President-elect Joe Biden said on Wednesday that his transition team’s response to the COVID-19 pandemic is being put in jeopardy as he awaits the Trump administration to recognize his victory in this month’s presidential election.“I am optimistic but we should be further along,” Biden said during a virtual call with first responders. “One of the problem that we are having now is the failure of the administration to recognize (the results).Since the Associated Press projected Biden as the winner of the election on Nov. 7, President Donald Trump and his campaign has made multiple claims that the election was stolen, and accusing election officials of fraud. (KGTV) - The young man found shot to death in a Ramona home was identified by his roommate Monday as a resident of Ukraine.San Diego County Sheriff's deputies got a 911 call reporting Sunday at 8 p.m. reporting shots fired near the home on Wood Rock Lane. They found the victim dead inside.Four people live in the home, including Ben Ledbetter. He said the victim, a 20-year-old man, worked for Ledbetter's mobile detailing business for four years. Ledbetter believes he is being targeted and said someone killed his best friend out of anger."He's 100 percent good.  His heart is strong, his will is strong.  His attitude was positive.  You couldn't kill a better person.  He was the best person you could ever know," Ledbetter said.The victim's name is being withheld until his family can be notified.Deputies shut down the area near the home until 1 p.m. Monday to search for evidence. Ledbetter told 10News that detectives took his phone, truck and clothes as part of the investigation.Anyone with information on the incident is urged to contact sheriff’s Homicide Detail at 858-974-2321 or 858-565-5200.   1182

RAMONA, Calif. (KGTV) -- Cal Fire San Diego responded quickly to a house fire in Ramona that spread to nearby brush. According to firefighters, the fire started inside a structure on the 16000 block of Salida Del Sol. The fire quickly spread to nearby vegetation fueled by low humidity and high winds. Firefighters responded with ground crews and dropped water on the blaze using helicopters. Crews were able to quickly extinguish the flames, but say the home was a total loss. A Red Flag Warning went into effect for parts of San Diego County early Sunday morning and was extended until Wednesday night at 5 p.m. RELATED: Check today's forecast | San Diego Gas and Electric shuts down power due to fire danger 753

President Donald Trump told lawmakers on Thursday he was scrapping a planned pay raise for civilian federal workers, saying the nation's budget couldn't support it.In a letter to House and Senate leaders, Trump described the pay increase as "inappropriate.""We must maintain efforts to put our Nation on a fiscally sustainable course, and Federal agency budgets cannot sustain such increases," the President wrote.An across-the-board 2.1% pay increase for federal workers was slated to take effect in January. In addition, a yearly adjustment of paychecks based on the region of the country where a worker is posted -- the "locality pay increase" -- was due to take effect.Trump said both increases would no longer happen."I have determined that for 2019, both across the board pay increases and locality pay increases will be set at zero," he wrote.He stressed the change wouldn't affect the federal government's ability to attract qualified workers, and wrote the government would focus on "recruiting, retaining and rewarding high-performing Federal employees and those with critical skill sets."The implications of Trump's decision on the locality pay increase were not immediately clear. Workers based in more expensive parts of the country are paid higher salaries to compensate for the higher cost of living.In his letter, Trump wrote the locality increase in 2019 would average 25.70% and cost the federal government billion. But he did not say whether the locality adjustments already in place would remain in effect and the White House did not immediately clarify.Pay for military personnel will not be affected by Trump's decree; instead, US troops are due a 2.6% pay increase next year. Trump frequently trumpets the military pay raise while listing his administration's accomplishments.
