TAIPEI, Nov. 6 (Xinhua) -- Chinese mainland's chief negotiator on Taiwan affairs Chen Yunlin said Thursday that complicated historical problems across the Taiwan Strait could well be resolved through mutual trust.     Chen, president of the mainland's Association for Relations Across the Taiwan Strait (ARATS), told a banquet, held in the island's landmark Grand Hotel, that problems could be settled as long as the two sides made concerted efforts with "kindness and wisdom" to create conditions and firstly solve economic and livelihood problems closely linked with public interests.     Chen was grateful for the considerate arrangement and warm and friendly service on the part of the Taiwan-based Straits Exchange Foundation (SEF) over the past four days.     He was on a five-day visit to the island starting Monday for economic talks with the SEF, which was the first meeting held in the island between the ARATS and the SEF. The two signed historical deals concerning direct shipping, flights and postal services. BEIJING, Oct. 30 (Xinhua) -- China will adopt preferential fiscal and investment policies to boost economic development and trade in border areas, said the Ministry of Finance (MOF) on Thursday.     As of Nov. 1, residents who live in the border will be exempted from taxation of the daily necessities such as food and cloth costing in total no more than 8,000 yuan (1,171.3 U.S. dollars) per individual in one day.     Fiscal departments at all levels of government will allocate funds to support enterprises that engage in small-amount trade in border areas as of Nov. 1. But the MOF didn't reveal how much money would be allocated.     The amount of the fund is expected to increase every year, and no limitation was set on the period, said the MOF

BEIJING, Nov. 25 (Xinhua) -- Chinese Premier Wen Jiabao sent a congratulatory message to a UN meeting in observance of the International Day of Solidarity with the Palestinian People to be held Tuesday at the UN headquarters in New York.     Wen extended warm congratulations to the opening of the meeting in observance of the International Day of Solidarity with the Palestinian People on behalf of the Chinese government.     The Palestinian issue is the core of the Mideast problem. China staunchly supports the restoration of the legal rights of the Palestinian people as well as the Mideast peace process, the message said.     China hopes that Palestine and Israel would stick to the path of peaceful negotiations on the basis of related UN resolutions and the "Land for Peace" principle to establish an independent Palestinian state at an early date, so as to realize peaceful coexistence between the Israeli and Palestinian states, it said.     To resolve the Palestinian issue at an early date is the aspiration of the people in the Mideast as well as the common expectation of the international community, it said.     As a permanent member of the UN Security Council, China will continue to support the United Nations in playing an important role in solving the Mideast problem and pushing forward the settlement of the Palestinian issue, said the message.     The Chinese government will also work with the international community to make unremitting contributions to peace, stability and development in the Mideast, it added.

CHONGQING, Dec. 16 (Xinhua) -- China has approved the establishment of a bonded area in southwestern Chongqing Municipality in an effort to boost the opening and development of central and western regions.     Chongqing Vice Mayor Huang Qifan said Tuesday at a press conference here that the first inland bonded area had been approved by the State Council, or the Cabinet.     The 8.37-sq km Cuntan Bonded Area centers both the Cuntan Harbor and the Jiangbei International Airport. The bonded area will be completed in 2015.     "The Cuntan Bonded Area will be built into a multi-functional area with most advanced logistics and preferential policies," Huang said. "It will also become an accelerator for the opening upof central and eastern inland cities."     The Chongqing Bonded Area Development Company and the area's administration commission will start operation on Thursday. Huang did not reveal the investment for the bonded area or its operation time.     Bao Zichuan, chairman of the company, said the bonded area will focus on harbor business, air transport, foreign trade, export-oriented processing and commodity displays.     Enterprises in the bonded area will enjoy such preferential policies as tax rebates for exports and free tax for trading within the area.     So far, China has established ten such free trade zones in the coastal areas from north to south.

BEIJING, Jan. 6 (Xinhua) -- Chinese Vice President Xi Jinping urged officials with the Communist Party of China (CPC) to play more important roles when dealing with the international financial crisis.     Xi, also a member of the Standing Committee of the Political Bureau of the CPC Central Committee, made the remark during a conference Tuesday.     Xi asked officials to make public promises that they would better implement their duties to Party members and non-party people.     The official also urged Party officials to carry out the central government's policies designed to keep steady economic growth and improve the people's lives using practical measures.
