XIAMEN, June 20 (Xinhua) -- The Chinese mainland and Taiwan have come closer to signing a comprehensive economic pact as "substantial progress" has been made in negotiations, the mainland's chief Taiwan affairs official said on Sunday.Speaking at a centerpiece conference of the week-long Straits Forum held in the southeastern city of Xiamen, Director of the State Council's Taiwan Affairs Office, Wang Yi, said the progress in talks on the Economic Cooperation Framework Agreement (ECFA) is a result of joint endeavors and shall be honored by both sides.The two sides discussed the main contents of the pact and items of the goods and services to be included in the "early harvest program" at the third round of expert-level talks in Beijing last week.The Association for Relations Across the Taiwan Straits (ARATS) and Taiwan's Straits Exchange Foundation (SEF) represented both sides during the negotiations. Two previous talks were held in Beijing and Taipei earlier this year.The ECFA is intended to normalize mainland-Taiwan economic ties and bring the two economies closer, the pact's initiators said. Its "early harvest program" will cover certain industries to first benefit from tariff reductions.

BELGRADE, July 14 (Xinhua) -- Top Chinese legislator Wu Bangguo on Wednesday met with Serbian President Boris Tadic, vowing to add new impetus to the traditional friendship between China and Serbia."I am here to help realize the consensus between the two heads of states, pushing forward our strategic partnership and traditional friendship," said Wu, chairman of the Standing Committee of the National People's Congress (NPC), who arrived here on Wednesday afternoon for a three-day visit.Wu is the first NPC Standing Committee chairman to visit Serbia over the past decade. China and Serbia have kept long-time friendship, and shared mutual support and respect. SHENYANG, Aug. 22 (Xinhua) -- Some 253,500 residents have been safely evacuated in northeast China's Liaoning Province after torrential rains caused waters to rise to the highest level in more than a decade along a major river bordering China and the Democratic People's Republic of Korea (DPRK), local officials said Sunday.The hundreds of thousands of residents, mostly in Dandong City, were relocated in less than 24 hours from late Saturday to Sunday, provincial flood control authorities said. Among those rescued was a 23-year-old woman who gave birth to a healthy baby just hours after she was air-lifted out of the flood zone.No new casualties were reported on Sunday. Previously, authorities said four people were killed and one remains missing following floods in Dandong, a border city facing Sin'uiju City in the DPRK.Heavy rainfalls that began Thursday have swelled the Yalu River, which marks the border of China and the DPRK. On Saturday night, the water level at one monitoring station in Dandong rose to 2.35 meters above the warning line, the highest in a decade and the second highest since records began being kept in 1934.However, water levels began to dip late Sunday as rains stopped, though provincial authorities warned that the danger has not yet passed.Workers are racing to build sand bag flood barriers along part of the river where the water has overflowed. Over two thousand soldiers and crews have been mobilized to rescue stranded residents. CHANGCHUN/HARBIN, July 29 (Xinhua) -- Workers were racing Thursday to retrieve the 3,000 chemical-filled barrels that were swept by floods into the Songhua River running through northeast China's Jilin and Heilongjiang provinces.Each barrel contains 170 kilograms of flammable chemical liquid, according to a press conference held by the Jilin city government Thursday. Another 4,000 empty barrels also were floating in the river."The barrels are well-sealed," Wang Mingchen, deputy secretary-general of the Jilin city government, said at the press conference.There had been fears that if the chemicals leaked due to barrel damage or explosions, the water in the Songhua River, a major drinking water source of tens of millions of people in the two provinces, would be contaminated.However, Ministry of Environmental Protection spokesman Tao Detian said Thursday that a water test conducted early Thursday morning showed the river water was not contaminated.

TAIPEI, June 21 (Xinhua) -- The economic authority of Taiwan has approved investment totaling 77.13 million U.S. dollars from the Chinese mainland, according to a statistics report released Monday.From the end of June last year when Taiwan opened to mainland investment, the authority had approved 52 investment projects on the island by the end of May, said the report from the authority.The top three industries for mainland investment -- accounting for 44.84 percent of the total mainland investment -- were computers, electronics and optical products manufacturing.At the same time, the mainland saw a sharp increase in investment from Taiwan. In the first five months of this year, the Taiwan authority approved investments in 187 projects on the mainland.New investment from Taiwan on the mainland from January to May totalled 4.59 billion U.S. dollars, a year-on-year increase of 239.9 percent.About 75 percent of the Taiwan investment in the first five months went to Jiangsu, Guangdong, Fujian and Shandong provinces, said the report.
