SAN FRANCISCO (AP) — Pacific Gas & Electric, which is blamed for some of California's deadliest recent fires, knew for years that dozens of its aging power lines posed a wildfire threat but avoided replacing or repairing them, it was reported Wednesday.The Wall Street Journal, using company documents obtained under the federal Freedom of Information Act, reported that the utility told the U.S. Forest Service in 2017 and 2018 that 49 aging steel towers on one transmission line needed replacement and another 57 needed replacement of their hardware and aluminum lines.The Journal previously reported that PG&E delayed safety work on the line, known as the Caribou-Palermo line, for five years.State investigators said an equipment failure on that line sparked a November wildfire that essentially wiped out the Northern California town of Paradise and killed 85 people. SAN DIEGO, Calif. (KGTV) - Developers in San Diego are offering a new concept for families looking for homes: Multi-Generational Housing.The homes include a separate suite within a single structure. The suite has a bedroom, living area, bathroom and a small kitchen.Developers say the idea designed with let elderly relatives, adult children who move back home or relatives with special needs in mind."You’re still with the family, but you have that privacy to step away and still be independent," says Bill Ostrem, the San Diego Division President for Lennar Homes. "At the same time, if you want to engage with the family, the family wants to engage with you it’s right there."Lennar says they started developing these kinds of homes in 2011 in Arizona. They saw a need as more extended families began living together.The suites help with that.Currently, Lennar is building their "NextGen" homes in the Sterling Heights community near 4-S Ranch. Ostrem says it's become their most popular model.About 1/3 of all the homes they've sold in Sterling Heights have the extra suite. They have other developments with NextGen homes in 13 states."I think it just makes sense," says Austin Dias, a Co-Partner with The Phair Company. They're about to start construction on La Mesa Summit Estates just north of the 94 freeway near Lemon Grove. The overwhelming response they got was from families looking for these kinds of homes."We see this a lot in other countries," Dias says. SAN DIEGO, Calif. (KGTV) - Honor Flight is a National organization that takes older veterans to Washington D.C. to visit war memorials, and the nonprofit just announced that all flights in 2020 will be postponed. For Honor Flight San Diego, the two canceled trips in 2020 means 160 World War II and Korean War veterans will have to wait until May of 2021 to take the trip, putting a year and a half between trips. Nationally, an estimated 20,000 veterans are being impacted by 2020’s cancellations.Holly Shaffner is the Director of Public Relations for Honor Flight San Diego and said the local chapter is still trying to find ways to keep the excitement for the veterans who are unable to travel this year. She said one of the emotional surprises for the veterans on the trip is “mail call,” when they surprise the group with a package of letters from family, friends and strangers thanking them for their service. This is to pay tribute to getting letters from home while they were in the service.“In World War II they didn’t have the technology that we have today where you can do FaceTime and emails,” said Shaffner.Honor Flight San Diego has already collected about 1,900 letters that they had planned to give out to the veterans on the 2020 trip, so organizers decided to use these letters to lift the spirits of the veterans who now have to wait a year for the trip. Honor Flight will be putting together mail call packages to mail to the veterans homes for them to open, hopefully giving them something to look forward to.Shaffner said one of the hardest realizations for them is acknowledging that of the World War II veterans on the list, not all of them will still be alive.“The reality for us is that when we start making the phone calls for them to go on that trip in May, there will be veterans that have passed away and there will be veterans that cannot travel,” she said.She hopes sending the letters to their home will help keep their spirits high during this lull.Winona Ruth Gunther is 100 years old and is one of the World War II veterans who was supposed to go in 2020. She said she’s worried about public places right now so she respects the decision to wait until 2021.“At my age you really take a chance when you get into a crowd and an airplane particularly,” she said.She worked as a corpsman in the Hospital Corps of the Navy in World War II. She has stories of caring for injured people in California and says those hard memories are the ones that stay with her. She’s already seen many of the memorials in Washington D.C., but said she was looking forward to going with the Honor Flight group because of the connection they all will feel seeing these memorials together.“It’s the camaraderie that you have with people that have similar experiences that you look forward to,” she said.Now, she waits for May of 2021, with some surprise letters heading her way thanks to Honor Flight.Shaffner said another obstacle the nonprofit is facing is keeping funding up. When the veterans are taken to Washington D.C., they don’t pay a dime. Everything, from the flight to the food, is paid for by donations. She said it costs about 0,000 for the two trips from San Diego. Shaffner said right now, they only have enough money raised for one trip in 2021. She said if they could, they would take even more than the planned 160 people next year to make up for the two lost trips in 2020, but that would be dependent on funding, which isn’t possible right now. 3487

SAN DIEGO (KGTV)— The man accused of raping and torturing a woman in his home in Rancho Penasquitos faced a judge today. 32-year-old Uber driver, Seyed Hassan Kaboli pleaded not guilty to 12 counts of sexual crimes. Kaboli peaked through his holding cell, as the judge announced his fate. San Diego Police said Kaboli bound, raped, and tortured a woman, multiple times at his home in Rancho Penasquitos on May 19th and 20th. Sky10 footage showed the victim being consoled by the police on Monday, and she said she ran naked to escape 24 hours of brutal misery. The next day, Kaboli was arrested just north of National City. 10News obtained a copy of the criminal complaint, explaining Kaboli’s 12 felony charges. They include:(5) Forcible oral copulation (2) Rape(1) Rape by a foreign object(1) Torture(1) Assault with great bodily injury(1) Sexual battery(1) False imprisonmentThe complaint also suggests that there may be another person involved in the crimes. Under count three, it reads Kaboli “inflicted aggravated mayhem and torture on the victim and another person.”Under count eleven, it reads “said person was unlawfully restrained by said defendant and an accomplice.”In the courtroom, neither the defense nor the district attorney would comment on a possible third party.Still, the judge issued a protective order for the victim— a woman, whose relationship was not disclosed. But Kaboli’s defense attorney said she was not his Uber customer. “There is no prior relationship,” Kaboli’s attorney, Ryan Tegnelia said. “He is not denying that they came into contact with each other on the date of the incident. But before that, they did not have any relationship.”Tegnelia said Kaboli’s family describes him as an introverted man who keeps to himself. SAN DIEGO (KGTV) -San Diego is expecting the most powerful Santa Ana winds of the season this week. The winds are expected to pick up late Tuesday into Thursday. Cal Fire is urging residents not to let their guard down, but cautions, this is not the time to start clearing defensible space. "This week we really want people to tap the brakes on going out and clearing their property, we don't want them to start the next fire trying to do the right thing, the wrong way, at the wrong time, so please don't clear your property this week, focus on having an evacuation plan so you can get your family members, pets and livestock out when the need arises," said Captain Thomas Shoots, Public Information Officer for Cal Fire San Diego.RELATED: Check 10News Pinpoint Weather ConditionsFirefighters from San Diego, Chula Vista, Coronado, Imperial Beach, and Cal Fire are helping to fight the fires in Sonoma County and the Getty Fire in Los Angeles. Still, Shoots said there is no strain on local resources. "We know that a lot of times, this time of year, we'll have multiple major events happen at the same time, so we can send out plenty of resources and still be staffed up in San Diego so we are watching that very closely and we want to make sure that if anything takes off here we have plenty of resources to draw from," said Captain Shoots. Crews are able to monitor all the fire activity across the state from the command center at the Cal Fire Headquarters in Rancho San Diego. "Regionally, we're looking pretty good, we're fortunate that both fires that we had on Friday we were able to jump on it, put a ton of resources on it, and we were able to stop those before they became major incidents," said Captain Shoots. According to Shoots, this has been a mild fire season compared to last year. "We continue to see fires this year, but most people haven't heard about a lot of the fires that we've had because we've been able to keep them small. With Cal Fire, our goal is to keep 95% of the fires at 10 acres or less, and we've been fortunate with that this year because the conditions have been milder," said Shoots. Right now, Cal Fire crews are working seven-day shifts, instead of the standard three."We've been pretty lucky with the fire activity around the state has been pretty light. Most other years, we've been hit pretty hard, and we start to get worn down this time of year, but 2019 has been relatively good to us.
