WASHINGTON (AP) — Secretary of State Mike Pompeo said on Wednesday that the U.S. hopes to gain access soon to a former Marine who was arrested in Russia on espionage charges and that "if the detention is not appropriate we will demand his immediate return."Paul Whelan, who is head of global security for a Michigan-based auto parts supplier, was arrested on Friday. In announcing the arrest three days later, the Russian Federal Security Service said he was caught "during an espionage operation," but it gave no details.Whelan, 48, was in Moscow to attend a wedding when he suddenly disappeared, his brother David Whelan said Tuesday.Pompeo, speaking in Brazil, said the U.S. is "hopeful within the next hours we'll get consular access to see him and get a chance to learn more."The U.S. has "made clear to the Russians our expectation that we will learn more about the charges and come to understand what it is he's been accused of and if the detention is not appropriate we will demand his immediate return," Pompeo said.Whelan's family said in a statement David Whelan posted on Twitter, "We are deeply concerned for his safety and well-being. His innocence is undoubted and we trust that his rights will be respected."The Russian spying charges carry a prison sentence of up to 20 years.David Whelan said in an interview that his brother had been to Russia several times previously, so when a fellow former Marine was planning a wedding in Moscow with a Russian woman he was asked to go along to help out.The morning of his arrest, he had taken a group of wedding guests on a tour of the Kremlin museums. The last time anyone heard from him was at about 5 p.m. and then he failed to show up that evening for the wedding, his brother said."It was extraordinarily out of character," he said. The family feared he had been mugged or was in a car accident, David Whelan said, and it was when searching the internet on Monday that he learned of the arrest."I was looking for any stories about dead Americans in Moscow, so in a way it was better than finding out that he had died," he said. The State Department said Monday it had received formal notification from the Russian Foreign Ministry of the arrest and was pushing for consular access. David Whelan said the family was told by the U.S. Embassy in Moscow they have not been able to speak to Paul Whelan.David Whelan said he has no idea why his brother was targeted by the Russian security services. Paul Whelan had traveled to Russia in the past for work and to visit friends he had met on social networks, his brother said."I don't think there's any chance that he's a spy," David Whelan told CNN on Wednesday.Paul Whelan did multiple tours in Iraq with the Marine Corps, his brother said. He now lives in Novi, Michigan, and is director of global security for BorgWarner, where he has worked since early 2017."He is responsible for overseeing security at our facilities in Auburn Hills, Michigan and at other company locations around the world," company spokeswoman Kathy Graham said in a statement. She said BorgWarner does not have any facilities in Russia.Paul Whelan previously worked for Kelly Services, which does maintain offices in Russia, his brother said. The arrest comes as U.S.-Russian ties are severely strained, in part over Russian meddling in the 2016 presidential election.A Russian gun rights activist, Maria Butina, is in U.S. custody after admitting she acted as a secret agent for the Kremlin in trying to infiltrate conservative U.S. political groups as Donald Trump was seeking the presidency. She pleaded guilty in December to a conspiracy charge as part of a deal with federal prosecutors.Russian President Vladimir Putin has claimed that the case is fabricated and that Butina entered the guilty plea because of the threat of a long prison sentence.___Tom Krisher in Detroit contributed to this report. 3893

WASHINGTON, D.C. — Federal officials say the key component to getting the COVID-19 vaccine distributed across the country will lie in the hands of states, with help from major pharmacy chains, like CVS and Walgreens.“We want to replicate what the experience you have with the flu vaccine — convenient to you, a tried-and-true system that we do hundreds of millions of vaccines through every year,” said U.S. Health and Human Services Secretary Alex Azar. “That's the backbone of the approach we're taking.”Yet, if flu vaccine rates are any indication, that backbone may not suffice.Dr. Eric Schneider is with The Commonwealth Fund, an independent organization that studies health policy. They recently delved into previous vaccination rates to see how it might unfold for COVID-19.“Our health care system does well at developing new technologies like these vaccines, which are really quite amazing, scientifically speaking,” Dr. Schneider said. “But we don't do as well at making sure those technologies are distributed to the people who need them most. And we're seeing that in the prior vaccination experience, and I’m worried we will see that with COVID-19.”What did they find?A mere 51% of Americans got the flu vaccine last year and only 38% got the H1N1 swine flu vaccine 10 years ago, which had a similar vaccine development timetable and pressure to COVID-19.Those low vaccination rates matter because in order for the COVID-19 vaccine to create herd immunity in the U.S., between 70 and 90% of all Americans will need to get vaccinated.“The concept of herd immunity really is developed out of vaccination programs because the question is ‘What proportion of the population needs to be vaccinated to prevent the circulation of a virus in the population?’” Dr. Schneider said.Just getting that shot could vary depending on where you live, as the federal government is leaving that up to each state.“That's going to be up to the nation's governors as they prioritize within their states,” HHS Secretary Azar said. However, Dr. Schneider said that in order for the states to pull it off, they are going to need federal help.“States are in incredible difficulty right now with their budgets and they need federal support,” he said. “Congress is considering a federal rescue package. That funding is really necessary to get states the support they need to vaccinate large numbers of people.”Large numbers of people are now waiting for a rescue of their own from a virus that’s changed everything. For a closer look at the results of the study on vaccination rates from The Commonwealth Fund, click here. 2612

WASHINGTON, D.C. – During a Thursday afternoon press conference, President Donald Trump defended the controversial comments he made during a Bob Woodward interview. In his new book, “Rage,” Woodward reports that Trump admitted he knew weeks before the country’s first COVID-19 death that the virus was dangerous, airborne, highly contagious and “more deadly than even your strenuous flus,” CNN and the Washington Post report. And in audio released of their March 19 interview, Trump is heard saying, “I wanted to always play it down. I still like playing it down, because I don’t want to create a panic.”Trump said Thursday that if Woodward thought him downplaying COVID-19 was bad, he should have reported his comments earlier."If Bob Woodward thought what I said was bad, then he should have immediately, right after I said it, gone out to the authorities, so they can prepare and let them know," he told reporters who asked why he lied to the American public. The president said he didn’t want to cause a panic.“You don’t want me jumping up and down, saying there’s going to be great death, and really causing some serious problems for the country,” said Trump. When asked if he will downplay COVID-19 again, Trump said, “I don’t want to jump up and down, and start screaming ‘death,’ ‘death,’ because that’s not what it’s about. We have to lead a country.”Watch the press conference below:Apart from Woodward’s book, Trump said that there will be a signing at the White House next week between United Arab Emirates (UAE) and Israel. He added that, “we could have another country added into that.”Trump also took the opportunity to attack his general election opponent, former Vice President Joe Biden, on the Obama administration’s handling of the swine flu. The president believes “countless more Americans would have died” if the Democratic nominee was president during the COVID-19 pandemic.Additionally, Trump touched on students returning to universities, where large outbreaks have been reported and schools have been forced to quarantine students and turn to online learning.“Based on the recent data from more than 20 colleges, not a single who student who has tested positive has been hospitalized,” said Trump. The press conference came after a The event comes after an active morning on Twitter, during which Trump talked about a variety of things, including Kim Jong Un’s “good health” and his interview with Woodward.Meanwhile, the country’s COVID-19 death toll is nearing 200,000 and Congress remains at a standstill regarding a fifth coronavirus rescue package.Thursday, Senate Democrats scuttled a scaled-back GOP package, saying the measure shortchanges too many pressing needs caused by the pandemic. The vote for the bill was 52-47, showcasing the partisan divide leading up to the general election. It’s likely lawmakers won’t settle on a deal before Election Day, The Associated Press reports. 2920
