CHULA VISTA, Calif. (KGTV) - A state-of-the-art hospital is nearly complete in the South Bay. The Sharp Chula Vista Medical Center is expanding, adding a seven-story hospital to the current facility. "I think this is just everything for this community, right now we're really the only ones investing down here in the South Bay, in Chula Vista," says Matt Teichner, Sharp Chula Vista Senior Project Manager."Everyone who comes in here gets seen regardless of your ability to pay, we see people from both sides of the border here, and we are just full to the brim every day right now."It will be the first new hospital in San Diego's South Bay in more than 40 years.Planners say patient safety and infection control was the number one factor when designing the new hospital. The new hospital features advanced operating rooms as well as innovative technologies. The new hospital is Sharp HealthCare's largest single investment to-date at 4 million.Construction is scheduled to be complete by August and then a grand opening a few months later. 1054

CHULA VISTA (KGTV) -- A frightening scene for any family to witness was captured on video just before Valentine’s Day outside an East Chula Vista gas station. A clip posted to Facebook shows a man screaming racial obscenities at a female customer while the woman he’s with calmly pumps gas into their car.The incident reportedly happened at the Shell gas station at the Village Marketplace in the Eastlake neighborhood of Chula Vista at around 4 p.m., according to the victim.In a Facebook video post, the victim wrote that the man had approached her car and began shouting vulgarities then returned to his car. “No there is nothing done prior to this on my part. No there was nothing wrong that I knew of. No, there was no history," the victim wrote in the Facebook video post."No, I've never seen this couple before. No, there were no words exchanged between us, no eye contact, he just began to spew hateful commentary when he saw me get out to pump," the victim said.Sensing that something may happen, the victim used her cellphone to record the encounter, and that's when the man approached her again.The video shows a man with face and arm tattoos jumping out of the passenger seat of a light colored Nissan Versa hatchback. He approaches the victim’s car while flashing both middle fingers and screaming, “F*** n*****s!”The man then walked up to the victim’s vehicle and spit on the windshield.10News is not identifying the victim for her own protection.According to the victim, the couple drove away after the woman finished pumping gas.“I am beyond grateful that he, for some reason, changed his mind and did not spit on me or put his hands on me,” the victim said.The woman called Chula Vista Police about five hours after the confrontation at the gas station, according to Chula Vista Police Department Captain Phil Collum. Officers took information from the woman and followed up with her Friday to gather more information and documentation, Collum said. They will evaluate the evidence to see if it amounts to a criminal offense. Collum said police do not know the identity of the man seen in the video. “This is highly unusual,” said Collum. CHULA VISTA, Calif., (KGTV) — Students at eight high schools and two middle schools in Chula Vista spent part of their day protesting the newly proposed budget for Sweetwater Union High School District. The school system is million in the hole, and they plan to lay off nearly 240 teachers and staff by May. While their parents take to the polls, hundreds of students at Eastlake High School are also raising their voices. "It's frustrating, and almost like, betrayal," Eastlake Senior, Isabella Borquez said. Borquez said she could not get behind the district board's decision to lay off nearly 240 teachers, librarians, and learning center staff, all the fix the district's million debt. "They're getting rid of people who we, the students trust and connect with," Borquez said. "And they just want to rip those people away from us."The district says the shortfall in money is not caused by mismanagement of funds. They say it is because of the decline in student enrollment and a decline in revenue.Meanwhile, at the Sweetwater Union High School District office in Downtown Chula Vista, parents too held a protest. They said the district is doing everything but follow their mantra, "Putting students first.""If you have less teachers to teach these kids, it is going to hurt them in the end," Jean Arce said. Leaders within the Latino community are now pleading with people to stay home during the holidays. Christmas is just days away, it's a festive time for family, a joyous time of gathering. But Nancy Maldonado with the Chicano Federation says this year, that cannot happen."I get it, it's hard, but it's necessary, and it's what we have to do right now," Maldonado said.The percentage of Latino San Diegans testing positive with COVID-19 is disproportionately high. While making up 34% of the county population, Latinos make up nearly 60% of positive COVID cases. With ICU space now extremely limited, Maldonado says they cannot afford to add to those statistics."Latinos have been hit really hard because of the overrepresentation in front line jobs, because of crowded housing, and because of a number of different factors," Maldonado said. "What we're seeing right now is the fallout of people gathering from Thanksgiving, and we don't want to see these numbers increase."Last week, ABC 10News reported that the wait times at the South Chula Vista Library's free, no-appointment COVID testing site were hours long. But beginning Sunday, the county changed the site to be appointment only. The goal is to keep people from going out and gathering at a COVID-19 hotspot.The South Bay, which is home to many Latinos, has been hit hardest with the virus. Maldonado says that is why the Chicano Federation has boots on the ground to launch the "With Pride" campaign."It's the 'Con Orgullo' campaign, 'With Pride,'" Maldonado translated. "Traditionally, we do gather during the holidays, and we gather in large groups. (KGTV) -- Police arrested a man suspected in the death of a person after a fight erupted at a party in Chula Vista.According to Chula Vista police, 20-year-old Raymundo Ochoa-Juarez was arrested on suspicion of killing 20-year-old Deandre Bethel after a brawl in the 400 block of East Oxford on the evening of Oct. 30.Ochoa-Juarez was arrested with the assistance of the U.S. Marshals' San Diego Regional Fugitive Task Force.Police did not immediately release details on the case, including the victim's cause of death.A second victim, a 21-year-old, is currently undergoing treatment and is expected to survive, police say.The Chula Vista Police Department is urging anyone with information to contact them or call the San Diego Crime Stoppers anonymous tip line at (888)580-8477. 809
