SAN DIEGO (KGTV) -- A man died late Saturday night after a home caught fire in Paradise Hills.Fire crews say the fire erupted just after 10 p.m. on Calle Cumbre Street.Neighbors in the area reported hearing a loud boom before flames could be seen bursting from the homeFirefighters say neighbors then began breaking windows in an attempt to get the people trapped inside the home out.The two men inside the home were taken to the hospital where one of them died. The second man is in unknown condition.Fire investigators have ruled the fire accidental.  566

SAN DIEGO (KGTV) — A Rancho Penasquitos man says on Sunday morning he walked outside to discover someone had broken into most of the mailboxes on his street. He added that even mailboxes that had locks had been pried open and left empty.“I woke up this morning to pick up my newspaper and I noticed every mailbox up and down the street and adjacent streets I could see had been opened and all the mail had been removed,” he said. The neighbor asked ABC 10News not to be identified.He said he’s lived in the area for about 10 years and it’s generally quiet. They had one incident a few years ago where mail was stolen around tax return season. He’s concerned about this theft because of the looming November election.“I kinda felt it might’ve had something to do with stealing the ballots,” he said.He said both he and his next door neighbor had received their ballots in the days immediately before the theft. Other neighbors in the area also said they already got their ballots in the mail, but the incident is a reminder to be extra cautious with important voting documents moving through the postal system.“Personally, I’ve never been a victim of crime here, or do I know anybody that’s been a victim of crime here, so it’s something that’s concerning,” he said.The neighbor added that he did email the registrar’s office to let them know of the possibility of stolen ballots in his neighborhood. 1407

SAN DIEGO (KGTV) -- A man who groped and sexually assaulted four female students as they walked to their off-campus housing near SDSU pleaded guilty Monday.Minda Shewangizaw, 20, pleaded guilty to charges including felony and misdemeanor counts of false imprisonment and sexual battery.All four victims in the case, who ranged in age from 17 to 19, testified during the preliminary hearing.One of the victims said she and her roommate were walking home after midnight when Shewangizaw came up behind her and “grabbed her butt.RELATED: Women testify against UC Riverside student accused of groping near San Diego State”Her roommate said she noticed someone walking behind them before he began to chase them. "I said, You need to leave. He grabbed my hand and pulled me toward him. He pulled my shirt down and grabbed my breast."She said she kicked Shewangizaw and was able to break free.Another victim testified that she and another woman were on a pedestrian bridge heading back to their dorm when she heard footsteps and was smacked on her “behind” by Schewangizaw."I was livid. I said, What are you doing? Don't do that! He laughed it off."She said she kept walking when the defendant made a remark about her breasts before pulling her shirt down and putting his hands on her chest.A witness said Shewangizaw then grabbed her breast and buttocks and trapped her against a rail before laughing and walking away.The sentencing is scheduled for June 12. 1460

  

San Diego (KGTV) - A San Diego man claims San Diego County Sheriff deputies roughed him up in jail and the incident was caught on camera.He’s calling the deputies' actions an abuse of power.“I’m actually pissed,” said Joshua Strode. “I’m actually very angry.”San Diego State University police arrested Strode back in June for being drunk in public, something he denies.Strode was taken to San Diego Central Jail. He claimed he was inside the first-floor intake area when deputies came at him from all directions.“I kept on trying to tell them, 'You’re hurting me badly, please stop," he said.A video given to Team 10 from inside the jail shows Strode’s encounter with law enforcement. 692

  

SAN DIEGO (KGTV) — A non-profit organization held a first-of-its-kind seminar to teach law enforcement officers, first responders, and legal professionals how to understand and handle incidents involving people with intellectual and developmental disabilities. More than 100 individuals representing a variety of agencies, including the San Diego Police Department, Chula Vista Police Department, and the public defender's office attended the Arc of San Diego's "Pathways to Justice" training at the Handlery Hotel in Mission Valley. In recent years, law enforcement agencies from across the country have been under attack about their handling of cases involving witnesses, victims, and suspects with disabilities. Arc of San Diego hopes to bridge the understanding gap. On April 30, 2015, San Diego Police officer Neal Browder responded to a call about a man reportedly wielding a knife. He rolled into the alley with no lights, sirens, nor was he wearing a body camera. But a nearby surveillance camera caught the entire encounter. Within three seconds of opening his door, Browder fatally shot the man, Fridoon Nehad. It turned out, Nehad was an unarmed, mentally disabled man. Since this incident, the American Civil Liberties Union has questioned the officer's use of lethal force. Would this have happened if San Diego Police officers had the proper training?The Arc of San Diego hopes this never happens again, which is why they invited agencies to join their training seminar."We want to help first responders have a better understanding of what it is to interact with people with intellectual and developmental disabilities," Arc of San Diego CEO and President Anthony Desalis said.San Diego was chosen as one of four cities nationwide to run this three-pilot program. The others are Monmouth County, New Jersey, Loudoun County, Virginia, and Columbia, South Carolina. The program includes this one-day seminar where each department will create its own Disability Response Team. Finally, the departments will hire disabled individuals as intern cadets through the "Growth Through Opportunity" program. "That gives the officers at those stations a chance to interact with someone who has a disability," SDPD Sgt. Jonathan Lowe said. While his primary assignment is recruiting, he is also the Chief's Liaison for the Disabled Community. So how do you deal with a situation like Nehad's? Experts say step one is to be patient. "Don't automatically assume they are somebody who is drunk or somebody who is on drugs," Desalis said. "It may just be that it takes a moment to process what you're saying to them."Giving that person that extra moment could be the difference between life and death."No situation is ever going to be perfect in the field," Sgt. Lowe said. "But at least we can do our best to be proactive about training our officers the right way." 2871
