SHANGHAI: In a fresh sign of China¡¯s financial strength, a leap in the shares of Industrial & Commercial Bank of China Monday made it the world¡¯s biggest bank by market capitalisation, overtaking US giant Citigroup. ICBC¡¯s Shanghai-listed A shares surged 2.68% to 5.75 yuan, giving it a market capitalisation of 4bn, according to Reuters calculations. That exceeded the 1bn capitalisation of Citigroup, previously the world¡¯s biggest bank, when its shares closed at .73 in New York on Friday. HSBC Holdings was in third place with 5bn. Shares in ICBC, which listed in Shanghai and Hong Kong last October, have gained 15% this month on the back of a rally in China¡¯s booming stock market as well as strong growth in the bank¡¯s own earnings. Weakness in Citigroup¡¯s share price, and appreciation of the yuan against the dollar have also shifted market values in favour of ICBC. But some analysts believe ICBC¡¯s ballooning capitalisation may also be a sign of a dangerously overheated Shanghai stock market as speculating Chinese investors pour money into shares. China will undertake nearly 10 percent of an international fusion-research project to be implemented this year.The project is called ITER and wants to demonstrate the scientific and technical feasibility of fusion power - the energy of the sun or hydrogen bomb - for peaceful use."The project aims to find a shortcut to solve our energy shortage," Luo Delong, deputy director of the ITER China Office, said at the Oriental Science and Technology Forum held in Shanghai over the weekend.He said Chinese researchers will be in charge of producing various components of the project and escorting them into Cadarache in the south of France where the ITER's key equipment will be constructed.China will inject about one billion yuan (US7.5 million) into the project, accounting for nearly 10 percent of the overall ITER investment, officials said.Other partners in the project include the European Union, the United States, Japan, India and Russia.According to Zhang Jie, a fusion-power scientist of Jiao Tong University, researchers of universities in Shanghai, including Fudan and Donghua, are conducting fusion-related studies.China will further enhance its education in the area to lift the country's overall research power.The long-term objective of the research is to harness fusion nuclear energy to help meet the future energy needs of mankind, project officials said.The aim of ITER is to show fusion can be used to generate electrical power and do the preparation work to build and operate an electricity-producing plant.The key part of the project is to develop a viable fusion-power reactor.Scientists of ITER will test a number of key technologies, including the heating, control, diagnostic and remote maintenance that will be needed for a real fusion-power station, officials said.Local experts said fusion may produce dozens of times more energy than fission, which now directs most of the world's nuclear-power plants.Fission can only be caused by uranium. However, the resource to trigger fusion can be found in ordinary substances from the sea, they said.According to the Website of ITER, the overall construction cost of ITER is estimated at five billion euros (US.37 billion) over 10 years and another five billion euros are earmarked for the 20-year operation period.The ITER organization owns the ITER device and is responsible for all aspects of the project, such as licensing procedures, hardware procurements and operation.

People in the southern city of Guangzhou appear to be suffering mental problems at ever younger ages as they struggle to adapt to life outside the home and school, a source with the local health authority said.There are currently 43,803 registered cases of mental illness in the city. Up to 40 percent of them are between 16 and 25 years old, according to the Guangzhou health bureau."A decade ago, most people with mental illnesses were between 18 and 30 years old. But now they are five years younger," Zhao Zhenghuan, director of the Guangzhou Brain Hospital, said.Zhao attributed the situation to young people's "relatively poor social adaptability.""Children from single-child families receive a lot of care at home and school, but when they leave home and school, they find it hard to adapt to life. They easily develop mental problems such as anxiety and depression," Zhao said.Pan Jiyang, a psychologist with the first Affiliated Hospital of Jinan University in Guangzhou, Thursday called for "early treatment and mental education" for teenagers who are mentally ill.Not seeking helpPan said some 80 percent of people who suffer from mental illness do not seek help after their conditions are diagnosed."Delayed treatment at the early stage will lead to more serious conditions. The authorities are considering a central system to award individuals' achievements in various fields to regulate such honors now being given out by local governments and agencies, said officials."The country is forging ahead to study the setting up of a national system of honors and a government framework for awards," said Yin Weimin, minister of personnel.Research on two specific laws to administer awards and confer medals is already being carried out, Yin said in a conference over the weekend.The National People's Congress has discussed laws on systems to give out awards and medals as early as 1993, but no agreement has been reached because of the complexity of such systems, experts said."Effective government awarding methods are positive ways to motivate society to learn from the merits of individuals," said Wang Xiongjun, a researcher with Peking University."And the establishment of core honors in an award system, as national honors and medals for certain fields, will bring China in line with international standards," Wang said.Currently, China has various rules set up by government agencies to award individuals including civil servants and civilians who make contributions in certain fields, but almost all these lack detailed descriptions on awarding procedures and methods, said Wang.There have also been cases where officials were nominated for awards in controversial selection processes - sometimes involving large amount of prize money - that were said to lack transparency.For instance, judge Song Yushui from the Haidian District People' Court was up for an award worth a million yuan (5,600) in 2005 given by the Beijing municipal government for being one of the "outstanding individuals" of the year.But critics said Song should not receive such an award since her "achievements" were expected of her as a judge.To prevent such situations, there should be guidelines and principles set under an awards system, said Hua Xiaochen, an expert on public institutions with a research body under the Ministry of Personnel.The main role of an awards system is to provide examples of merit for the public to learn from and not to focus on large prizes, Hua told the Legal Daily.

The situation escalated when hundreds of local Chinese protested over the detention of the woman, which led to the conflict. Of the Chinese nationals injured in the clash, five have been released from hospital after treatment, the ministry said. The scuffle broke out in the city's busy Chinatown area. Protesters reportedly threw plastic bottles and rubbish bins at police armed with batons. "It is not right for a violation of road regulations to cause this," Milan's mayor Letizia Moratti was quoted as saying. "This cannot be justified." Protesters complained about the police violence, with some saying one of the demonstrators had been pistol whipped. The ministry said in the statement that the situation had eased.
