It is a time for family reunions, gift giving and fireworks.It will be even merrier for the survivors of the Wenchuan earthquake in 2008, who just moved into their new homes in the new town.The earthquake survivors are preparing for the first Spring Festival in their new homes.Xia Tianfeng of Beichuan County, Mianyang City, is sticking red paper decorations onto the windows of her new house for good luck in the New Year."We finally have our new house. Why wouldn't I be happy?" asked Xia.She and her family lived in a makeshift house for two years before moving into their new house one month ago.Dong Depa, 43, and his family moved into their new house in Yingxiu Town, the epicenter of the quake, five days ago."I can pay off the debt incurred to build the house in two years," said Dong, who spent only 30,000 yuan (4,541 U.S. dollars) for the house's construction and decoration, with the rest being shouldered by the government.Dong lost his two children in the quake but he and his wife have since had another child, a son."Last year, we spent the Spring Festival in the dormitory of the brick factory where I work as a cook. Now we can finally enjoy the festival in our own home," said Dong, unable to conceal his joy.Xia told Xinhua the ceremony for the new county seat was the real taste for a happy new year.Reconstruction has finished in the quake-hit zones in Sichuan, with most survivors now in their new houses.In Beichuan County alone, 96.5 percent of the survivors already have their new house.The new county seat is located in Yongchang Town, about 23 kilometers from the quake-leveled old one.The 8.0-magnitude earthquake struck southwest China on May 12, 2008, leaving about 80,000 people dead or missing.Waving goodbye to their temporary barracks, 7,397 households have been allocated new apartments, among which 3,504 households were former Beichuan residents, while others were from different Wenchuan earthquake-hits regions."The new apartment has already been simply decorated by the time I received the door key. With our new furniture, we can wait no longer to move into the home," said 45-year-old Xie Xinghe, a former resident of Beichuan.Including 50,000 yuan (about 7,575 U.S. dollars) in loans, Xie paid a preferential price of 79,600 yuan (about 12,000 U.S dollars) for the 100 square meter new apartment.Losing his only son in the earthquake, Xie and his wife adopted a one-year-old boy."It is the child who brings me new hope for the future," Xie said. BEIJING, Jan. 28 (Xinhua) -- China will further its efforts to harness the Huaihe River over the next five to 10 years in a bid to support the economic development of the regions along the river.The decision was announced Friday in a statement released after an executive meeting of the State Council, China's Cabinet, which was presided over by Premier Wen Jiabao.The work will include upgrading dams and water gates in flood diversion programs and building more irrigation and water conservancy projects in low-lying lands along the Huaihe River, said the statement.Further, efforts will be made to guard against water pollution and help urban and rural residents in the Huaihe River regions have sufficient access to clean water, it said.Also, more flood control reservoirs will be constructed, while more residents will be relocated from flood diversion areas as well as flood land.The cabinet urged government departments to earmark more funds and enhance management and cooperation in implementing these measures.The 1,000-kilometer Huaihe River, the third longest water way in China, originates from Mount. Taibai, central Henan Province, and runs eastward between the Yangtze River and the Yellow River, the two largest rivers in the country. It cuts through Henan and east China's Anhui and Jiangsu provinces before entering the Yangtze River via the Hongze Lake.The flood-prone river has a drainage area of about 180,000 square kilometers.

BEIJING, Jan. 24 (Xinhua) -- China has invested 115 billion yuan (17.45 billion U.S. dollars) on the South-to-North Water Diversion Project as of the end of last year, a senior official said Monday.E Jingping, director of the Office of the South-to-North Water Diversion Project Commission (SNWDPC) of the State Council, said construction on 40 projects began last year, marking a new annual record.No major accidents happened while constructing the projects last year, E said.The South-to-North Water Diversion Project is designed to divert water from the water-rich south of China, mainly the Yangtze, the country's longest river, to the country's arid northern regions. It will consist of three routes: an eastern, middle and western route. The project started with construction of the eastern route in 2002.Up until now, both of the eastern and middle routes were already under construction. The western route, meant to replenish the Yellow River with water from the upper reaches of the Yangtze through tunnels in the high mountains of western China, is still in the planning stage.About 330,000 people in Hubei and Henan Provinces will be relocated before the middle route is completed in 2014.

SINGAPORE, April 21 (Xinhua) -- Singapore's first locally-built satellite has been officially launched from a space center in India after a four-year delay, Singapore media reported on Thursday.The 105 kg fridge-size X-Sat was one of three riding on Isro's Polar Satellite Launch Vehicle (PSLV-C16) from the Satish Dhawan Space Center in India on Wednesday. It will be used to take photographs to measure soil erosion and environmental changes on earth, local daily Straits Times said.The launch at 12:42 p.m. on Wednesday was the 18th successful lift-off since the maiden flight of PSLV in 1994.The satellite was designed and built by Singapore's Nanyang Technological University and Singapore's defense research body DSO National Laboratories.Now in orbit, the satellite is establishing communication contact with the ground control in Nanyang Technological University, a process that is likely to take up to a week.The launch capped more than nine years of hard work by scientists and engineers. It also makes Singapore one of the first countries in Southeast Asia to have its own satellite in space. Previous satellite launched by Singapore involved construction efforts by foreign companies.
