SAN DIEGO (KGTV) -- The San Diego Police Department has identified the officer involved in an East Village shooting over the weekend as Andres Ruiz. The department says Ruiz is assigned to the Canine Unit and has been with the department for more than 11 years. The incident started just before 10 p.m. on May 23 at an apartment complex on Park Boulevard and Market Street. Police were called to the complex following reports of a woman trowing objects from a window. When they arrived, officers found broken glass and furniture on the sidewalk below the unit. RELATED: Woman hurt in officer-involved shooting in East VillageAuthorities say the woman refused to listen and brandished a knife, continuing to throw objects from the window and refusing to come out of the building, prompting police to force their way into the building. After the woman locked herself into the bathroom, police used verbal direction, chemical agents, and a police canine in an effort to take the woman into custody. When officers made their way into the bathroom, the department says the woman grabbed and punched the canine and threatened officers with the knife. “One officer fearing that he was going to be struck or stabbed with a knife, fired at least one round striking the female,” said Capt. Rich Freedman of the San Diego Police Department.The woman was treated and taken to the hospital with non-life threatening injuries. No officers were injured, but some people were hit by objects that were thrown out of the window. The suspect has only been identified as a 26-year-old San Diego resident. 1593

SAN DIEGO (KGTV) -- Three cars were totaled after a semi crashed into a hydrant in the Midway District, sending water spewing into the air. The crash happened on the 2300 block of Sports Arena Boulevard around 1:45 p.m.Water could be seen shooting into the air and flooding the nearby street. It wasn't immediately clear what led to the crash. According to authorities, the water gushing out of the hydrant also picked up rocks, sending them shooting through windshields of nearby cars and flooding them with water.  544

SAN DIEGO (KGTV) -- The San Diego County Sheriff's Department has released the number of inmates it transferred to Immigration and Customs Enforcement custody in 2019. In a meeting that lasted nearly four hours on Tuesday, the department announced it transferred 271 people to ICE for offenses like assault, battery, and sexual abuse exploitation. The information was released during the virtual Truth Act Forum, a forum required by law, for any local law enforcement agency that chooses to transfer people to ICE. After the department's presentation, there were hours of public comment criticizing the practice. There was also a presentation from the San Diego Immigrant Rights Consortium. "We want to end all transfers, regardless of whether they were allowed under the law or not," said Lilian Serrano, the chair of the consortium. Critics also argue that Sheriff Bill Gore has found a loophole by posting lists of "Inmates Pending Release"; critics are calling for that practice to stop. "What we’re seeing is ICE picking people up in the parking lots -- this is a practice we’re seeing throughout our county," said Serrano. After listening to hours of public comment, Gore addressed the community's concerns, saying he wants to form a working group to look at some of the issues brought up during public comment. “I think we can come to an accommodation when it comes to the inmate pending release report. I think we can make changes there, significant changes there,” said Gore. The sheriff said he's following the Values Act, only transferring those with a qualifying conviction or judicial warrant, with ICE only allowed contact with inmates if they agree to be interviewed. SAN DIEGO (KGTV) - The San Diego Metropolitan Transit System is joining the effort to make more affordable housing. The MTS Board of Directors recently greenlit a new 410-unit housing development at the Grantville trolley station. 156 of the units will be affordable and 254 will be market rate ‘student-oriented’ apartments. MTS is partnering with developers Affirmed Housing and Greystar on the project. It is estimated the total population housed on the planned trolley station property will be 1,049 people. The development would be built on top of the current parking lot. The developers will be making their own parking spaces on the site and MTS will be adding 96 replacement parking spots, according to transit officials. In a statement on the prospective parking concerns MTS wrote, “we average about 80 to 120 commuters per weekday that use the park and ride, so we are in the wheelhouse of demand.” MTS says it is currently looking into developing four more of its stations into similar housing in downtown, El Cajon and Chula Vista. Construction is set to begin June 2020 and finish by June 2022. 1116
