SAN DIEGO (KGTV) -- The cost of housing is a huge issue in California, as the issue of rent control heads to the November ballot.Proposition 21 would allow local governments to establish rent control on residential properties over 15 years old. It allows rent increases on rent-controlled properties of up to 15 percent over three years from previous tenant’s rent above any increase allowed by local ordinance.The proposition would exempt individuals who own no more than two homes from new rent control policies.Mark Doering is a landlord who rents out two homes. While Prop. 21 would not apply to him, he said he is against rent control. "I think the government has put enough burden on landlords like myself," he said. During the pandemic, numerous local governments issued bans on evictions for those facing hardships due to COVID-19. While Doering understands this difficult time, he said he and other landlords depend on the rent money."If they relied on that rent, they're in a bad enough situation as it is right now," Doering said. The No on 21 ad airing on television is sponsored by the California Apartment Association, with major funding from Essex Property Trust and Affiliated Entities, Equity Residential, and AvalonBay Communities. Pt. Loma Nazarene University's Chief Economist Lynn Reaser said the No and Yes on 21 ads do not actually explain what will happen if the measure passes. “It allows local governments to set their own rent control measures that would be different from what the state now has, which basically caps rent increases at 5 percent plus rate of inflation,” Reaser said.The ad claims that voters rejected a similar measure two years ago, which is true. There are a few differences with Prop. 21 than Prop. 10, which failed in 2018. This measure would apply to housing more than 15 years old. Owners with one or two properties would be exempt. Reaser analyzed Census statistics and said roughly one out of 10 rental units would be affected by Prop. 21. About 45 percent of Californians are renters. In San Diego County, about 450,000 rental units would be affected, or about 85 percent of all rental housing.The ad also claims that Prop. 21 would reduce home values by up to 20 percent. Reaser said it is likely property values will decrease over time, but not immediately."That will spill over into lower property taxes, which funds primarily our schools," Reaser said. The Legislative Analyst's Office said even as owners sell off their properties, "revenue losses from lower property values would be larger than revenue gains from increased sales." "It's very important to vote, but it's also very important to be an informed voter," Reaser added. 2698

SAN DIEGO (KGTV) - The Christ United Methodist Church's Safe Harbors Network needs help to prepare for the next wave of migrants approaching the US-Mexico border.The network, started in 2016, provides basic necessities for refugees, such as a bed, shower, food, clothes, medical care and legal aide, until their court date."They don't have anything, they have the clothes they're wearing, they don't have phones, they don't have money, they would be homeless, so we take them in," Volunteer Kathryn LaPointe said.In 2016 the majority of their refugees were Haitian, over the past several months they're mostly women and children from Central America."We're taking in between 20 and 30 a night the past few days, most of them were able to send to their families, but I would like to help more people," LaPointe said.Sunday, LaPointe said they're at capacity and need all the help they can get. "Every person that walks in front of me, I ask for a building," she said laughing, "can you please get me a building."The network is comprised of individuals, congregations and organizations who care for refugees. "[Provide] basic human kindness, and," LaPointe said as she sighed heavily, "I am so grateful to be able to do that to extend that kindness and I would like to extend that kindness to more people." 1347

SAN DIEGO (KGTV) — The 19th annual True Blue Luncheon celebrated the bravery shown by three officers who shared their experience in the Rolando shooting almost a year later.The very shield that protected Officers Francisco Roman and Dan Bihum was at the luncheon, helping SD Police Foundation donors understand what their money is going toward. The shield is hefty, with a steel plate inside, according to Officer Trevor Philip.Bihum said he saw two bright flashes, "two of the rounds struck me." "He literally fell right in front of me it was probably one of the hardest moments of my life," Roman said.RELATED: Body camera video shows San Diego Police shooting in RolandoThat night, June 23, 2018, the distress call from a neighbor concerned about Joe Darwish turned into a gunfight injuring two officers and ultimately ending with Darwish's death.The shield was handed to Roman and Bihum while they were trapped in the hallway."As soon as Francisco got the shield in front of them he took another volley of gunfire and two of the rounds hit the shield," a SWAT Officer said."Just a great feeling because we had some form of protection," Roman said. Both officers struggled to share, as they relived the moments on that day."The shield absolutely saved our life," Roman said tearing up. He looked away, clenched his jaw and continued, "it definitely saved us for sure."Thursday, they shared their story with a room full of donors in the Harbor Island Sheraton. Their goal is in sharing their trauma, they hoped to inspire San Diegans to open their wallets and help them buy 758 more shields so that their brothers and sisters in blue are protected. The money raised by the luncheon goes to the San Diego Police Foundation, who helps buy whatever the department needs. In 2018, the luncheon raised 0,000. SAN DIEGO (KGTV) - Sunday morning's rain caused crashes on roadways, damage to construction zones and danger in Sunset Cliffs.One of those crashes had Cristal Ramirez in the passenger seat. "I was supposed to drive for brunch but my friend picked us up and I was glad because I didn't want to drive in the rain," she said.She said as they took the connector from the 163 to the I-8 West they started sliding, "I think we were driving a little too fast because of the rain." Ramirez said they grazed the guardrail. The tires were out of alignment, making it necessary to call for a tow truck."We were like what the heck this is wild!" She said.The group didn't let the accident ruin their afternoon, they continued on in Ramirez's car to Sunset Cliffs.The danger still lurking behind yellow caution tape, draped along the edge of one part of the cliff. From where she and her two friends stood, you could see the cliff carved away underneath the seemingly solid edge."I didn't think about it, I was like 'Oh we're close to the edge.' and we started playing around and I was like, 'Oh we probably shouldn't be playing this close to the edge," Ramirez said when she realized the danger.South of Sunset Cliffs, another problem at the Silver Strand State Beach exit off SR 75. The rain caused metal plates covering trenches in a construction area to bend inward.Crews rushed out to reinforce the plates to make them safe, adding wood supports. An engineer told 10News the construction should be finished by next week, if the weather doesn't delay the work. 1559
