SAN DIEGO (KGTV) - A Halloween carnival at the Rancho Bernardo Community Park could be saved with a controversial decision.The park is short-staffed and in desperate need of volunteers.The City of San Diego allows people to volunteer one time per year without needing the usual criminal records check.Some parents are concerned about who would be volunteering near their children.The City sent 10News an email Friday indicating only volunteers who passed a background check would directly supervise or interact with children.Any volunteer does not go through a background check will be in support roles such as setting up tables and directing traffic. 669

SAN DIEGO (KGTV) - A handful of San Diego County fire departments have sent crews across the state to help with the Woolsey and Camp Fires. But Cal Fire officials tell 10News they're making sure that enough resources are left behind to cover any emergencies that happen here."We have an obligation here to make sure we keep enough strategic reserve to stay safe in San Diego," says Cal Fire Battalion Chief Jon Heggie.Through a process called "Mutual Aid," Heggie says Cal Fire sent three strike teams, consisting of 15 engines, to help around the state. That leaves 32 engines in San Diego. Heggie says those engines are placed around the county ready to pounce on any fires that spring up."The conditions they've seen up there are very similar to what we're seeing right now," says Heggie. But, he added that all time off had been canceled for Cal Fire employees while San Diego is in a Red Flag Warning."Everyone from the Chief down to the firefighters, they're staying in a heightened state of readiness," he says. "We'll never exceed those thresholds to make sure that we have enough adequate resources available for any fire that starts here in San Diego."Cal Fire's ability to respond quickly was put to the test Monday, when a house fire erupted in Ramona. SAN DIEGO (KGTV) -- A Point Loma woman said a man took photos of her chest as she was walking into the Ralphs grocery store on Rosecrans Boulevard on Tuesday morning. It was around 9 a.m. when Julie Buerckley noticed a man standing by the entrance and as she got closer she says he began snapping photos on his phone.  "He was taking pictures of me but it wasn't of my whole body, it was just of my chest," said Buerckley.Buerckley told 10News she ran inside to tell someone, but by the time employees came out the man was long gone. She said there's no telling how long he'd been there or who else he'd taken pictures of. "I'm worried about kids getting pictures taken when their parents aren't paying attention and stuff," Buerckley said. "That's what I'm worried about."She described the man as being tall, and wearing a red shirt, blue jeans and white shoes.  906

  

SAN DIEGO (KGTV) -- A man died following a shooting in downtown San Diego Thursday evening, police said.The shooting was reported just after 9:40 p.m. near the intersection of 5th Avenue and E Street in the Gaslamp Quarter, according to San Diego police.According to police, an altercation broke out between a man and his companion and a third man. Police said during the altercation, the third man produced a handgun and shot one of the men in the upper torso. The suspected shooter and the victim's companion both fled the scene.The victim was rushed to UC San Diego Medical Center for treatment, but he later died from his injuries. Police identified him as a 22-year-old Hispanic male.While the victim's companion was found a short distance away, police are still searching for the gunman. The suspected shooter was described as a Black male with braided hair, between 20-40 years of age, and wearing a bandana or rag over his face. He was last seen wearing dark clothing and running on eastbound E Street.Police are interviewing witnesses and viewing surveillance video footage from area businesses as part of the investigation. 1141

  

SAN DIEGO (KGTV) — A record number of voters have already cast their ballots in San Diego County. Registrar Michael Vu said of the 1.92 million voters in the county, 1,081,727 already voted as of Sunday. The Registrar of Voters pushed for early voting in 2020 to avoid crowds on election days and Vu said that hope has been met.“I’ve never seen numbers like this in advance of Election Day before,” said Vu.He said that they’re expecting between 80% and 85% turnout this year. With two more days to cast ballots, they’re not sure what method the remaining voters will use to vote. He added that in the 2016 presidential election, close to 500,000 people voted in person on Election Day, and it’s possible that many could still vote in person Tuesday, meaning the traditional Election Day lines could still be seen.“Hundreds of thousands of individuals we’re still expecting to vote and the question is will they vote with their mail ballot or will they vote in person,” said Vu.He said the fate of the next couple of days are in the hands of the voters and how they decide to vote.Vu added that if and when people vote, they’re encouraged to go to their designated super poll location. There are 235 super polls across the county. Residents can locate their polling place online here. Voters can also check the back of their sample ballots and voter information pamphlets for assigned polling places.Monday, super poll locations are open 8 a.m. to 5 p.m. Then Tuesday, polls are open 7 a.m. to 8 p.m. for Election Day. People have to be in line by 8 p.m. to be able to vote in person Tuesday, or mail has to be postmarked by Tuesday to count. 1650
