SAN DIEGO (KGTV) - It’s a great time to buy a used car. “These deals are once in a lifetime,” said Ivan Drury, a used car expert with Edmunds. Amid the uncertainty caused by the coronavirus pandemic, used car prices have been decreasing. According to Bloomberg News, the average price of a used car fell 11.4% from March to April. Drury predicts those prices could continue to fall, as desperate rental car companies start to offload unused inventory. Hertz, which filed for bankruptcy on Friday, has a fleet of about 500,000 vehicles. It’s unclear what their plan is for them, but Drury suspects they will only keep enough to maintain a basic level of service. “That influx of used vehicles will have a dramatic impact on price,” he said. Adding to the supply of used cars, Drury predicts that some drivers who have leased cars will hold on to them for a few more months rather than trade them in. But in several months to a year, he expects that could lead to another flood of used vehicles. “You kind of have a perfect storm for used car values to drop even further,” said Drury. 1090

SAN DIEGO (KGTV) — It's been 25 years since President Bill Clinton approved Operation Gatekeeper, the measure focused on the issue of immigrants crossing the border illegally — specifically the San Diego sector.Two key parts of Operation Gatekeeper were surveillance equipment and enforcement infrastructure, like walls and fences. Twenty-five years later, Border Patrol Agent Theron Francisco tells 10News, "Before Gatekeeper this area was in utter chaos, agents were apprehending 1,000 per shift. We had hundred of thousands of apprehensions a year." It's a measure that Francisco says paved the way for Border Patrol today."It's absolutely night and day from where we were back then," Francisco said.Tuesday, those against Operation Gatekeeper held a rally. Former Border Patrol agent Jenn Budd tells 10News, "That was the whole purpose, to push them out here to make it more difficult and dangerous for them to cross. I didn't want to be a part of it but its something I have to admit I was a part of."Budd tells 10News, it's partly why she left Border Patrol, "I left because I felt the policies we were enacting were killing people and what we were representing to the public wasn't the truth." Meantime, Border Patrol agents say it's only helped increase San Diego safety."The days are gone where illegal aliens are running through people's backyards trying to hide from Border Patrol," Francisco added. SAN DIEGO (KGTV) — Laura Bolt’s plans for a summer abroad in Austria came to a screeching halt because of the coronavirus.“Of course I'm super disappointed that I wasn't able to go,” she said.Bolt is majoring in physics at the University of San Diego. She suddenly had an empty summer schedule.“I figured I needed to do something productive with myself, and so I started applying like crazy,” she said.Bolt landed an internship with MakeSAFE Tools, a San Diego manufacturer of devices that allow emergency stops on construction equipment in the home and in the field.Sales at the company, however, are down 60% to 70% since March.“If you're going to get a really solid intern, they've still got to do something for money, and we're not in a place that makes sense for paying interns, but we can provide really authentic experiences,” said Scott Swaaley, founder of MakeSAFE Tools.Bolt found a different way to get paid. She turned to the USD Career Center, which, through private donations, offers stipends to interns who demonstrate that they have a real learning opportunity at hand but will incur expenses.They can be granted between 0 and ,000. SAN DIEGO (KGTV) - In a downtown courtroom on Friday afternoon, attorneys battled over a request to halt the shutdown orders for San Diego bars, restaurants, and gyms.Attorney Bruno Katz is representing a group of local businesses like Cowboy Star restaurant and Bear Republic Crossfit gym, which are seeking an emergency injunction. He told the judge, “What I do want to say, your Honor, is that the temporary restraining order is based on data. It’s based on facts. It’s based on science and it's based on the state not showing why it has targeted these industries when the science and data doesn't support it.”The state argued that the damage to businesses pales in comparison to the damage on human life. “There's nearly a thousand dead San Diegans and the numbers are getting dramatically worse and have been for the last couple of weeks,” said state Deputy Attorney General Jonathan Eisenberg.Restaurants and gyms were open for indoor operations with limited capacities under the red tier. However, last Saturday’s move to the purple tier forced them to shutdown indoor services completely and move outside. They're suing Governor Newsom and San Diego County, arguing that the closures go against their rights and are causing financial devastation.The suit was filed on behalf of all restaurants and gyms.Local owner of The Studio SD fitness studio Rachel Racz spoke to ABC10 News before Friday’s hearing. SAN DIEGO (KGTV) - Local groups including the Local Initiatives Support Corporation, are pushing for the City of San Diego to draft up and pass an ordinance that excludes certain zoning policies. "We're not asking to spend billions of dollars and build something, we're saying change the zoning. They have the prerogative, it's under their jurisdiction, we're reminding them there are issues at stake and those issues are communities to this day that are segregated," said Ricardo Flores, executive director of LISC.Flores says the same areas that were identified back in 1930 by San Diego banks as low-income areas are still falling under that category today. Additionally, areas outside of those remain zoned for single-family homes, keeping the lower income families from moving in. "So, what we’re effectively saying is, if you can't buy a single-family home in Kensington, then you can't live in Kensington. But, that’s not the truth; the truth is Kensington is zoned one thing, single family, and we need to expand that zoning." A representative at the rally from Chicano Federation says, "We are tired of the continuation of policies masked as zoning when in reality they are policies of segregation." Meantime, Borre Winkle, CEO and president of the Building Industry Association of San Diego told 10News, "The American dream is not to live in an apartment, the American dream is still to live in a single-family dwelling unit no matter how big it is".Winkle says getting rid of single family zoning isn't the solution.
