BOGOTA, Dec. 28 (Xinhua) -- Colombian Vice President Angelino Garzon on Tuesday met with visiting Chinese State Councilor Liu Yandong to discuss the development of relations between their two countries.Liu said the relations between China and Colombia had maintained a sound momentum of development since they forged diplomatic ties 30 years ago.Exchanges and cooperation in the fields of politics, economy, education, technology and culture had yielded rich fruit, and the two countries had maintained coordination and cooperation in international and regional affairs, Liu said.Both China and Colombia - two developing countries with extensive common interests - were shouldering responsibilities of economic development and improving people's livelihood, she said.China cherished the friendship with Colombia and wanted to join Colombia in advancing their friendly and mutually beneficial cooperation, Liu said.The Chinese state councilor also said exchanges and cooperation in the fields such as culture, education and technology had great potential for further development, which should be new spotlights in bilateral relations.She called for continued strengthening of technological and educational cooperation and expanding cultural exchanges.Garzon expressed his gratitude for the sympathy and condolences China had extended to Colombia over its severe floods.China-Colombia ties were developing well, and Colombia highly valued its relations with China, he said.Garzon also said the two countries had great potential in mutually beneficial cooperation, and Colombia was willing to expand cooperation with China in economy, technology, education and culture.Colombia firmly adhered to the one China policy, he said.After the meeting, Liu and Garzon attended a signing ceremony for cooperation agreements on education as well as science and technology.

BEIJING, Dec. 1 (Xinhua) -- China and the Democratic People's Republic of Korea (DPRK) Wednesday pledged to cement legislative ties.The pledge came out of talks in Beijing between Chairman of the Standing Committee of the National People's Congress (NPC) of China Wu Bangguo and Chairman of the DPRK Supreme People's Assembly (SPA) Choe Tae Bok.In his opening remarks, Wu said the meeting was his third with Choe this year.The first meeting took place when DPRK leader Kim Jong Il visited China in May. Choe was then a part of Kim's entourage.Wu and Choe then met on the sidelines of an international parliamentary leaders' meeting in Geneva in July."Three meetings in one year reflects our special relationship," Wu said, adding that he expects Choe's visit to boost bilateral relations and ties between the two nations' legislatures.Saying China and DPRK are good neighbors, Wu noted that China-DPRK relations have withstood the tests of changes in the international arena.China-DPRK relations have witnessed significant progress this year, Wu said, citing DPRK leader Kim Jong Il's two visits to China during which Chinese President Hu and Kim reached a number of important agreements.Wu said it is the unswerving principle of the Communist Party of China and the Chinese government to cement and develop friendly ties with the DPRK.China hopes to work with the DPRK to carry out the consensus of their leaders while maintaining high-level exchanges and stepping up strategic consultation, Wu said.Choe hailed China's remarkable achievements of the reform and opening-up and China's modernization drive, expressing hope the Chinese people will make further progress in building socialism with Chinese characteristics.On legislative ties, Wu said the NPC and the SPA play crucial roles in their countries' politics.The NPC hopes to work closely with the SPA on state governance and legal system building while boosting communication and consultation on international and regional parliamentary organizations, Wu said.Choe began a five-day visit to China Tuesday. BEIJING, Nov. 13 (Xinhua) - China's urbanization would boost domestic demand by 30 trillion yuan (4.5 trillion U.S. dollars) by 2030, an official from a top think tank said Saturday.The country's urbanization expansion promises a huge potential in domestic demand, which will assure a stable economic development for China even if exports decline, Han Jun, vice director with the State Council's Development Research Center (SCDRC), said at a forum, adding that the urban migrants' demand for housing is likely to become the largest driving force for China's economic growth in the future.Additionally, Han noted that the core issue in China's urbanization is to allow farmers-turned-migrant workers to become permanent urban residents.In the Communist Party of China (CPC) Central Committee's Proposal for Formulating the 12th Five-Year Program for China's Economic and Social Development (2011-2015), which was issued last month, authorities stressed that accelerating urbanization would be an important mission during the next five years.Data from the SCDRC indicates that China's urbanization rate hit 46 percent by the end of 2009, and will reach 63.6 percent by 2030, with the urban population standing at 930 million.

JINAN, Jan. 9 (Xinhua) -- Police in east China's Shandong Province said Saturday that one of the two killers who shot dead four policemen on Jan. 4 had also murdered another man before the gunfight.Liu Jianjun, 50, allegedly killed one man on Dec. 29 last year in Dezhou City of Shandong.Liu and his 52-year-old brother Liu Lumin shot at policemen who were investigating the Dec. 29 murder case in Tai'an City of the province on Jan. 4 .Three policemen were killed at the scene, and another died later in the hospital.After gunning down the officers, the two men fled the scene, hijacking four cars and shooting two drivers before their car collided with a police wagon.The gunmen, armed with a homemade pistol and a double-barreled shotgun, continued to fire after police had cornered them, injuring more policemen and civilians.Liu Lumin then shot and killed himself while Liu Jianjun was taken into custody.

BEIJING, Nov. 23 (Xinhua) -- China aims to better protect lawyers' rights and facilitate their work through enhanced financial and policy support, according to the Ministry of Justice.The ministry also intends to intensify supervision on the work of lawyers and law firms against unsound practices, it said on Tuesday.Efforts will be made to better protect lawyers' rights to meet with their clients in police custody and facilitate their rights to review documents, conduct necessary investigations and collect evidence, the ministry said in a written interview with Xinhua Tuesday.The ministry, which has recently issued a circular on its proposal to further improve the work concerning lawyers, called for a system to guarantee funding for lawyers' work."Lawyers should be subsidized if working as legal advisors to the government or providing legal services for the public interest," the ministry said.Also, government agencies are urged to continue their financial support for those government-funded law offices in underdeveloped regions of the country and offer more funding for lawyers' training.The ministry called on courts and prosecution agencies to recruit more judges and prosecutors from outstanding lawyers and encouraged government bodies to select more qualified lawyers to work as civil servants.Meanwhile, China will improve the evaluation of lawful practices undertaken by the country's lawyers and increase supervision over the work of law offices and lawyers, according to the ministry."Judicial administration departments should conduct annual checks of law firms' work while bar associations should check lawyers' lawful practices every year," it said.It called for intensified checks for unsound practices of law firms or lawyers, including those of undermining justice in law enforcement, public order, or legal rights and interests of the masses."Lawyers who ignore or violate laws and regulations governing lawyers' practices should be dealt with seriously, including expulsion from the legal profession," the ministry said.Conditions and procedures which applicants should meet and pass before becoming certified lawyers must be strictly followed, the ministry said.According to the ministry, the number of certified lawyers and law firms in China exceeded 166,000 and 15,000, respectively, at the end of 2009.
