with Kelly and Tyler," King said. "That was the hardest moment for me of my life. To not only to understand what had happened to my little girl, but then to have to share that with the two people that I care for the most." The community came together in sadness. Within weeks thousands gathered to finish Chelsea's run. It would become an annual event for the next eight years. The King family established the Chelsea's Light Foundation. To date, it's awarded over 0,000 in scholarships to local students. California lawmakers passed Chelsea's Law, which established stricter penalties for sex crimes against children.But the Kings aren't done. They're launching an organization called Protect the Joy to work on passing legislation to protect children across the country."[It's] really an umbrella organization that will work on passing legislation that will protect our kids from all those things out there," King added. All those things that threaten the safety of children, everything from gun violence, opioid abuse, sexual predators, and bullying. King says the new group will work with communities to pass laws to protect children. A lofty goal, he acknowledges."Well Chelsea always tells us to go big or home. And if you are going to do something than do it right. Do it all the way," King said.King says he's learned over the course of his time grieving that he can find joy in people's eyes, in being connected with others and trusting in the good of people. But as he sets out to grow the organization, he struggles to change policy will not be his only burden."The hard days for me is when I have to attend a wedding," King said. SAN DIEGO (KGTV) - U.S. Coast Guard rescued 13 Mexican nationals from the waters off the coast of La Jolla Saturday.The rescue, located near the Children's Pool, was reported just before 8 a.m., according to the Coast Guard. The 13 individuals, one woman and 12 men, were rescued from a panga boat and brought to shore.Border Patrol officials took the individuals into custody and officials believe they were trying to enter the country illegally.RELATED: One person hurt, possible drug packages found after boat washes ashore in CarlsbadPanga boat attempts to illegally have seen a sharp increased since 2010, according to Border Patrol, as land borders have tightened.Just last month, one person was found injured around several packages of marijuana washed ashore in Carlsbad.
