SAN DIEGO (KGTV) — Efforts to streamline the construction of a massive transportation hub in the Midway District and update the Navy's Old Town campus have been approved by the state.Gov. Gavin Newsom signed AB 2731 this week, which will allow the San Diego Association of Governments (SANDAG) to quicken the environmental review process in order to build a transit hub connecting to San Diego International Airport and redevelop the Naval Information Warfare Systems Command (NAVWAR) Old Town campus site, should the Navy partner with SANDAG.The bill, introduced by California State Assemblymember Todd Gloria and Senate President pro Tempore Toni G. SAN DIEGO (KGTV) - For the second time in just over one year, the drinking water at a University Heights-area school has tested positive for lead, the San Diego Unified School District said Wednesday.The lead was found during routine testing of Birney Elementary School’s drinking fountains, according to the Facilities Communications Manager.The fountains were shut off and parents were notified, the district said. Instead, they sleep on couches, with siblings, or even the floor.When 13-year-old Lilia Montiel learned about the problem, she wanted to help fix it. Montiel's dad is a speech and language pathologist who works at several schools, including Empower Charter School. While working there one day, he learned his student had suffered rat bites due to sleeping on the floor.“That really struck a chord in my heart and made me really sad," remembers Lilia. SAN DIEGO (KGTV) -- Harbor Police were searching for a vandal Monday who set off a panic at an upscale steak house along the Embarcadero.Customers took cover under tables and ran for the exits at Ruth’s Chris Steak House Sunday night when projectiles smashed through at least two of the restaurant’s bay-facing windows. Someone inside the restaurant shouted “gun,” prompting fears of an active shooter, customers told 10News.“It was one of the craziest things I’ve ever been through,” said Joey Giacalone, a long-time patron and former co-owner of the Venetian Restaurant in Point Loma. “I mean everyone is diving under tables. They sent us through the kitchen. Because again, no one knew what information was really out there.
