New numbers uncovered by a CNN investigation show an alarming number of gun mishaps happening at the hands of federal air marshals, and it’s prompting some to call for a new review of how the program operates and whether air marshals are needed at all. Last year, an incident captured national attention, when a passenger found an air marshal's loaded service weapon in the plane's bathroom. According to CNN’s investigation, it wasn’t an isolated incident. According to the report, the Transportation Security Administration’s Office of Inspection documented more than 200 cases of air marshals allegedly misusing or misbehaving with their weapons between 2005 and 2017. Nineteen of those cases involve marshals accidentally firing their weapons. More than 70 involve lost or misplaced weapons, including some left in airplane bathrooms or in airports. And at least 13 of the incidents involved alcohol.  "I’d always get that there’s going to be a few incidents just because that's life; that's how it works,” says Jeff Price, an aviation security expert at Metropolitan State University of Denver. “But this many incidents, particularly how many are related to alcohol, that’s a serious concern, and there’s underlying problems there that need to be addressed.” Price wrote a book on aviation security and believes the program works as a deterrent. However, he says an overhaul of the air marshal program may be needed. "So, I think it’s definitely time for a stem-to-stern review of the entire air marshal program,” Price says. “I’m not advocating we get rid of it, but I am saying we should improve it, so it’s what we really envisioned." A former special agent in charge of an air marshal field office believes, when put in context with the thousands of marshals the agency has, the numbers are still relatively small. "You'd hope to have a 0 percent error rate, particularly when employees are carrying weapons,” the former official says. "But you employ human beings, and humans are going to have failures." The TSA responded to the CNN report with their own statement, saying reports of misconduct are taken seriously and investigated, adding that they take disciplinary action in the wake of any misconduct.  2280

NEW YORK — The iconic Macy's Thanksgiving Day Parade won't march through Manhattan this year as it traditionally has for decades, Mayor Bill de Blasio announced Monday.In a statement, Macy's said that while it won't be able to utilize its traditional parade route, the event will still be broadcast nationwide on Thanksgiving morning. The made-for-TV special will showcase all the balloons, floats and performances of the parade from Herald Square in Manhattan, and will still be capped off with an appearance by Santa Claus.While the country continues to grapple with the coronavirus pandemic, de Blasio said large gatherings like parades still have to wait."It will not be the same parade we're used to," the mayor said. "It will be a different kind of event. They're reinventing the event for this moment in history."De Blasio assured that people will still be able to feel "the spirit and joy" of the event that day both on television and online."Not a live parade, but something that will really give us that warmth and that great feeling we have on Thanksgiving day," he said.Macy's and the city previously worked to reinvent their iconic Fourth of July fireworks display over this past summer.Other changes to the parade include:Balloons anchored to vehicles instead of held by attendantsNo participants under 18 years oldNo appearances by high school or college bands. New York Gov. Andrew Cuomo has signed into law Thursday a bill that prohibits the sale of the Confederate flag and other "symbols of hate" at the New York State Fair, and bans the display of those items in public buildings.The bill was sponsored by state Sen. Alessandra Biaggi, D-Bronx, Westchester, and "prohibits the state of New York from selling or displaying symbols of hate or any similar image, or tangible personal property, inscribed with such an image unless the image appears in a book, digital medium, museum or serves an educational or historical purpose."According to the bill, a "symbol of hate" is defined as "symbols of white supremacist and neo-Nazi ideology or the Battle Flag of the Confederacy."The bill also empowers the Commissioner of the Department of Agriculture and Markets to prohibit the sale of "symbols of hate" at any other fairs in New York that receive federal, local or state funding."This bill would limit the display of the Confederate flag, as well as other symbols of hate, on or within the grounds of public property, including fairgrounds. NEW YORK -- A suspended NYPD officer is now facing criminal charges after using an apparent chokehold during a now-viral arrest in Queens last Sunday.Officer David Afanador has been charged with attempted aggravated strangulation and strangulation in the second degree, Queens District Attorney Melinda Katz said Thursday.The 39-year-old cop, who has a history of complaints against him, was arrested and booked at his own Queens precinct just after 9 a.m. Thursday, according to police.If convicted, Afanador faces up to seven years in prison, the DA's office said.DA Katz acknowledged that body-camera footage shows the officers being cursed at and badgered before the incident. "Everyday, however, police officers find themselves in circumstances that require them to exercise restraint and are charged with de-escalating potentially volatile conflicts," the district attorney said."Even under the most difficult of circumstances...this kind of action is exactly the kind of police conduct that the NYPD has banned and our State Legislature criminalized," Katz added.Afanador was suspended without pay Monday, just a day after being caught on video pinning 35-year-old Ricky Bellevue to the ground and apparently putting him in a banned chokehold in the confrontation on the Rockaway Beach boardwalk.Mayor Bill de Blasio said at the time it was the fastest he'd ever seen the NYPD discipline an officer.The NYPD released the body-cam video of the arrest almost immediately after bystander video of the incident went viral.Prosecutors opened the investigation into Afanador’s actions Monday, saying at the time "there must be zero tolerance for police misconduct."Afanador was acquitted in a prior case stemming from allegations he pistol-whipped a Bronx teenage suspect and broke two teeth in 2014.The officer has had eight Civilian Complaint Review Board complaints filed against him, including use of excessive force and denying medical attention, since he joined the force in 2005.The use of excessive force by police has sparked weeks of protests and rallies in New York City and nationwide.The outcries for police reform prompted Commissioner Shea to shake up leadership at the NYPD.
