While it's true that premiums for the popular silver Obamacare plan could shoot higher for 2018, most enrollees will actually end up paying less for coverage next year.In fact, more consumers will be able to snag policies that will cost them nothing each month. How can that be?It's because premium subsidies are soaring too, making many plans on the exchanges more affordable. The Trump administration, however, is stressing how much premiums will rise, saying this is yet another sign that Obamacare is irreparably broken. They are downplaying the fact that the subsidies will cover most, if not all, of the cost.Obamacare advocates worry that consumers will be scared off by the news that premiums are skyrocketing for next year. They plan to highlight the fact that many people will be able to find lower-premium policies thanks to the subsidies.Even the Trump administration found that Obamacare plans will be more affordable next year. Some 80% of enrollees will be able to find a policy for a month or less -- up from 71% this year and the highest share so far."This year, more people than any previous year have access to a plan for or less," said Josh Peck, a former Obama administration official and co-founder of Get America Covered, which is promoting enrollment for 2018. "That's what we want everyone to know."Here's why this is happening:Many insurers jacked up the rates of their silver plans in part to make up for President Trump ending federal support for Obamacare's cost-sharing subsidies. These subsidies reduce deductibles and co-pays for lower-income enrollees.Premiums for the benchmark silver Obamacare plan will soar 37%, on average, for 2018, according to federal data released Monday. The premium subsidies are pegged to a benchmark silver plan in each market. So if that plan's rate rises, the value of the subsidy does too. More than eight in 10 Obamacare enrollees receive premium subsidies.Insurers, however, did not hike the price of bronze or gold plans nearly as much. The rate of the lowest-cost bronze plan is rising 17%, on average, while the cheapest gold plan is going up 19%, according to the Kaiser Family Foundation. That means the more generous premium subsidies will cover more of the monthly cost of these plans, so consumers will pay less.A 40-year-old earning ,000 will pay 75% less, on average, for the cheapest bronze plan and 21% less for the lowest-cost gold plan, according to a new analysis by the Kaiser Family Foundation. A 40-year-old earning ,000 will see a 28% drop in the price of the cheapest bronze plan, and an 8% decrease in the least expensive gold plan's premium.Bronze plans have lower premiums, but their deductibles are higher -- nearly ,900, on average, for an individual in 2018, according to a new report from Health Pocket, an online health insurance shopping tool. Meanwhile, gold plans have higher premiums, but their deductibles are only ,320 on average for a single enrollee next year. The cheapest gold plan will have lower premiums than the least-expensive silver plan in 459 counties next year once subsidies are factored in, Kaiser found. Silver plans will have an average deductible of just over ,000 next year. Many more consumers will be able to enroll in bronze plans and pay nothing each month. For instance, a 48-year-old consumer earning roughly ,000 can find a zero-premium policy in nearly 1,050 counties next year, up from 132 counties in 2017, according to an analysis by Oliver Wyman consulting group. Not everyone, however, will be so fortunate. Enrollees who don't qualify for premium subsidies -- those who earn more than ,000 as an individual or ,500 for a family of four in 2018 -- may be hit with the full premium hike. They may be better off buying bronze or gold plans or looking for individual coverage outside of the Obamacare exchanges.  3877

What's happening in the political world:Delta, United joins list of companies cutting ties with NRA-- Delta and United airlines have joined several large companies that pulled benefits offered to National Rifle Association members, following calls to boycott the organization following their response to the Parkland, Fla., school shooting.Delta tweeted that they have requested to be removed from the NRA's website: "Delta is reaching out to the NRA to let them know we will be ending their contract for discounted rates through our group travel program. We will be requesting that the NRA remove our information from their website.""United is notifying the NRA that we will no longer offer a discounted rate to their annual meeting and we are asking that the NRA remove our information from their website," United similarly tweeted Saturday.  Metlife, Symantec, and Enterprise are just some of the companies who announced they will cut ties with the NRA this week. None of the companies have given details about why or when they decided to cut ties, but the news comes as the hashtag #BoycottNRA has circulated widely on social media.Manafort indictment alleges secret payments to European politicians 1246

With Congress unable to agree on another stimulus package, the CARES Act may have been the only chance for many to get an economic impact payment or stimulus check. However, millions of people still haven’t received that check. The Internal Revenue Service (IRS) estimates roughly 9 million people are still owed at least ,200. The Center for Taxpayer Rights estimates another 2 to 3 million people are entitled to and have been fighting to get the 0 for each of their eligible dependents.“There is a whole combination of factors for why people have not received their checks,” said Nina Olsen, the Executive Director for The Center of Taxpayer Rights. One reason some have not gotten their checks is because they did not file a 2018 or 2019 tax return, and they have not gone to the IRS’s “Non-Filer Portal,” which is located on the home page of the IRS’s website. So now, after 5 months, the IRS is sending letters to 9 million people in that category. The IRS has been able to identify who still qualifies for a check, but hasn’t received it, by sorting through its records and checking W-2 forms and 1099s.Those forms also have the non-filer’s address information, and that is the address the IRS is using for the new letters. The letters will inform these non-filers they are still eligible to get a stimulus check under the CARES Act and the steps they need to take to get that money. The steps are simple, either go to the IRS’s website and fill out the non-filer form or file a tax return.“It is also really important that people realize that if they use the non-filer portal they won’t be able to claim the earned income credit and many of these people may be eligible for the earned income credit,” said Olsen. “Those people need to file a regular return rather than use the non-filer portal and I don’t think the IRS has done a really good job of telling people that.”The earned income tax credit (EITC), typically earned by those who have dependent children, can be worth up to ,000. If you fill out the non-filer form in the IRS’s portal but later learn you qualified for additional money from the EITC, you could potentially lose the money from EITC.Outside of the 9 million non-filers getting a letter from the IRS, the 2 to 3 million people still eligible for 0 per dependent are getting a second chance at more CARES Act stimulus money.“Social Security Retirees and disabled people, it gave them less than 48 hours to go online if they had children. That meant they could get an additional 0 and enter that on the non-filer portal. Well a lot of these folks don’t have online access,” said Olsen. "It actually took a lawsuit that is still in the process of being settled for the IRS to reopen the portal.”Those still eligible to claim dependents have until the end of September to claim them through the IRS’s non-filer portal. The 9 million non-filers have until October 15 to take their necessary action. 2941

While scientists work to come up with a safe and effective COVID-19 vaccine, doctors across the country are watching closely. Many are helping guide their patients in making an informed decision about getting a vaccine."This was indeed a surprise to see that there would vaccines available by the 1st of November. It’s clearly an aspirational goal, because we all would like to see a safe and effective COVID-19 vaccine as soon as possible, but I think testing vaccines to make sure they’re safe and effective is of paramount importance," said Dr. Bali Pulendran, a microbiology and immunology professor at Stanford University.Dr. Pulendran says the process of developing a vaccine involves numerous steps, and scientists are getting closer to the end. Still, it's hard to put an end date on the third and final phase of a vaccine trial. This last phase determines whether the vaccine actually works."The way in which you can assess whether a vaccine works is to see how many of these people acquire the disease or become infected with COVID at some period of time," explained Dr. Pulendran.Phase three divides the trial participants into two groups. One group is given the vaccine, and the other is given a placebo."And then, you calculate the efficacy based on those numbers. So, if there were 200 people affected in the placebo group but there were only 100 people who were infected in the vaccinated group, then the efficacy is 50 percent" said Dr. Pulendran. The third phase is hard to time, as it depends on how quickly some of the trial participants become infected. If they live in areas where COVID-19 infection rates are higher, the phase will be completed faster. But there are some other ways to speed up the vaccine trial.Dr. Darria Long, an emergency room physician and clinical assistant professor at the University of Tennessee-Erlanger, says one way is by doing two of the phases at the same time. Another way is if officials prepare for the manufacturing and logistics side of producing the vaccine during the third phase of the trial."This is what we see the CDC saying is to get ready on the manufacturing and logistics side because even if you come up with the perfect target drug, making sure you can manufacture hundreds of millions and that you have the little glass vials that can keep it at the right temperature, those are all things that can be hang-ups,” said Dr. Long. “So, they're wanting to expedite that process, because the last thing you want is to say is we have the vaccine, but we can’t get it to people.”Dr. Long is already answering her patients' questions as news of a possible COVID-19 vaccine continues to be publicized."I do think a lot of people are wondering about this vaccine and it runs the gamut. There are those that say they really want the vaccine because they see it as this gateway to getting back to life as we know it," said Dr. Long. There are also those who are really concerned about the efficacy and safety of a COVID-19 vaccine. Doctors say a key piece in evaluating a vaccine when it does come out is the data surrounding it."The data that comes out in the public domain: is a particular vaccine efficacious? How effective is it what is the efficacy data? Is a particular vaccine safe? What are the side reactions? And they should talk with their physicians to ask each question. Ask doctors, ‘Could you tell me what the safety part of this vaccine is?" recommended Dr. Pulendran. And above all, doctors and scientists hope politics will stay out of the development of a COVID-19 vaccine in order to ease any concerns or hopes for a vaccine to be available as soon as possible. 3644

When I told friends that my wife and I were heading to Johannesburg -- which had just been hit by torrential rain and flooding — for a family wedding over Easter, they joked about how lucky we were to be able to take deep baths and long showers.Like many Capetonians, we've endured months of quick 90-second showers, bucket washes or baths that are only centimeters deep and grey water to flush the toilet or water our parched garden. 447
