BEIJING, Feb. 25 (Xinhua) -- China's top legislature has decided to put to vote a draft law on mobilization for national defense and a bilateral consular agreement with the Philippines on Friday.The decision was made at a meeting of the chairman and vice chairpersons of the Standing Committee of the 11th National People's Congress (NPC) on Thursday.The meeting was presided over by Chairman Wu Bangguo. Wu Bangguo (C), chairman of the Standing Committee of China's National People's Congress (NPC), presides over the 39th chairman meeting of the Council of the Standing Committee of the 11th National People's Congress, China's top legislature, in Beijing, capital of China, Feb. 25, 2010During the meeting, legislators heard reports on the credentials of certain NPC deputies, the appointment and removal of certain officials, and reports on the revision of the draft law on mobilization for national defense and the revision on the bilateral consular agreement with the Philippines.The NPC Standing Committee's three-day bimonthly session is scheduled to end on Friday.

KAMPALA, Jan. 25 (Xinhua) -- Ugandan President Yoweri Museveni on Monday met officials of the China National Offshore Oil Corporation (CNOOC) amidst increased lobbying by international oil giants to enter the country's oil sector.A State House statement issued here said that the CNOOC officials who met Museveni at State House Entebbe, 40km south of the capital Kampala, expressed interest in joining Uganda's oil and gas sector by partnering up with Tullow, an Irish oil company.Tullow, which has oil blocks in western Uganda, is seeking a partner to help it start oil production in the country.The CNOOC meeting comes weeks after Italian oil giant, Eni Spa, also expressed interest in joining the country's oil sector, promising an oil refinery and a power plant.Eni wants to enter the sector by buying stakes of another oil company Heritage Oil which jointly operates two blocks with Tullow on a 50-50 percent venture.The Eni-Heritage deal which is yet to be concluded is embroiled in controversy as Tullow exercised a pre-emption move saying it has the first option to buy the Heritage stakes, a move the government said it would not accept because it would create a monopoly.Museveni told the CNOOC officials joined by Tullow officials that the government will discuss all proposals and announce its decision soon."President Museveni said that the government will discuss all proposals by companies operating in the oil and gas sector adding that the country looks forward to welcoming new companies," the statement said.The Museveni-CNOOC-Tullow meet also comes days after Aiden Heavey, Tullow's chief executive met Museveni urging Uganda to honor contractual obligations following the Eni-Heritage deal.Uganda's recently discovered oil is attracting a lot of attention from international oil giants.So far the country has discovered an estimated two billion barrels of oil and according to experts there is a possibility of discovering more.

BEIJING, Feb.7 (Xinhua) -- China's railway network has transported 5.03 million passengers as of Feb. 6, the eighth day of the country's annual Spring Festival transport peak lasting from Jan. 30 to March 10 this year, said the Ministry of Railway (MOR) Sunday.The figure was 105,000 more than that in the same time last year, up 2.1 percent year on year, according to the MOR. Passengers enter the railway station under a shelter against the rain in Guangzhou, south China's Guangdong Province, Feb. 7, 2010. In spite of a heavy rain, the Guangzhou Railway Station was estimated to transport 230,000 passengers on Saturday, 5,000 more than the peak day of last yearBeijing railways have transported 347,418 passengers by Feb.6, and the figures in Guangzhou and Shanghai stood at 576,710 and 325,190, the MOR said.The MOR had forecasted in January that China's railways were expected to transport 210 million passengers during the Lunar New Year travel rush, up 9.5 percent year on year.  Passengers enter the railway station under a shelter against the rain in Guangzhou, south China's Guangdong Province, Feb. 7, 2010. BEIJING, Feb. 2 (Xinhua) -- China promulgated a regulation Monday requiring meteorological authorities to conduct research on meteorological disasters, in an effort to reduce the damage from natural disasters like sand storms, blizzards, droughts, typhoons and icy weather.The Legislative Affairs Office of the State Council, the Cabinet, said Tuesday in a statement the regulation is designed to better protect people's lives and properties.The regulation, which takes effect April 1, requires meteorological authorities above the county level to conduct research on the frequency, intensity, and impact of meteorological disasters, and to set up a database to better evaluate risks.Schools are asked to teach students how to protect themselves and rescue others during natural disasters under the guidance of educational or meteorological authorities.The regulation also specifies the media's role in the event of meteorological disasters.Media organizations are responsible for the release of disaster warnings and alerts given by the local meteorological centers, the regulation says.Media organizations that fail in their responsibilities, release false information, or release alerts without authorization face fines of up to 50,000 yuan (about 7,322 U.S. dollars), according to the regulation.Media groups must cover the occurrence and development of disasters and emergency situations "timely and correctly", it reads.China is one of the countries most susceptible to natural disasters and 70 percent of disasters occurring in China are meteorological ones, according to the statement.
