Video appears to show a person pulled into an unmarked minivan as NYPD officers keep protesters away from the vehicle in Manhattan on Tuesday night.Protesters were near East 25th Street and Second Avenue when several arrests were made, police said. It's not clear why the arrests were made.Only one person was shown being taken into the minivan. A man in an orange shirt with "Warrant Squad" written across the back got into the front passenger seat before the minivan drove off.That woman was taken into custody because she allegedly damaged police cameras during five separate incidents in and around City Hall Park, NYPD officials said. Police said the arresting officers were assaulted with rocks & bottles.The NYPD has been using unmarked vehicles for decades, a spokesman said."The Warrant Squad uses unmarked vehicles to effectively locate wanted suspects," the NYPD tweeted.New York City Council Speaker Corey Johnson called it "incredibly disturbing."Public Advocate Jumaane Williams said he was looking into it."Concerned about what we are seeing in this video," he tweeted.Lawmakers throughout the city called for answers. Councilman Carlos Menchaca told New Yorkers to keep recording police officers."This cannot be tolerated," he tweeted. "This is a terrifying display of unaccountable power. VISTA, Calif. (KGTV) -- Certain businesses in Vista will be allowed to take their operations outdoors in light of the state’s COVID-19 pandemic-related restrictions.Vista officials said a Temporary Emergency Order was issued Wednesday “to relax outdoor use for personal care services, salon and barber shop services, and gym and fitness services to temporarily relocate their existing business operations to an adjacent outdoor area during the COVID-19 pandemic.”The city’s order comes as indoor operations across the state shut down -- effective July 15 -- for gyms, houses of worship, non-critical office businesses, hair salons and barber shops, indoor malls and personal care services.Vista businesses that would like to move services outdoors are asked to contact the city’s Economic Development Department at 760-639-6165 or via email at EconDev@CityofVista.com.In a statement, Vista Mayor Judy Ritter said, “It’s a top priority for the City of Vista to do everything we can to support our local businesses during this pandemic and still protect the health and safety of the community. This temporary emergency order will provide the needed support to our Vista businesses so they are able to retain their employees and remain economically viable during this pandemic.” 1283

Walmart will be open an hour later at most locations across the US starting November 14. The retailer curtailed shopping hours at the onset of the coronavirus pandemic, and has been slowly expanding hours since then.Currently, most Walmart locations are open from 7 a.m. to 10 p.m., but on November 14, locations will remain open until 11 p.m., unless otherwise mandated by local government restrictions.Walmart also said that locations will continue operating a special shopping hour every Tuesday for customers 60 and older and those most vulnerable, starting one hour before store opening.The announcement comes as stores prepare for the busy holiday shopping season. VISTA, Calif. (KGTV) - For the third time in recent months, a local Boy Scout troop is coping with a heartbreaking theft.As they were getting ready to leave on a camping trip Friday, Boy Scout Troop 722 in Vista realized their camping trailer was gone.Without a trailer, future trips are now in jeopardy.The trailer was parked in the St. Francis of Assisi Catholic Church parking lot when someone broke the padlock and stole the trailer. Because the troop has dealt with vandalism in the past, all their gear is kept in a shipping container. The trailer has a unique bolt on its door, which was put in to prevent people from breaking in.Replacing the trailer will cost the troop ,000.Community members can donate on a Go Fund Me page set up for the troop. If you spot the trailer, contact the Vista Sheriff's Department.In September, a Chula Vista Troop's trailer was stolen, as well as one earlier this month one in University City. Investigators are not sure whether any of the cases are related. 1013

  

VISTA (KNSD) - A Carlsbad man who allegedly drugged and sexually assaulted a 16-year-old girl and raped a woman he met online was charged Wednesday with 17 felony counts.Michael Fangman, 47, faces between 20 and 25 years in state prison if convicted of charges involving the minor, identified only as Jane Doe 1, and the woman, identified only as Jane Doe 2.Fangman was arrested shortly before 8:25 a.m. last Friday at his home, Carlsbad police Sgt. Reid Shipley said.Carlsbad police have been investigating since March when they received the first report of sexual assault. The 16-year-old girl contacted police on March 18 and alleged that she had been sexually assaulted by Fangman, who she had met online, Shipley said.The criminal complaint includes allegations that between March 11 and March 16, Jane Doe 1 was sexually assaulted and was given heroin by Fangman during that timeframe. He faces 14 counts related to Jane Doe 1, as well as three pertaining to Jane Doe 2, including forcible rape.According to the deputy district attorney, Benjamin Barlow, all of the alleged acts took place in Carlsbad in the month of March of this year. The judge ordered a no contact order with Jane Doe 1 and Jane Doe 2. Fangman is being held without bail and is due back in court June 20 for a readiness conference.Investigators have uncovered two additional victims and believe there may be more, they're asking anyone who has information to contact the Carlsbad Police Department's tip line at 760-931-3819 or TipLine@CarlsbadCA.gov. 1536
