SAN DIEGO (KGTV) -- The names Linda and Charles Van Kessler might have sounded new, but their efforts were anything but."I started the charity in 1978 and I had to work very hard through jobs when I came here to California," Charles Van Kessler said.Charles was an orphan at a young age in Europe when he arrived to the states and met his wife, Linda."I just felt I needed to do something and it's been phenomenal since," Charles described. "We want to help children that don't have it as easy and are bearing burdens that are too much for their age."That's when the couple created Passion4Kids, a non-profit that helped handicapped, abused and neglected children."We bring toys we bring games we pray with them, we play with them. We do just a lot of stuff to make these kids happier."They felt the effects of COVID-19 like many other organizations. SAN DIEGO (KGTV) -- The majority of residents at Reo Vista Healthcare Center in Paradise Hills have COVID-19, according to officials with the facility.A total of 112 residents have tested positive, according to the facility’s administrator Curtis White. 40 staff members also tested positive for COVID-19. White confirmed 14 residents have passed away. Of that number, five died in local hospitals.The facility holds 135 residents.Juanita Gomez was one of the residents who tested positive. Her son told Team 10 she passed away July 1st.The state strike team assisted in expediting testing for residents and staff, White said. They have visited the facility three times.Cesar Noriega’s 90-year-old mother also tested positive. She is currently in the hospital dealing with COVID-19 and other health related issues. “She’s not doing well. She’s in a lot of pain,” Noriega said. Noriega said he urged early testing at the facility, but his pleas for help went ignored. He is now trying to figure out where his mother can get care after she is released from the hospital.“I’ve gone through elation, through depression, to anger… this is almost on a daily basis,” Noriega said.White said “most of the individuals with COVID are experiencing mild or no symptoms.” 13 residents and 23 staff members have recovered.“Our top priority remains the health and well-being of everyone in our facility,” White said. 1409

SAN DIEGO (KGTV) – The Coast Guard Tuesday rescued a 62-year-old man from a fishing boat 72 miles off the coast of San Diego.The crew of the 95-foot boat, called the ‘Oceanside 95,” called the Coast Guard around 11:30 a.m. requesting assistance for a passenger experiencing symptoms of a stroke.Crews arrived on scene around 2:45 p.m. and were able to hoist the man into the Jayhawk helicopter when he was taken to the hospital.The man is said to be in stable condition. SAN DIEGO (KGTV) -- The California Department of Motor Vehicles announced new safety measures for its offices Thursday as the coronavirus pandemic continues across the state.Starting Thursday morning, every person who goes to a DMV location will get their temperature checked before they're allowed inside.Previously, only people getting in-car driving tests were subject to temperature checks.A DMV spokesperson told ABC 10News they'll follow CDC guidelines, only letting people inside if their temperature is below 100.4 degrees."We always follow the guidelines that are issued by the CDC," said DMV spokesperson Cynthia Moreno. "So, following their guidelines, we decided that it would be best to start taking the temperature of all of our customers and our employees to make sure that we follow the safety protocols."The temperature screening is in addition to safety measures already in place, which include mask requirements, social distancing, limited services available and hand-washing and sanitizing stations located throughout each field office.Because of all that, DMV officials say it's best to do as much as you can on the agency's website and avoid coming into the offices, if possible."We want to make sure the people who come to our offices feel safe," said Moreno.
