SAN DIEGO (KGTV) — New data released by the San Diego County Office of Education show three-fourths of all K-12 students in the County are now studying online and experts believe that number will increase by the start of the new year.Poway parent, Caroline Epps, told her three children recently that they would be going back to virtual learning."I could tell they were disappointed," Epps said. "It's been nice having them there even though it's been such a short time. It's going to be a little difficult having them at home the whole day again."Poway Unified is one of the few school districts that are still offering modified in-person instruction, only to elementary students. But earlier this week, the district announced they would be recommending all students to revert to distance learning after winter break."My oldest will have the most difficult time with that because her assignments are more complex," Epps said.The decision comes after another surge in COVID-19 cases. Bob Mueller with the County Office of Education says 75% of K-12 students are now learning remotely, up from 68% last month."We are seeing the impact of gatherings for Thanksgiving," Mueller said. "It's likely that we will see the surge deepen for a time as we feel the impact of gatherings for the December holidays."School staff getting sick or having to quarantine are resulting in a serious staffing shortage."We are seeing unprecedented demand for substitutes," Mueller said. We need more people to work in those roles than we've ever needed before."Epps says while it is not ideal, she understands the situation. So she and her children will have to adapt and overcome."I don't think anyone wants the school year to be the way it has been," Epps said. "I feel like we have to take it with a grain of salt and just not get too worked up and not too stressed out about it."Poway Unified School District plans to return to on-campus learning by January 19, 2021. 1957

SAN DIEGO (KGTV) - On Monday afternoon, two brothers were sentenced in connection to the deadly freeway shooting of a Navy sailor who stopped to be a good Samaritan.Edson Acuna and Brandon Acuna learned their sentences following the 2018 shooting death of Navy sailor Curtis Adams. Edson Acuna was given a term of life without the possibility of parole plus 25 years to life plus 27 years and four months. He was ordered to pay ,000 in restitution and pay for associated fines. “He's going to be in prison for the rest of his life until he takes his last breath and I think that will give him time to pay these from prison wages,” the judge told the courtroom.Edson Acuna was convicted by jury of first degree murder while Brandon Acuna pleaded guilty to voluntary manslaughter. On Monday, Brandon Acuna was sentenced to 13 years in prison.Prosecutors argued that they burglarized a car outside of a Mount Hope home which led to a shootout with the homeowner. They tried to get away but a blown-out tire caused them to stall on the freeway. Adams stopped to help but Edson Acuna shot him after thinking that he was the homeowner from the shootout earlier in the night.Harvey Liberato and Susana Galvan were also in the brothers’ car and have entered plea agreements.The judge concluded the hearing by telling the courtroom that he hopes both men reflect in the years to come on the magnitude of the loss that their actions caused. 1441

SAN DIEGO (KGTV) - More local law enforcement agencies are dropping the controversial use-of-force technique known as carotid restraint, following outrage over the killing of George Floyd. Earlier this week, San Diego Police Department said that it was dropping the use of the technique. On Wednesday, 10News interviewed the mayor of Coronado, who is calling on Governor Newsom to issue a statewide ban. San Diego Sheriff Bill Gore reversed his decision on the use of the technique. In a statement sent Wednesday afternoon, he wrote, “In light of community concerns, and after consultation with many elected officials throughout the county, I am stopping the use of the carotid restraint by my deputies effective immediately. I have and always will listen to any feedback about the public safety services we provide. Working together, we can ensure San Diego remains the safety urban county in the nation.”The Coronado Police Department was next with an announcement on Instagram, “The use of the Carotid Neck Restraint can cause undo harm. The Coronado Police Department will eliminate its use effective today. We will continue to focus on de-escalation as we serve our community.”The City of La Mesa also announced that the police department will ban the technique.Earlier in the day, a spokesperson for the Oceanside Police Department said that its officers rarely used the technique and the department officially dropped the use of the technique on Tuesday.After the San Diego Police Department reported on Monday that it was dropping the technique, Coronado Mayor Richard Bailey issued a letter on Wednesday morning to Governor Gavin Newsom, urging a statewide ban of the use of carotid restraint among law enforcement.“It does significantly increase the risk of permanent harm to individuals and it has become a symbol of police brutality within communities of color throughout the country,” said Mayor Bailey.Community rights activist Bishop Cornelius Bowser said that SDPD’s ban is a good first step but more needs to be done. “This does not whatsoever fix the problems that we have in our communities, especially in the black community of police brutality and the way communities are being policed.”Bishop Bowser also told 10News that he wants SDPD to issue greater clarity on the language of the ban and how officers who use it will be held accountable. 10News also reached out to Chula Vista Police, Carlsbad Police, and El Cajon Police to see whether their officers are still using the technique.A spokesperson for the El Cajon Police Department wrote to 10News, “It would not be appropriate for us to comment on the policy decisions made by a different agency. The carotid control hold is currently an authorized technique available to our officers to affect the arrest of a violent or combative suspect. The El Cajon Police Department regularly evaluates our policies and procedures.”National City also announced Wednesday that it would end the use of the carotid restraint. SAN DIEGO (KGTV) — Police are searching for a man they say snuck through a window into a Pacific Beach home and sexually assaulted a sleeping woman.10News met 25-year-old Christine Mansour, skateboarding along the beach.   The entrepreneur has lived in PB for the last three years, and so far, she loves her neighborhood. "There is a bit of homeless people honestly, but I've never felt unsafe," Mansour said. That is until a manhunt for a suspected rapist unfolded in her area. On Oct. 1, police said 55-year-old Jeffrey Hanze, also known as "Jeffrey Hanre," snuck into a home in the 900 block of Chalcedony Street, located off Mission Boulevard, just before 2 a.m. Once inside, police say he sexually assaulted a woman as she was sleeping, before fleeing the area in an unknown direction."I feel very sorry for her. I hope she is okay," Mansour said. Police said Hanze has been on the run ever since. We went to Hanze's Pacific Beach address nearby. Instead of Hanze, we met 75-year-old Janet Eveleigh, who told us she moved in eight months ago. Yesterday afternoon, she said police came over, searching for Hanze. "There were two at the door, and three over there, and they had guns," Eveleigh said. She told them she had never seen the man in her life. 10News also looked into Hanze's criminal past. We found he has at least two felonies out of San Diego, and was charged with several sex crimes in Arizona in 2011, including Public sexual indecency, indecent exposure to a person 15 years or more, and disorderly conduct. He is not listed as a sex offender.  Residents in PB said they feel uneasy, knowing Hanze is not behind bars.  1720
