The restaurant industry has been one of the hardest hit in the last two months. “The numbers that have come in so far about restaurant closures and restaurant job losses, have been nothing short of staggering,” said Sean Kennedy with the National Restaurant Association.According to the National Restaurant Association, 8 million employees in the industry have lost their jobs. Around the country, 45 states have begun allowing restaurants and bars to now sell to-go cocktails and other liquor. “That has actually been a huge revenue generator,” said Kennedy. The National Restaurant Association believes the revenue stream has become a lifeline for the industry, but it is still not enough. “We are really at our most dangerous point right now, and it is why we need a federal solution from congress if restaurants are going to survive into the fall,” explained Kennedy.Kennedy and the National Restaurant Association have proposed stimulus package ideas for restaurants that include tax breaks and grant money for restaurants, but there has been little talk in Congress about it being part of the next stimulus package. The Pentagon notified Congress Monday night that it has authorized the transfer of billion to begin new wall construction along the US-Mexico border, drawing immediate objections from Democratic lawmakers.A Pentagon budget reprogramming notification sent to Capitol Hill on Monday and obtained by CNN indicates that up to billion will go toward building 57 miles of fencing, improving roads and other measures on the southern border.The Department of Defense authorized the Army Corp of Engineers to begin planning and construction for the project Monday night. The department will direct the funds toward 18-foot-high fencing along the Yuma and El Paso sections of the border, according to a letter acting Secretary of Defense Patrick Shanahan sent to Secretary of Homeland Security Kirstjen Nielsen.In February, President Donald Trump declared a national emergency in order to funnel billions of dollars to wall construction. As part of his announcement, he directed the use of counterdrug monies to partially fund new wall construction. Under the national emergency, other funds can also be dedicated to building the wall and related infrastructure, including military construction funds.Monday's announcement was just the first billion the administration is making available for wall funding. This year, the White House will ask for billion from Customs and Border Protection, but will also request .6 billion in military construction funds from the Pentagon.In addition, the budget contains a request for another .6 billion in military construction funds -- but these would be used to "backfill" what the administration hopes to spend this year as a result of the emergency declaration.
